{"id":11476,"date":"2024-07-03T20:51:49","date_gmt":"2024-07-03T20:51:49","guid":{"rendered":"https:\/\/wifamily.news\/?p=11476"},"modified":"2024-07-03T20:58:46","modified_gmt":"2024-07-03T20:58:46","slug":"wisconsin-needs-to-crank-up-electricity-supply","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=11476","title":{"rendered":"Wisconsin needs to crank up electricity supply"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/wisconsin-needs-to-crank-up-electricity-supply\/\">https:\/\/www.badgerinstitute.org\/wisconsin-needs-to-crank-up-electricity-supply\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>Electricity demand is growing; citizen demands should, too<\/em><\/strong><\/h4>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"729\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/07\/Wisconsin-needs-to-crank-up-electricity-supply-1024x729.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-52636\" style=\"width:406px;height:auto\" \/><\/figure>\n<\/div>\n<p>Life in Wisconsin, <a href=\"https:\/\/osce.wi.gov\/pages\/cleanenergyplan.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">we\u2019re informed<\/a>, is going to be a lot more electric in the years ahead.<\/p>\n<p>It would be nice if we weren\u2019t also about to run short of electricity.<\/p>\n<p>Take, for instance, the buzzy, bright growth prospect for which ground was just broken in Mount Pleasant: Microsoft\u2019s planned data center.<\/p>\n<p>Wisconsinites weary of the phrase \u201crust belt\u201d can pin some hopes to the growth that could come from the industry made up of the giant blank-walled boxes that house the internet. There already are <a href=\"https:\/\/www.datacentermap.com\/usa\/wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">quite a few data centers in Wisconsin<\/a>, but what <a href=\"https:\/\/www.ien.com\/operations\/news\/22909441\/microsoft-to-invest-33-billion-to-build-cloud-computing-ai-infrastructure-in-wisconsin\" target=\"_blank\" rel=\"noreferrer noopener\">Microsoft is building<\/a> near Racine stands out, not least for the promise it\u2019ll deal with artificial intelligence. It means <a href=\"https:\/\/abcnews.go.com\/Business\/new-ai-data-center-wisconsin\/story?id=110020921\" target=\"_blank\" rel=\"noreferrer noopener\">lots of jobs<\/a>, growth and good news.<\/p>\n<p>It also means <a href=\"https:\/\/energynews.us\/2024\/06\/17\/data-centers-offer-energy-peril-and-promise-with-the-midwest-increasingly-in-the-crosshairs\/\" target=\"_blank\" rel=\"noreferrer noopener\">a lot more electricity<\/a> being used. Data centers chug the stuff like undergrads drink beer, and the advent of artificial intelligence \u2014 which uses, we\u2019re told, <a href=\"https:\/\/www.popsci.com\/technology\/ai-more-energy\/\" target=\"_blank\" rel=\"noreferrer noopener\">about 10 times<\/a> the electricity as conventional searches \u2014 makes power demand soar. The utility that covers Northern Virginia, where about <a href=\"https:\/\/virginiamercury.com\/2024\/05\/28\/virginia-explained-data-center-expansion-with-all-its-challenges-and-benefits\/\" target=\"_blank\" rel=\"noreferrer noopener\">70%<\/a> of the world\u2019s data centers now are, last year alone connected <a href=\"https:\/\/www.datacenterdynamics.com\/en\/news\/dominion-connected-15-data-centers-totaling-933mw-in-virginia-in-2023-15-more-expected-in-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">15 new data centers<\/a> drawing <a href=\"https:\/\/synapse.maps.arcgis.com\/apps\/dashboards\/201fc98c0d74482d8b3acb0c4cc47f16\" target=\"_blank\" rel=\"noreferrer noopener\">nearly as much power<\/a> collectively as Wisconsin\u2019s <a href=\"https:\/\/www.nexteraenergyresources.com\/content\/dam\/neer\/us\/en\/pdf\/pointbeach-factsheet_2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">1,200-megawatt<\/a> Point Beach Nuclear Plant.<\/p>\n<h4 class=\"wp-block-heading\">And the supply?