{"id":11071,"date":"2024-06-06T20:26:35","date_gmt":"2024-06-06T20:26:35","guid":{"rendered":"https:\/\/wifamily.news\/?p=11071"},"modified":"2024-06-06T21:03:37","modified_gmt":"2024-06-06T21:03:37","slug":"dpi-says-wisconsin-students-are-now-developing-rather-than-failing","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=11071","title":{"rendered":"DPI says Wisconsin students are now \u201cdeveloping\u201d rather than failing"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/dpi-says-wisconsin-students-are-now-developing-rather-than-failing\/\">https:\/\/www.badgerinstitute.org\/dpi-says-wisconsin-students-are-now-developing-rather-than-failing\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>Bureaucrats apparently don\u2019t want parents to know when their kids can\u2019t read or do math\u00a0<\/em><\/strong><\/h4>\n<p>Triumphant news, Wisconsin: There will no longer be any students in our entire state who are not proficient in reading or math.\u00a0\u00a0<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"680\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/06\/wi-dpi-score-change-developing-web-1024x680.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-51923\" style=\"width:389px;height:auto\" \/><\/figure>\n<\/div>\n<p>This is a new development. You may have been dismayed to learn previously that of all Wisconsin third-graders in the 2022-23 school year, only 37% were \u201cproficient\u201d or better in reading.\u00a0\u00a0<\/p>\n<p>That meant that 61% of third-graders statewide were able to read at only a \u201cbasic\u201d or \u201cbelow basic\u201d level, on track to being cheated out of an education.\u00a0<\/p>\n<p>No more. The Wisconsin Department of Public Instruction <a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/administrators\/e-mail\/Updated_Terminology_for_WSAS_Performance_Levels.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">announced this week<\/a> that no child\u2019s abilities would be \u201cbelow basic\u201d or even \u201cbasic\u201d any longer.\u00a0\u00a0<\/p>\n<p>That isn\u2019t because of an epochal improvement in reading. It\u2019s because the DPI changed its wording. Now, children will be described as \u201cdeveloping\u201d rather than \u201cbelow basic.\u201d\u00a0\u00a0<\/p>\n<p>And while the lowest category <a href=\"https:\/\/web.archive.org\/web\/20240517113629\/https:\/dpi.wi.gov\/wisedash\/about-data\/forward\" target=\"_blank\" rel=\"noreferrer noopener\">used to mean<\/a> that a child \u201cdemonstrates minimal understanding of and ability to apply the knowledge and skills for their grade level,\u201d <a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/assessment\/pdf\/Assessment_Perfomance_Levels_handout.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">now it will mean<\/a> he \u201cis at the beginning stages of developing the knowledge and skills\u201d you\u2019d expect. If he gets better at reading, he doesn\u2019t move up to \u201cbasic\u201d but to \u201capproaching.\u201d If he improves further, he could reach not \u201cproficient\u201d but \u201cmeeting.\u201d\u00a0<\/p>\n<p>In other words, \u201cbelow basic\u201d becomes \u201cdeveloping.\u201d \u201cBasic\u201d becomes \u201capproaching.\u201d \u201cProficient\u201d becomes \u201cmeeting.\u201d Tellingly, the category of \u201cadvanced,\u201d the result no one wants to hide, stays the same.\u00a0\u00a0<\/p>\n<p>The words no longer are adjectives, describing ability. They\u2019re verbs, implying progress about students who may well not be approaching anything at all or developing any skills.\u00a0\u00a0<\/p>\n<p>After all, <a href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/19964?filtersetId=8fa014fb-70f9-4928-bc8f-57c116b38d1c\" target=\"_blank\" rel=\"noreferrer noopener\">while 61% of third-graders<\/a> statewide were \u201cbelow basic\u201d or \u201cbasic\u201d at reading in the most recent figures, the number was a less catastrophic 60% just before the pandemic. One might be nostalgic about <a href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/19964?filtersetId=26d9c04f-ed0e-49af-85a8-2e53ba0dfe28\" target=\"_blank\" rel=\"noreferrer noopener\">only 55%<\/a> missing the mark in 2015-16.\u00a0\u00a0<\/p>\n<p>In other words, the share of third-graders who are \u201cmeeting,\u201d to use the new term, is not \u201cdeveloping\u201d in any upward direction but seems to be \u201cspiraling.