But it is a changed drug, with the increased potency of cannabis products consumed increasing over time. What are the implications for policy in Wisconsin?<\/p>\n<p>In this eighth installment in our \u201creal facts\u201d series, Jeremiah Mosteller looks at the available research. Some conclusions:<\/p>\n<ul style=\"padding-top:0;padding-right:0;padding-bottom:0;padding-left:0\" class=\"wp-block-list\">\n<li>The average THC content of illicit cannabis products seized by authorities is much higher than it was half a century ago.<\/li>\n<li>It is unclear from the research how much of this change can be attributed to changes in products, in consumer preferences, or to legalization.<\/li>\n<li>Consumers increasingly prefer higher potency forms of cannabis.<\/li>\n<\/ul>\n<\/div>\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:45%\">\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.badgerinstitute.org\/wp-content\/uploads\/2024\/07\/Mosteller-cannabis-potency-badger-institute.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"594\" height=\"786\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/07\/badger-institute-report-cover-not-your-grandfathers-weed-cannabis-potency-wi.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-52914\" \/><\/a><\/figure>\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-1 wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.badgerinstitute.org\/wp-content\/uploads\/2024\/07\/Mosteller-cannabis-potency-badger-institute.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Read the policy brief<\/a><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>This part of our series follows previous installments:<\/p>\n<ul style=\"padding-right:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--50)\" class=\"wp-block-list\">\n<li>An <a href=\"https:\/\/www.badgerinstitute.org\/lets-talk-real-facts-about-pot-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">introduction<\/a>\u202fto the project.<\/li>\n<li>A finding that\u202fWisconsin has, without deliberation, drifted into a <a href=\"https:\/\/www.badgerinstitute.org\/criminal-enforcement-of-marijuana-laws-uncommon-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">de facto decriminalization<\/a> as\u202fprosecution for criminal marijuana offenses\u202fhas become rareor nonexistent in much of the state.<\/li>\n<li>A finding that\u202flegalization elsewhere has led to either\u202fneutral or positive <a href=\"https:\/\/www.badgerinstitute.org\/marijuana-legalization-and-the-impact-on-public-safety\/\" target=\"_blank\" rel=\"noreferrer noopener\">effects on crime<\/a>, but an increase in highway crashes.<\/li>\n<li>A finding that legalization for recreational or medical use increases the <a href=\"https:\/\/www.badgerinstitute.org\/what-research-shows-about-marijuana-legalization-and-rates-of-use\/\" target=\"_blank\" rel=\"noreferrer noopener\">use of the drug among adults<\/a>, while research on youth use is less conclusive.<\/li>\n<li>A finding that, in other states, legalizing cannabis for adult use reduced unemployment and increased <a href=\"https:\/\/www.badgerinstitute.org\/policy-brief-marijuana-legalizations-workforce-impact-looks-positive\/\" target=\"_blank\" rel=\"noreferrer noopener\">labor force participation<\/a>, and that it seemed to have no impact on wages but led to a reduction in workers\u2019 compensation claims.<\/li>\n<li>A review of research specific to laws on <a href=\"https:\/\/www.badgerinstitute.org\/medical-marijuana-what-we-know-what-we-dont\/\" target=\"_blank\" rel=\"noreferrer noopener\">medical use<\/a>.<\/li>\n<li>A finding that legalizing all adult use of cannabis is likely to increase the <a href=\"https:\/\/www.badgerinstitute.org\/policy-brief-legalizing-cannabis-likely-means-more-disordered-harmful-use-other-states-show\/\" target=\"_blank\" rel=\"noreferrer noopener\">uncontrolled and harmful use<\/a> of the drug \u2014 that is, \u201ccannabis use disorder\u201d \u2014 in Wisconsin.
