{"id":12232,"date":"2024-08-22T18:31:15","date_gmt":"2024-08-22T18:31:15","guid":{"rendered":"https:\/\/wifamily.news\/?p=12232"},"modified":"2024-08-22T19:00:22","modified_gmt":"2024-08-22T19:00:22","slug":"prairie-chickens-and-the-land-eating-solar-industry","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=12232","title":{"rendered":"Prairie-chickens and the land-eating solar industry"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/prairie-chickens-and-the-land-eating-solar-industry\/\">https:\/\/www.badgerinstitute.org\/prairie-chickens-and-the-land-eating-solar-industry\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>\u201cWhy should we destroy our environment just so the big cities can have power?\u201d<\/em><\/strong><\/h4>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"728\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/08\/Wisconsin-prairie-chickens-and-land-eating-solar-industry-1024x728.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-53165\" style=\"width:378px;height:auto\" \/><\/figure>\n<\/div>\n<p>Who would have guessed that the <a href=\"https:\/\/apps.dnr.wi.gov\/biodiversity\/Home\/detail\/animals\/6242\" target=\"_blank\" rel=\"noreferrer noopener\">greater prairie-chicken<\/a> is the sort to get all NIMBY in Wisconsin\u2019s declared war against carbon dioxide? Yet there they are, rightly flustered that a giant swath of solar panels might end up in their Portage County prairie.<\/p>\n<p>A <a href=\"https:\/\/www.outdoorlife.com\/conservation\/wisconsin-solar-farm-prairie-chickens\/\" target=\"_blank\" rel=\"noreferrer noopener\">flock of hunters and bird-watchers<\/a>, speaking in defense of the chickens, have\u00a0complained to the Wisconsin Public Service Commission about the proposed Vista Sands Solar project just east of Wisconsin Rapids, saying it would ruin a stronghold of the now-threatened bird.<\/p>\n<p>The prairie-chickens most likely would just vanish \u2014 or, as the Dane County Conservation League pointed out to the PSC, get eaten by avian predators perching on miles of new fencing around what is now unparalleled paradise for a threatened bird once common when the Midwest was mostly wild grassland.<\/p>\n<p>Miles of fencing, indeed: The project\u2019s scale elevates it from \u201csolar farm\u201d to, perhaps, solar <em>plantation<\/em>: At 7,100 acres, it would be Wisconsin\u2019s largest, taking up as much land as the City of West Allis, filling 11 square miles with <a href=\"https:\/\/apps.psc.wi.gov\/ERF\/ERFview\/viewdoc.aspx?docid=501468\" target=\"_blank\" rel=\"noreferrer noopener\">millions<\/a> of solar panels. Add in an already-approved solar project just to the north, and you\u2019re at about 10,000 acres of solar panels \u2014 the size of the cities of Racine or Stevens Point.<\/p>\n<p>Conservation groups want it to take up less, perhaps a quarter to a third less. The Wisconsin Society for Ornithology, for instance, wants buffer zones near existing state-owned land. The Wisconsin Wildlife Federation said no solar panels should be within a mile of the birds\u2019 mating grounds. Most hasten to add that they\u2019re all aboard the solar-power train; they just wish it didn\u2019t deliver them to a sort of vast, artificial forest right by the home of a species that at all costs avoids forests or anything else tall.<\/p>\n<h4 class=\"wp-block-heading\">Millions of panels<\/h4>\n<p>The state already owns <a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Lands\/WildlifeAreas\/buenavista.html\" target=\"_blank\" rel=\"noreferrer noopener\">about 12,700 acres<\/a> of the prairie south of the planned solar site, though in scattered pieces, and the Dane County Conservation League has been buying land in the area since the 1950s to preserve it for wildlife. It now owns 4,300 acres. It\u2019s a measure of Vista Sands Solar\u2019s size that the league said it nonetheless \u201chas the potential to destroy our 75-year commitment.\u201d<\/p>\n<p>This inadvertently points out an underappreciated reality: \u201cRenewable\u201d power such as wind and solar might not use fuel, but they use a lot of land, and solar uses it exclusively.