<\/h4>\n<p>If Microsoft leads a parade of new industry into Wisconsin, where will all that electricity come from?<\/p>\n<p>The Midcontinent Independent System Operator, or MISO, is what shifts electricity from one utility to another across most of the Midwest. And MISO <a href=\"https:\/\/www.utilitydive.com\/news\/miso-oms-midcontinent-capacity-survey-2024\/719490\/\" target=\"_blank\" rel=\"noreferrer noopener\">warned last month<\/a> that the region\u2019s going to be short of juice \u2014 by as much as 3,700 MW \u2014 <em>next summer<\/em>. The shortage <a href=\"https:\/\/www.misoenergy.org\/meet-miso\/media-center\/2024\/oms-miso-survey-results-indicate-tight-resource-capacity-in-the-upcoming-planning-year\/\" target=\"_blank\" rel=\"noreferrer noopener\">could hit 14,000 MW<\/a> by the end of the decade.<\/p>\n<p>For comparison, remember that Point Beach puts out 1,200 MW. We Energies\u2019 peak demand in a heat wave last summer <a href=\"https:\/\/news.we-energies.com\/we-energies-powers-through-record-heat-wave\/\" target=\"_blank\" rel=\"noreferrer noopener\">was 5,600 MW<\/a>.<\/p>\n<p>Why such a shortfall? Because, as a consortium of large-scale customers, the Wisconsin Industrial Energy Group, <a href=\"https:\/\/apps.psc.wi.gov\/ERF\/ERFview\/viewdoc.aspx?docid=503890\" target=\"_blank\" rel=\"noreferrer noopener\">told regulators last month<\/a>, \u201cWisconsin utilities are dramatically reducing electricity capacity through the voluntary, premature retirement of baseload generation,\u201d and they are replacing them with intermittent sources of electricity, generally plantations of wind turbines and solar panels.<\/p>\n<p>Nor is it just Wisconsin. <a href=\"https:\/\/www.powermag.com\/miso-warns-immediate-and-serious-challenges-are-threatening-reliability\/%22%20\/l%20%22:~:text=Facebook-,MISO%20Warns%20%27Immediate%20and%20Serious%27%20Challenges%20Are%20Threatening%20Reliability,hyper%2Dcomplex%20risk%20environment.%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">MISO says<\/a> other utilities across the region are doing the same.<\/p>\n<p>All of this is happening even as \u2014 data centers aside \u2014 the demand for electricity is likely to rise. The Biden administration <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/biden-sign-order-aiming-half-new-vehicles-be-electric-2030-n1275995\" target=\"_blank\" rel=\"noreferrer noopener\">already is regulating us<\/a> into battery-powered cars, using emissions rules to compel manufacturers to somehow persuade half of new American car-buyers to go electric just six years from now.<\/p>\n<p>Right now, only <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/electric-vehicles-as-a-percentage-of-all-registered-vehicles\/\" target=\"_blank\" rel=\"noreferrer noopener\">about 0.3% of Wisconsin vehicles<\/a> are battery-powered models, sales are falling nationally, and building charging stations <a href=\"https:\/\/www.badgerinstitute.org\/wisconsins-78-65-million-charging-station-giveaway\/\" target=\"_blank\" rel=\"noreferrer noopener\">involves great quantities<\/a> of <a href=\"https:\/\/reason.com\/2024\/05\/30\/7-5-billion-in-government-cash-only-built-8-e-v-chargers-in-2-5-years\/\" target=\"_blank\" rel=\"noreferrer noopener\">taxpayer money<\/a>. But suppose for a moment the kinks are worked out and we hit Biden\u2019s target. Rejoice as you will over less carbon dioxide out the tailpipe; it still means a lot more electricity will be used.