{"id":10110,"date":"2024-04-11T20:42:24","date_gmt":"2024-04-11T20:42:24","guid":{"rendered":"https:\/\/wifamily.news\/?p=10110"},"modified":"2024-04-12T06:40:21","modified_gmt":"2024-04-12T06:40:21","slug":"the-many-ways-wisconsinites-will-pay-and-pay-for-other-peoples-student-debt","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=10110","title":{"rendered":"The many ways Wisconsinites will pay and pay for other people\u2019s student debt"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/the-many-ways-wisconsinites-will-pay-and-pay-for-other-peoples-student-debt\/\">https:\/\/www.badgerinstitute.org\/the-many-ways-wisconsinites-will-pay-and-pay-for-other-peoples-student-debt\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>Biden\u2019s loan scheme doesn\u2019t forgive debt but transfers it \u2014 and doesn\u2019t do anything to fix the problem<\/em><\/strong><\/h4>\n<p>\u201cDebt relief\u201d was how the<a href=\"https:\/\/www.nytimes.com\/2024\/04\/08\/us\/politics\/biden-student-loans-debt-relief.html\" target=\"_blank\" rel=\"noreferrer noopener\"> news reports<\/a> described the scheme outlined by President Biden at a Madison technical college the other day, or even \u201c<a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2024\/04\/08\/biden-unveils-student-debt-forgiveness-plan-here-is-what-to-know\/73222025007\/\" target=\"_blank\" rel=\"noreferrer noopener\">debt forgiveness<\/a>,\u201d giving a sheen of moral altitude to the president\u2019s promises.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"704\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/04\/Wisconsin-will-pay-for-others-student-debt-1024x704.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"Student loan balance forgiven by executive action\" class=\"wp-image-51259\" style=\"width:362px;height:auto\" \/><\/figure>\n<\/div>\n<p>But when the president tells borrowers not to bother paying back what they owe, it isn\u2019t relief in the way medicine relieves your pain \u2014 it doesn\u2019t alter any painful underlying causes. It isn\u2019t forgiveness in the divine sense, metaphysically washing away the stain. The stain remains in the form of blood-red ink on the federal books.<\/p>\n<p>This is a <em>transfer<\/em> of debt, and if you aren\u2019t now repaying a student loan, it\u2019s going to be transferred onto your back.<\/p>\n<p>Biden didn\u2019t<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2024\/04\/08\/remarks-by-president-biden-on-his-student-loan-debt-relief-plan-for-tens-of-millions-of-americans-madison-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\"> mention<\/a> cost,<a href=\"https:\/\/www.nationalreview.com\/2024\/04\/bidens-student-loan-power-grab\/\" target=\"_blank\" rel=\"noreferrer noopener\"> nor did<\/a> his economists, but outsiders Thursday pegged the price of this gift to 30 million borrowers<a href=\"https:\/\/thehill.com\/homenews\/education\/4588426-biden-student-debt-relief-plan-estimate\/\" target=\"_blank\" rel=\"noreferrer noopener\"> at about $85 billion<\/a> for the new parts of the scheme, or about $560 billion if you include previously announced plans. For scale, that\u2019s about what the government spent on Medicaid this year.<\/p>\n<p>This money isn\u2019t imaginary. Repayment is expected by the federal government, the sum<a href=\"https:\/\/www.fiscal.treasury.gov\/files\/reports-statements\/combined-statement\/cs2020\/tbb.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> budgeted as incoming money<\/a> to offset planned spending. To the extent it doesn\u2019t show up, it can\u2019t offset anything. The government, where spending already outran income by<a href=\"https:\/\/www.wsj.com\/articles\/government-deficit-spending-taxes-interest-payments-cbo-fiscal-2020-3616b6bc?mod=editorials_article_pos9\" target=\"_blank\" rel=\"noreferrer noopener\"> more than $1,064 billion<\/a> in just the past six months, will add it to the<a href=\"https:\/\/fiscaldata.treasury.gov\/datasets\/debt-to-the-penny\/debt-to-the-penny\" target=\"_blank\" rel=\"noreferrer noopener\"> $34,581 billion<\/a> it already owes \u2014 that\u2019s about $103,000 for every woman, man and babe in arms.