<\/p>\n<p>Some of Vista Sands\u2019 potential neighbors were among the first to object to the PSC on the grounds that what happened immediately beyond their property line affected their habitat, too.<\/p>\n<p>\u201cThe solar array will be located all around the property,\u201d wrote one landowner. \u201cThese arrays will stand quite high, destroying any views.\u201d She added: \u201cJust because we are in a rural area doesn\u2019t mean we will have to adapt to it, having these arrays pushed on us. \u2026 Why should we destroy our environment just so the big cities can have power?\u201d<\/p>\n<p>Another neighbor objected to the high-voltage transmission lines, writing, \u201cNobody wants to live under or adjacent to transmission lines of this magnitude.\u201d The project\u2019s developers <a href=\"https:\/\/apps.psc.wi.gov\/ERF\/ERFview\/viewdoc.aspx?docid=504531\" target=\"_blank\" rel=\"noreferrer noopener\">later seem to have agreed<\/a> to bury <a href=\"https:\/\/www.wpr.org\/news\/regulators-urge-scaling-back-solar-project-due-to-concerns-over-prairie-chickens\" target=\"_blank\" rel=\"noreferrer noopener\">some of those lines<\/a>, conceding his point, but they can\u2019t bury the more than 2 million panels, meaning that neighbors are right: What had been a rural area is being turned an industrial one.<\/p>\n<p>That happens, but usually it\u2019s a dozen acres here or there for a factory or a sand quarry. Here, it\u2019s 11 square miles. Is it for something worth that much land?<\/p>\n<h4 class=\"wp-block-heading\">Clouds over the panels\u00a0<\/h4>\n<p>The project is billed as being able to generate 1,300 megawatts \u2014 <a href=\"https:\/\/www.nexteraenergyresources.com\/content\/dam\/neer\/us\/en\/pdf\/pointbeach-factsheet_2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">just a notch more<\/a> than Point Beach Nuclear Plant north of Two Rivers for comparison. Point Beach does it on a site one-sixth the size.<\/p>\n<p>But it is almost certain Vista Sands won\u2019t generate as much electricity over time as Point Beach because, as <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/how-much-electricity-various-fuels-actually-produce\/\" target=\"_blank\" rel=\"noreferrer noopener\">Badger Institute pointed out<\/a> recently, while Point Beach reliably provides about as much electricity as it\u2019s capable of, utility-scale solar plantations in Wisconsin manage only about 17% of their \u201cnameplate\u201d or maximum potential capacity. <a href=\"https:\/\/www.nrel.gov\/gis\/assets\/images\/solar-annual-ghi-2018-usa-scale-01.jpg\" target=\"_blank\" rel=\"noreferrer noopener\">Clouds and winters happen<\/a>.\u00a0\u00a0<\/p>\n<p>Take the experience of Wisconsin\u2019s\u00a0biggest existing solar installation, Badger Hollow, west of Dodgeville, <a href=\"https:\/\/www.wpr.org\/economy\/badger-hollow-solar-park-fully-operational-energy\" target=\"_blank\" rel=\"noreferrer noopener\">fully operational as of this year<\/a>. Its capacity is 300 megawatts, about a fourth of Point Beach. <a href=\"https:\/\/www.eia.gov\/electricity\/data.php\" target=\"_blank\" rel=\"noreferrer noopener\">According to<\/a> the federal Energy Information Administration, through the first five months of this year, it generated not 25% as much power as Point Beach \u2014 but about 3.6% as much.<\/p>\n<p>Meaning that if solar power, which in the <a href=\"https:\/\/www.eia.gov\/electricity\/state\/wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">latest federal figures<\/a> produced 0.8% of <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/electricity-generation-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin utilities\u2019 electricity<\/a>, is going to replace the 35% produced by coal, there\u2019s going to be a lot more of rural Wisconsin covered in solar panels \u2014 much more than facile math with \u201cnameplate capacity\u201d would suggest.<\/p>\n<p>Prairie-chickens and rural Portage County residents won\u2019t be the only ones finding their back yards being turned into industrial sites.<\/p>\n<p><em>Patrick McIlheran is the Director of Policy at the Badger Institute.
