A <\/span><a href=\"https:\/\/will-law.org\/rising-loneliness-declining-mental-health-will-examines-how-declining-social-capital-is-the-root-cause-to-many-societal-problems\/\"><span data-contrast=\"none\">recent report<\/span><\/a><span data-contrast=\"auto\"> by WILL highlights how social capital, the network and relationships people have, has been declining for decades and made worse by the pandemic. Today, we do not spend as much time with friends and family or being involved in our communities through volunteering or civic engagement\u2014making us lonelier and more isolated than ever.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In May of 2023, the Surgeon General declared <\/span><a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/surgeon-general-social-connection-advisory.pdf\"><span data-contrast=\"none\">loneliness an epidemic<\/span><\/a><span data-contrast=\"auto\"> in the United States because of its negative impact on our mental, and even physical, health. Loneliness and social isolation are associated with <\/span><a href=\"https:\/\/www.cdc.gov\/aging\/publications\/features\/lonely-older-adults.html#:~:text=Recent%20studies%20found%20that%3A,%2C%20obesity%2C%20and%20p32hysical%20inactivity.&amp;text=1-,Social%20isolation%20was%20associated%20with,50%25%20increased%20risk%20of%20dementia\"><span data-contrast=\"none\">higher risks<\/span><\/a><span data-contrast=\"auto\"> of depression, anxiety, and suicide which all <\/span><a href=\"https:\/\/www.bc.edu\/bc-web\/bcnews\/campus-community\/faculty\/anxiety-and-stress-spike-during-pandemic.html\"><span data-contrast=\"none\">rose significantly<\/span><\/a><span data-contrast=\"auto\"> during the pandemic. The increased rates are <\/span><a href=\"https:\/\/www.kff.org\/mental-health\/press-release\/latest-federal-data-show-that-young-people-are-more-likely-than-older-adults-to-be-experiencing-symptoms-of-anxiety-or-depression\/\"><span data-contrast=\"none\">still a large concern<\/span><\/a><span data-contrast=\"auto\"> today, especially for teenagers and young adults who are experiencing it at a higher rate. Loneliness and social isolation are also associated with <\/span><a href=\"https:\/\/www.cdc.gov\/aging\/publications\/features\/lonely-older-adults.html#:~:text=Recent%20studies%20found%20that%3A,%2C%20obesity%2C%20and%20physical%20inactivity.&amp;text=1-,Social%20isolation%20was%20associated%20with,50%25%20increased%20risk%20of%20dementia\"><span data-contrast=\"none\">higher risks<\/span><\/a><span data-contrast=\"auto\"> of dementia (+50%), stroke (+32%), and heart disease (+29%). It is critical to the overall health of our communities that people have a network they can rely on through mental health struggles and can access professional help when necessary.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_0\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1250\" height=\"508\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-16-at-1.28.46-PM.png\" alt=\"\" title=\"Screenshot 2024-05-16 at 1.28.46 PM\" class=\"wp-image-35102\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_1  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span class=\"TextRun SCXW82619014 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW82619014 BCX0\">Combatting <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">loneliness<\/span> <span class=\"NormalTextRun SCXW82619014 BCX0\">will take collective effort over time and <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">is <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">no<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">t<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\"> silver bullet to address the rising rates of mental illness<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">. I<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">t is important that Wisconsin residents have access to the mental healthcare <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">they need<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">.<\/span><\/span><span class=\"TextRun SCXW82619014 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"> <span class=\"NormalTextRun SCXW82619014 BCX0\">U<\/span><\/span><span class=\"TextRun SCXW82619014 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW82619014 BCX0\">nfortunately,<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\"> many <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">don\u2019t<\/span> <span class=\"NormalTextRun SCXW82619014 BCX0\">have<\/span> <span class=\"NormalTextRun SCXW82619014 BCX0\">that <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">right now<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">. <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">According to the <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">Wisconsin Department of Health Services, <\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">42 mostly rural counties and t<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">he Cities of Madison, Milwaukee, Kenosha, Green Bay<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\">, and Portage<\/span><span class=\"NormalTextRun SCXW82619014 BCX0\"> are facing shortages in mental healthcare providers.\u00a0<\/span><\/span><span class=\"EOP SCXW82619014 BCX0\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_1\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1056\" height=\"820\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-16-at-1.28.57-PM.png\" alt=\"\" title=\"Screenshot 2024-05-16 at 1.28.57 PM\" class=\"wp-image-35103\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_2  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span data-contrast=\"auto\">Luckily, increasing access to mental health professionals in Wisconsin is a bipartisan issue and great strides were made in the 2023 legislative session. At the end of March, multiple mental health bills were signed into law such as <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/proposals\/sb462\"><span data-contrast=\"none\">expanding crisis center facilities<\/span><\/a><span data-contrast=\"auto\">, allowing marriage and family therapists <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/proposals\/ab251\"><span data-contrast=\"none\">in schools<\/span><\/a><span data-contrast=\"auto\">, and providing more mental health support for <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/proposals\/reg\/asm\/bill\/ab573\"><span data-contrast=\"none\">police officers<\/span><\/a><span data-contrast=\"auto\"> and other <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/proposals\/ab576\"><span data-contrast=\"none\">first responders<\/span><\/a><span data-contrast=\"auto\">. All these bills had huge bipartisan support\u2014some even unanimous.<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">That doesn\u2019t mean there isn\u2019t more to be done. Another mental health bill with bipartisan support made it to the Governor\u2019s desk but was vetoed\u2014<\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/proposals\/reg\/asm\/bill\/ab541\"><span data-contrast=\"none\">AB 541<\/span><\/a><span data-contrast=\"auto\">. This would have allowed out-of-state psychologists, counselors, therapists, and social workers to provide telehealth services to Wisconsin residents as long as they are licensed, in good standing, and notify the Department of Safety and Professional Services within 30 days of first providing mental health services in the state. A <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2024\/01\/153301-IRG_MentalHealthReport_p2.pdf\"><span data-contrast=\"none\">report<\/span><\/a><span data-contrast=\"auto\"> from the Institute for Reforming Government (IRG) highlights multiple states that have enacted similar laws such as Arizona, Delaware, and Idaho.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Given the Governor\u2019s <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/related\/veto_messages\/ab541.pdf\"><span data-contrast=\"none\">veto<\/span><\/a><span data-contrast=\"auto\">, which claims concerns over the quality of care and little in-state complaint recourse, it might be surprising to learn that he enacted this <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/code\/register\/2020\/771b\/register\/emergency_orders\/phe_2020_emergency_order_16\/phe_2020_emergency_order_16.pdf\"><span data-contrast=\"none\">exact same policy<\/span><\/a><span data-contrast=\"auto\"> during the pandemic. If this policy was sufficient to support Wisconsinites at their most vulnerable during a pandemic, then it should still be acceptable today. Ensuring that the providers are licensed in good standing ensures quality for patients, and patients can still file complaints with the board or agency that credentials their out-of-state provider. Governor Evers also mentioned that Wisconsin is part of multiple interstate compacts, such as the Interstate Counseling Compact (ICC), as a reason that this law is not necessary. However, these still have drawbacks that limit access.