\u201d\u00a0\u00a0\u00a0<\/p>\n<h4 class=\"wp-block-heading\"><strong>Alarm<\/strong>\u00a0<\/h4>\n<p>The DPI says the old judgy terms are \u201coutdated\u201d and that the new nomenclature \u201cimproves feelings of encouragement and motivation among students,\u201d which is like reading a thermometer in Celsius so a fever sounds less alarming. These scores, especially when aggregated to judge a school or a district, are an alarm. When policymakers or the public learn that, for instance, <a href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/19964?filtersetId=6785ad6b-a712-4d49-9c21-d4adcf9706ab\" target=\"_blank\" rel=\"noreferrer noopener\">85% of Milwaukee Public Schools\u2019 third-graders<\/a> are less than proficient in reading (<a href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/19964?filtersetId=fdaebcf0-6084-461d-8e5a-7f56182b15dd\" target=\"_blank\" rel=\"noreferrer noopener\">three percentage points worse<\/a> than just before the pandemic), they don\u2019t need it put in cheerier, more optimistic terms. They need to be alarmed.\u00a0\u00a0<\/p>\n<p>If the state\u2019s education bureaucracy cannot live with holding students (or, more to the point, their schools) accountable for poor results, it\u2019s really slow in holding school districts accountable for much else.\u00a0<\/p>\n<p>As a result, people were alarmed this week over MPS\u2019 fiscal bungling: The district was so late in turning in basic financial data to state authorities that the DPI finally threatened to withhold its state aid, and the school board paid the superintendent to go away.\u00a0\u00a0<\/p>\n<p>A retired long-time superintendent of the district, Bill Andrekopoulos, <a href=\"https:\/\/www.badgerinstitute.org\/gov-evers-needs-to-intervene-in-mps-says-former-superintendent\/\" target=\"_blank\" rel=\"noreferrer noopener\">told the Badger Institute<\/a> that it\u2019s a moment for disruptive reform. He suggested that Gov. Tony Evers take charge in finding the reforms to turn around the district.\u00a0\u00a0<\/p>\n<h4 class=\"wp-block-heading\"><strong>On his watch<\/strong>\u00a0<\/h4>\n<p>It wouldn\u2019t be the first attempt. Thirty years ago, <a href=\"https:\/\/www.badgerinstitute.org\/why-mps-doesnt-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">reformers could detail decades<\/a> of failed reform efforts. In 2009, the then-governor and Milwaukee\u2019s then-mayor <a href=\"https:\/\/archive.jsonline.com\/news\/milwaukee\/56380992.html\/\" target=\"_blank\" rel=\"noreferrer noopener\">proposed a takeover<\/a> but backed off. A 2015 law to bring new leadership to MPS\u2019 worst-performing schools <a href=\"https:\/\/will-law.org\/hope-for-mps-how-the-law-already-provides-a-path-forward\/\" target=\"_blank\" rel=\"noreferrer noopener\">remains on the books<\/a>, never used because the head of the reform chickened out.\u00a0\u00a0<\/p>\n<p>In theory, if anyone has the background for the job, it would be Governor Evers. The political prot\u00e9g\u00e9 of teachers unions, he headed the DPI for 10 years before taking the governorship.\u00a0\u00a0<\/p>\n<p>Milwaukeeans desperate for better results, and Wisconsin taxpayers looking for a better return on the $18,882 per child in public revenue that the district gets, can and should expect Evers to have some idea of what can be done.\u00a0\u00a0<\/p>\n<p>Except for this: Evers has been atop the hierarchy of Wisconsin public education, as state superintendent or governor, every moment that this year\u2019s graduating seniors were students. On his 15-year watch, the share of Milwaukee fourth-graders scoring \u201cbelow basic\u201d on <a href=\"https:\/\/www.nationsreportcard.gov\/profiles\/districtprofile\/overview\/XK?sfj=NL&amp;chort=1&amp;sub=MAT&amp;sj=XK&amp;st=MN&amp;year=2022R3&amp;cti=PgTab_OT\" target=\"_blank\" rel=\"noreferrer noopener\">the national NAEP test<\/a> has risen from 61% to 67%, and the city\u2019s schools have fallen farther behind as comparable urban districts have improved. Evers, and the public school establishment he comes from, can and should already have stopped at least two generations of educational malpractice, especially in Milwaukee.\u00a0<\/p>\n<p>Instead, the DPI ignored bad management and spent its time coming up with new words for poor performance to protect a dysfunctional establishment from blowback.
