{"id":11900,"date":"2024-08-01T20:28:14","date_gmt":"2024-08-01T20:28:14","guid":{"rendered":"https:\/\/wifamily.news\/?p=11900"},"modified":"2024-08-01T20:58:34","modified_gmt":"2024-08-01T20:58:34","slug":"your-job-will-help-your-neighbors-kid-flourish","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=11900","title":{"rendered":"Your job will help your neighbor\u2019s kid flourish"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/your-job-will-help-your-neighbors-kid-flourish\/\">https:\/\/www.badgerinstitute.org\/your-job-will-help-your-neighbors-kid-flourish\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>Milwaukee\u2019s low-income white children heading in wrong direction<\/em><\/strong><\/h4>\n<p>Another national story uses Milwaukee as the cautionary example: Last week, the <a href=\"https:\/\/www.wsj.com\/economy\/economic-mobility-research-community-employment-3eeef1c3?st=imz6g69rkyrf56u&amp;reflink=desktopwebshare_permalink\" target=\"_blank\" rel=\"noreferrer noopener\">Wall Street Journal reported<\/a> on a new study comparing how life turned out for kids born in 1978 and in 1992 \u2014 and singled out Milwaukee County as a place where economic mobility fell sharply.<\/p>\n<p>But the study points to a cause, which in turn suggests a cure.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"672\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/08\/Employment-helps-neighbor-kids-flourish-1024x672.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"Drawing of children jumping into a book and soaring toward life success\" class=\"wp-image-52977\" style=\"width:356px;height:auto\" \/><\/figure>\n<\/div>\n<p><a href=\"https:\/\/opportunityinsights.org\/paper\/changingopportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\">The study<\/a> from superstar Harvard economist Raj Chetty and colleagues continues his work on American opportunity. The study was able to distinguish children by their parents\u2019 income, then track their earnings at age 27: Does the child rise above his parents\u2019 place on the income ladder? That\u2019s mobility. Does a child born in 1992 do better or worse at age 27 than one born in 1978? That measures whether mobility is rising or falling.<\/p>\n<p>Some people saw mobility rise. African-American kids from Milwaukee County born to low-income families in 1992, for instance, saw incomes 6% above their 1978 predecessors, with bigger increases elsewhere: 9% in Waukesha, 13% in Dane, 12% in Rock, 31% in Racine. White kids from \u201chigh income\u201d families \u2014 parents earning <em>more<\/em> than three-fourths of other such families \u2014 improved, too, though not nearly as much.<\/p>\n<p>Researchers singled out Milwaukee, however, for how white kids growing up in \u201clow income\u201d families \u2014 parents at the 25<sup>th<\/sup> percentile, earning <em>less<\/em> than three-fourths of other such families \u2014 did. Between the 1978 and 1992 cohorts, even after adjusting for inflation, their adult earnings worsened by 11%. In nearly every other Wisconsin county for which researchers had data, children from white low-income families saw their prospects worsen, but Milwaukee County stands out.<\/p>\n<h4 class=\"wp-block-heading\">Neighborhood effects<\/h4>\n<p>It\u2019s not just Wisconsin: Chetty and his colleagues found the same pattern nationwide \u2014 improvements for black children and for white children from high-income families, worsened prospects for low-income white children.<\/p>\n<p>Why? Geography, researchers found. Diminished prospects \u201cresulted from changes within the neighborhood where children grew up rather than individual family characteristics,\u201d they wrote. Children\u2019s futures dimmed in places where employment fell among adults <em>other than their parents<\/em> but like their parents in race and class.<\/p>\n<p>In Milwaukee County, for instance, the share of parents of low-income white children who were employed fell from 69% for kids born in 1978 to 56% for those born in 1992. It isn\u2019t just about parents\u2019 resources, Chetty told the newspaper, but what other adults are doing: \u201cIf those employment rates are higher, the kids who grew up in those environments do better in the long run,\u201d he said.