<\/p>\n<p>The <a href=\"https:\/\/www.edmunds.com\/electric-car\/articles\/how-much-electricity-does-an-ev-use.html\" target=\"_blank\" rel=\"noreferrer noopener\">federal government says<\/a> American drivers average 1,125 miles a month. At that rate a <a href=\"https:\/\/www.fueleconomy.gov\/feg\/Find.do?action=sbs&amp;id=47910\" target=\"_blank\" rel=\"noreferrer noopener\">sedan uses<\/a> about 315 kilowatt-hours of electricity in a month, <a href=\"https:\/\/www.fueleconomy.gov\/feg\/Find.do?action=sbs&amp;id=47879\" target=\"_blank\" rel=\"noreferrer noopener\">a pickup truck about<\/a> 480 kWh. For comparison, the <a href=\"https:\/\/www.eia.gov\/energyexplained\/use-of-energy\/electricity-use-in-homes.php\" target=\"_blank\" rel=\"noreferrer noopener\">average home in our part of the country uses<\/a> about 800 kWh per month.<\/p>\n<p>If Wisconsin were to do as some other places already have done and <a href=\"https:\/\/www.badgerinstitute.org\/wisconsin-governor-keeps-alive-possibility-of-local-bans-on-fossil-fuels\/\" target=\"_blank\" rel=\"noreferrer noopener\">make us switch<\/a> from natural gas furnaces to heat pumps, meanwhile,\u00a0 <a href=\"https:\/\/www.badgerinstitute.org\/the-cost-of-outlawing-fossil-fuel-heat-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">we already know that<\/a> it will cost about $20,000 per new house \u2014 because it\u2019ll use a lot more electricity.<\/p>\n<h4 class=\"wp-block-heading\">As demanded<\/h4>\n<p>Utilities, among the most tightly regulated companies in existence, are retiring their large, reliable power plants and substituting intermittent power because government policies dictate it. Carbon dioxide is now regarded as so evil that customers should <a href=\"https:\/\/www.wpr.org\/news\/we-energies-wps-apply-rate-hikes-2025-2026?utm_medium=email\" target=\"_blank\" rel=\"noreferrer noopener\">endure steep rate increases<\/a> to <a href=\"https:\/\/shepherdexpress.com\/news\/issue-of-the-month\/why-are-we-paying-we-energies-430-million-in-profits-on-a-co\/#\/questions\/\" target=\"_blank\" rel=\"noreferrer noopener\">pay for<\/a> <a href=\"https:\/\/energynews.us\/2023\/11\/14\/wisconsin-coal-plants-are-closing-but-ratepayers-are-still-on-the-hook\/\" target=\"_blank\" rel=\"noreferrer noopener\">now-closed coal-burning power plants<\/a> even as they also pay for windmills and solar panels. The state\u2019s <a href=\"https:\/\/www.mge.com\/newsroom\/news-releases\/articles\/wisconsin-s-largest-solar-project-is-now-fully-ope\" target=\"_blank\" rel=\"noreferrer noopener\">largest such solar array<\/a>, west of Madison, takes up about as much land as three Milwaukee north shore suburbs combined and last year put out <a href=\"https:\/\/www.eia.gov\/electricity\/data\/browser\/#\/plant\/62955?freq=M&amp;ctype=linechart&amp;ltype=pin&amp;pin=&amp;maptype=0&amp;linechart=ELEC.PLANT.GEN.62955-ALL-ALL.M&amp;columnchart=ELEC.PLANT.GEN.62955-ALL-ALL.M\" target=\"_blank\" rel=\"noreferrer noopener\">about 2%<\/a> of the power that a large coal-fired plant would.<\/p>\n<p>Not to mention that the coal-fired plant puts out power at, say, 10 p.m., when even the largest solar array <a href=\"https:\/\/api.misoenergy.org\/MISORTWD\/operations.html?dayAheadAndRealTimeSolar\" target=\"_blank\" rel=\"noreferrer noopener\">is producing zilch<\/a>.<\/p>\n<p>People whose job it is to keep data centers running are taking note. They and the operators of nuclear power plants \u2014 which, unlike windmills and solar panels, put out power practically without cease \u2014 <a href=\"https:\/\/www.wsj.com\/business\/energy-oil\/tech-industry-wants-to-lock-up-nuclear-power-for-ai-6cb75316?mod=e2tw\" target=\"_blank\" rel=\"noreferrer noopener\">are in talks to simply run a wire<\/a> from nuke to server. \u201cThe customer has come to us and come to many in the industry and said, \u2018I need as much power as you can make available,\u2019\u201d one CEO told the Wall Street Journal.<\/p>\n<p>How admirably direct. Since the rest of Wisconsin, however, is being made ever more dependent on electricity, perhaps we, too, should be a little louder about demanding there will be some current, even when the wind dies and the sun goes down.<\/p>\n<p><em>Patrick McIlheran is the Director of Policy at the Badger Institute.
