{"id":10334,"date":"2024-04-22T17:05:59","date_gmt":"2024-04-22T17:05:59","guid":{"rendered":"https:\/\/wifamily.news\/?p=10334"},"modified":"2024-04-22T18:01:08","modified_gmt":"2024-04-22T18:01:08","slug":"explain-it-to-me-mps-attack-on-carmen-charter-school-tuesday","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=10334","title":{"rendered":"EXPLAIN IT TO ME: MPS attack on Carmen charter school Tuesday"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/reforminggovernment.org\/explain-it-to-me-mps-attack-on-carmen-charter-school-tuesday\/\">https:\/\/reforminggovernment.org\/explain-it-to-me-mps-attack-on-carmen-charter-school-tuesday\/<\/a><\/p>\n<p>April 22, 2024<\/p>\n<p><b>WHAT HAPPENED?<\/b><\/p>\n<p><span>As people were heading off to their weekend plans, IRG notified local leaders that the <\/span><a href=\"https:\/\/milwaukeepublic.ic-board.com\/public_itemview.aspx?ItemId=14945&amp;mtgId=1279\"><span>Milwaukee Public Schools board<\/span><\/a><span> will begin a process that would kick 2 Carmen charter schools out of their buildings in 2026.<\/span><\/p>\n<p><span>On Tuesday, the board will vote on a resolution not to renew South and Southeast Carmen\u2019s lease contracts when they run out after 2025-2026. The notice was posted on Friday afternoon. South and Southeast share MPS-owned buildings with 2 MPS schools, renting space from them. As you might expect, that creates space sharing conflict, and the buildings are indeed overcrowded.<\/span><\/p>\n<p><span>However, IRG was the first to report that this process was underway. Neither the schools\u2019 operators nor many local leaders were informed. Considering these charters are Milwaukee Public Schools, this is unacceptable.<\/span><\/p>\n<p><b>WHO ARE THEY?<\/b><\/p>\n<p><span>Carmen is now a 5-school network of charter schools, all originally within Milwaukee Public Schools. The 2 schools under duress, South and Southeast, remain part of MPS and are subject to the board\u2019s decisions, though they otherwise operate more independently.<\/span><\/p>\n<p><span>Despite the pandemic, Carmen Schools have some real success.<\/span><\/p>\n<p><span>-Carmen South ranks 14th out of 61 schools in Milwaukee on the ACT, including selective private and public schools.<\/span><\/p>\n<p><span>-The low-income Carmen South outscores some Milwaukee suburban high schools\u2019 low-income students on the ACT.<\/span><\/p>\n<p><span>-MPS has a 54% high school suspension rate. Carmen South and Southeast combined have a 9% suspension rate.<\/span><\/p>\n<p><b>WHY IS THIS HAPPENING?<\/b><\/p>\n<p><span>Charter schools sharing buildings is a point of conflict nationwide. Alberto Carvalho, the former Miami superintendent who made that large district the nation\u2019s best, just <\/span><a href=\"https:\/\/www.latimes.com\/california\/story\/2024-04-03\/california-charter-schools-sue-lausd-after-it-banned-them-from-campuses\"><span>lost a battle on this to the union<\/span><\/a><span> as Los Angeles Superintendent.<\/span><\/p>\n<p><span>Indeed, the board director who put this on the agenda made doing so a campaign promise on multiple socialist podcasts.<\/span><\/p>\n<p><b>WHAT CAN YOU DO?<\/b><\/p>\n<p><b>This is the first step in the process, not the final decision. This resolution passing would send it to committee, then to the full board. At this meeting, there will not be public testimony. However, Milwaukee-area residents can still attend and media can still be invited. Additionally, people anywhere can email <\/b><b><a href=\"https:\/\/reforminggovernment.org\/cdn-cgi\/l\/email-protection\" class=\"__cf_email__\" data-cfemail=\"0a6d657c6f78646b64696f4a6763667d6b7f616f6f24613b38247d63247f79\">[email\u00a0protected]<\/a><\/b><b>, though IRG encourages you to be calm and factual.<\/b><\/p>\n<p><b>WHY DOES IT MATTER IN MILWAUKEE?<\/b><\/p>\n<ol>\n<li><span> Moving would academically and culturally disrupt students.<\/span><\/li>\n<li><span> Finding a new building would be expensive to Carmen\u2019s operators.<\/span><\/li>\n<li><span> MPS would lose rental money from Carmen.<\/span><\/li>\n<li><span> 1 of the buildings would become yet another half-empty MPS school if Carmen left.<\/span><\/li>\n<li><span> There are far more collaborative ways to solve the overcrowding problem.<\/span><\/li>\n<li><span>This is also the board meeting where the board will decide whether to raise their pay<\/span><span>.<\/span><\/li>\n<\/ol>\n<p><b>WHY DOES IT MATTER ACROSS WISCONSIN?<\/b><\/p>\n<p><span>Unfortunately, too many people care about the type of school that serves students, not how well students are served. IRG believes that it\u2019s a school\u2019s quality that matters and supports high-quality district, charter, private, and home schooling.<\/span><\/p>\n<p><span>If the state Office of Educational Opportunity makes <\/span><a href=\"https:\/\/dpi.wi.gov\/parental-education-options\/charter-schools\/grants\"><span>charter school grants<\/span><\/a><span> in June to a school in your area, you should make sure that your local school board is willing to work with charter operators to be the best collaborators they can be.<\/span><\/p>\n<p><b>CJ\u2019S TAKE<\/b><\/p>\n<p><span>\u201cMilwaukee Public Schools has enough problems on its plate: nationally low reading scores and graduation rates, suspension rates soaring in the wrong direction, and critical budget decisions. Everybody, including IRG, needs to help turn that around. Undermining their own charter schools is a baffling waste of time when kids\u2019 futures are at stake.