<\/p>\n<p>\u201cI\u2019m not surprised by that,\u201d said Badger Institute visiting fellow <a href=\"https:\/\/www.badgerinstitute.org\/about\/angela-rachidi\/\" target=\"_blank\" rel=\"noreferrer noopener\">Angela Rachidi<\/a>, a <a href=\"https:\/\/www.aei.org\/profile\/angela-rachidi\/\" target=\"_blank\" rel=\"noreferrer noopener\">nationally known<\/a> scholar on poverty. It\u2019s long been known that \u201cthere are all these social benefits to work,\u201d she said. The innovation of Chetty\u2019s study is using tax data to prove those effects on neighbors.<\/p>\n<p>As <a href=\"https:\/\/www.badgerinstitute.org\/ensuring-opportunity-altering-wisconsins-safety-net-to-encourage-upward-mobility\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rachidi pointed out<\/a> in the Badger Institute\u2019s 2020 \u201cMandate for Madison,\u201d while nearly a third of working-age Wisconsin families in which no adult works are poor, only 2% of those in which at least one adult has a full-time job are. Such an anti-poverty effect <em>within<\/em> families is well established.<\/p>\n<p>But holding a job not only means money, it forms social skills \u2014 reliability, communication \u2014 \u201cthings that make you a better parent, a better neighbor,\u201d said Rachidi.<\/p>\n<h4 class=\"wp-block-heading\">Expecting work is good<\/h4>\n<p>She notes that Chetty is careful to say employment may be a proxy for related factors also strongly correlated with mobility, such as marriage. And the ability to show up on time and work with others helps in finding a job, she noted, \u201cbut it\u2019s clear it goes both ways.\u201d Employment hones those skills. It helps form people \u2014 including, as Chetty\u2019s study suggests, the neighbors\u2019 kids.<\/p>\n<p>If Wisconsin policymakers want to improve children\u2019s futures, then, the takeaway seems clear: \u201cThis is just another piece of evidence,\u201d said Rachidi, \u201cthat expecting work, instilling that value in public policies, is good.\u201d<\/p>\n<p>Not everyone agrees. When members of Congress proposed enforcing existing law that requires able-bodied childless adults on food stamps to at least look for work, the idea was <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/03\/14\/snap-benefits-food-stamps-eligibility\/11466782002\/\" target=\"_blank\" rel=\"noreferrer noopener\">treated<\/a> as <a href=\"https:\/\/wisconsinexaminer.com\/2023\/05\/31\/new-work-requirements-for-some-snap-recipients-included-in-debt-limit-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">unduly<\/a> <a href=\"https:\/\/www.wuwm.com\/2023-04-26\/gop-legislation-could-create-stricter-work-requirements-for-people-in-need-of-welfare-benefits\" target=\"_blank\" rel=\"noreferrer noopener\">strict<\/a>. The very idea that work is good has been <a href=\"https:\/\/cssp.org\/wp-content\/uploads\/2020\/02\/Racist-Roots-of-Work-Requirements-CSSP-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">under fire<\/a> for years on the <a href=\"https:\/\/www.dukeupress.edu\/the-problem-with-work\" target=\"_blank\" rel=\"noreferrer noopener\">radical<\/a> <a href=\"https:\/\/jacobin.com\/2013\/02\/post-work-a-guide-for-the-perplexed\" target=\"_blank\" rel=\"noreferrer noopener\">left<\/a>, where it seems to be seen as punishment.<\/p>\n<p>Meanwhile, Wisconsinites are taking initiative to connect others with work. Efforts such as <a href=\"https:\/\/www.badgerinstitute.org\/an-unlikely-alliance-to-connect-milwaukee-job-seekers-to-employers\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Joseph Project<\/a> and <a href=\"https:\/\/www.badgerinstitute.org\/video\/breaking-the-cycle-of-incarceration\/\" target=\"_blank\" rel=\"noreferrer noopener\">Partners in Hope<\/a> are among those aimed at former inmates, for example. Rachidi says such private nonprofit efforts are freer than government to make salutary demands. \u201cIt probably is more useful than government efforts,\u201d she said, \u201cbecause they can hold individuals accountable.\u201d<\/p>\n<p>There is no reason, however, that Wisconsinites can\u2019t expect their generous government aid for the poor to include such an expectation of work \u2014 especially as it becomes clear that children\u2019s futures seem to depend on whether they see work as the normal thing adults do.<\/p>\n<p><em>Patrick McIlheran is the Director of Policy at the Badger Institute.