<\/p>\n<p>That will be paid, somehow and someday, much of it by the other 300 million Americans who aren\u2019t blessed by Biden\u2019s magnanimity. Most of them didn\u2019t go to college, and of those who did, many didn\u2019t borrow or didn\u2019t borrow much. More than a third of students who earned a bachelor\u2019s degree in 2019-20, according to the<a href=\"https:\/\/research.collegeboard.org\/media\/pdf\/Trends%20Report%202023%20Updated.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> latest figures from The College Board<\/a>, had no student debt. Only a quarter had more than $30,000. This thrift and prudence will be rewarded by having to pick up the burdens incurred by others.<\/p>\n<p>Many of those who benefit, in the meantime, are relatively old and affluent. Biden would cancel debts for borrowers who\u2019ve been repaying for 20 years or more \u2014 so, people at least in their 40s. According<a href=\"https:\/\/studentaid.gov\/data-center\/student\/portfolio\" target=\"_blank\" rel=\"noreferrer noopener\"> to federal numbers<\/a>, it\u2019s borrowers 35 to 49 years old who owe the most \u2014 in Wisconsin, about 39% of the $23 billion in student debt outstanding here. This fits with how much of student debt comes from professional degrees, such as those in law, medicine or dentistry: 72% of those getting such a degree<a href=\"https:\/\/research.collegeboard.org\/media\/pdf\/Trends%20Report%202023%20Updated.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> owe $50,000 or more<\/a>. But it means that relief is going to people who\u2019ve had years to ramp up their careers or who are in high-earning professions.<\/p>\n<p>Soon, they may see their own kids head for college, where the average all-in price has risen<a href=\"https:\/\/nces.ed.gov\/programs\/digest\/d23\/tables\/dt23_330.10.asp\" target=\"_blank\" rel=\"noreferrer noopener\"> about 30%<\/a> over the rate of inflation in just the past 20 years. Biden\u2019s transfer of debt onto those who didn\u2019t cause it does nothing to force changes at the institutions that did, nothing to alter the drivers of that cost increase.<\/p>\n<p>Indeed, since we already know that every dollar of subsidized student lending<a href=\"https:\/\/www.newyorkfed.org\/medialibrary\/media\/research\/staff_reports\/sr733.pdfb\" target=\"_blank\" rel=\"noreferrer noopener\"> leads to 60 cents of tuition increase<\/a> \u2014 if there\u2019s more money on the table, colleges will find a use for it \u2014 the likely result of everyone now assuming that future debt similarly will be forgiven is even less incentive for colleges to restrain prices.<\/p>\n<p>And assuming, reasonably, that future debt will be forgiven puts less pressure on would-be students to pick a remunerative field. The Center for Research on the Wisconsin Economy just<a href=\"https:\/\/crowe.wisc.edu\/wp-content\/uploads\/sites\/313\/2024\/04\/UWMadisonReturnMajors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> estimated the rate of return on a student\u2019s investment<\/a> in a degree from the University of Wisconsin-Madison and found, alarmingly, that while a degree in economics or engineering pays off handsomely, some degrees lead to work so little valued by employers that a lifetime\u2019s incremental earnings don\u2019t equal the investment.<\/p>\n<p>\u201cRather than forgiving student loan debt,\u201d the authors wrote, policymakers should grasp that the problem with student debt is that debtors chose poorly paying careers: \u201cStudents\u2019 lack of information about the impact of major choice on lifetime earnings is sadly setting some of our graduates on a road to high debt and low earnings.\u201d<\/p>\n<p>What should we do then amid the student debt crisis?<\/p>\n<p>First, grasp that it\u2019s not a crisis. About three-fourths of borrowers owe less than $40,000. Existing income-based repayment plans allow debtors to handle this readily.<\/p>\n<p>Second, don\u2019t make everyone else pay. Biden isn\u2019t offering any \u201cforgiveness\u201d on the money someone borrowed to set up a carpentry business instead of earning a gender studies degree.<\/p>\n<p>Third, stop digging.
