{"id":12852,"date":"2024-09-22T15:32:30","date_gmt":"2024-09-22T15:32:30","guid":{"rendered":"https:\/\/wifamily.news\/?p=12852"},"modified":"2024-09-22T16:03:30","modified_gmt":"2024-09-22T16:03:30","slug":"how-congress-allocates-billions-to-fund-the-border-crisis-nationwide","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=12852","title":{"rendered":"How Congress Allocates Billions to Fund the Border Crisis Nationwide"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.wisconsinrightnow.com\/how-congress-allocates-billions-to-fund-the-border-crisis-nationwide\/\">https:\/\/www.wisconsinrightnow.com\/how-congress-allocates-billions-to-fund-the-border-crisis-nationwide\/<\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"630\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/07\/pjimage-2022-03-31T004917.324.jpg\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"Illegal Border Crossings Buses Carrying Migrants Northern Border Illegal Border Crossers Immigration Parole Illegal Immigrant Convicts Biden\u2019s Immigration Policies\" title=\"RFK Jr Ballot Case\" \/><\/p>\n<p>As Americans struggle with high inflationary costs, paying record high grocery costs and energy bills, Congress continues to allocate billions of dollars of taxpayer money to fund services for illegal border crossers living in U.S. cities.<\/p>\n<p>Prior to the last budget funding showdown in March, House Speaker Mike Johnson, R-Louisiana, <a href=\"https:\/\/www.thecentersquare.com\/national\/article_430e8618-b614-11ee-b708-174f9b1847ec.html\" target=\"_blank\" rel=\"noopener\">said<\/a> in January that \u201cany bill that does not secure the border is not acceptable.\u201d<\/p>\n<p>He also <a href=\"https:\/\/www.thecentersquare.com\/national\/article_9e8d3b3c-c21d-11ee-9661-7bab42f1c24d.html\" target=\"_blank\" rel=\"noopener\">identified<\/a> 64 examples of ways he says the Biden-Harris administration \u201cworked to systematically undermine America\u2019s border security.\u201d<\/p>\n<p>In February, House Republicans impeached Department of Homeland Security Secretary Alejandro Mayorkas arguing he was derelict in his duty and violated the public trust by creating a border crisis. One month later, the majority of Republicans who voted to impeach him, passed a spending bill that funded programs he created they maintain are illegal.<\/p>\n<p>While Americans complain about escalating crime caused by illegal border crossers who\u2019ve inundated their communities, Congress funded the programs that brought them there \u2013 and are keeping them there \u2013 including DHS\u2019 Shelter and Services Program grants funneling billions to primarily Democratic states, counties, cities as well as nonprofits.<\/p>\n<p>Likewise, the U.S. Senate\u2019s \u201cstrongest <a href=\"https:\/\/www.thecentersquare.com\/national\/article_bac4fe56-d745-11ee-a372-9b8ee11c8b18.html\" target=\"_blank\" rel=\"noopener\">border security bill<\/a> in history\u201d the White House, Senate and House Democrats keep touting, co-authored by U.S. Sen. James Lankford, R-OK, allocated \u201can additional $1.4 billion in SSP funds, and provide additional needed tools and resources to respond to historic global migration,\u201d DHS says \u2013 to fund caring for illegal border crossers released into the US.<\/p>\n<p>DHS recently <a href=\"https:\/\/www.dhs.gov\/news\/2024\/08\/28\/department-homeland-security-announces-380-million-additional-funding-communities#:~:text=WASHINGTON%20%E2%80%93%20Today%2C%20the%20Department%20of,and%20Services%20Program%20(SSP).\" target=\"_blank\" rel=\"noopener\">announced<\/a> the latest round of SSP funding of $380 million\u2014a drop in the bucket to overall spending authorized by Congress. This round \u201caugments the $259.13 million in SSP grants that DHS distributed in April 2024 \u2026 which was authorized by Congress to support communities that are providing services to migrants,\u201d DHS says.<\/p>\n<p>The April DHS grant money was distributed after Congress in March passed a $1.2 trillion spending package to avoid a so-called government shutdown, despite Johnson\u2019s and others\u2019 claims, about requiring border security as a condition for passing it.<\/p>\n<p>More than $780 million worth of SSP and the Emergency Food and Shelter Program \u2013 Humanitarian Awards grants were awarded in fiscal 2023 \u201cwhich went to organizations and cities across the country,\u201d DHS <a href=\"https:\/\/www.dhs.gov\/news\/2024\/04\/12\/department-homeland-security-announces-300-million-direct-funding-communities\" target=\"_blank\" rel=\"noopener\">says<\/a>. That\u2019s after DHS awarded $640.9 million in fiscal 2024 \u201cto enable non-federal entities to off-set allowable costs incurred for services associated with noncitizen migrant arrivals in their communities,\u201d also authorized by Congress.<\/p>\n<p>Here are examples of <a href=\"https:\/\/www.fema.gov\/grants\/preparedness\/shelter-services-program\/fy23-awards\" target=\"_blank\" rel=\"noopener\">fiscal 2023<\/a> and <a href=\"https:\/\/www.fema.gov\/grants\/preparedness\/shelter-services-program\/fy24-awards\/ssp-a\" target=\"_blank\" rel=\"noopener\">fiscal 2024<\/a> grant recipients and the amounts they received.<\/p>\n<p>The SSP grants are awarded in phases. One round in fiscal 2024, totaling $40.8 million, was awarded to:<\/p>\n<p>City\/County of Denver, $5.9 million;District of Columbia, $2.7 million;City of Chicago, $3.8 million;Commonwealth of Massachusetts, nearly $4.9 million;NYC Office of Management and Budget, $20.4 million;City of Philadelphia over $3 million.That\u2019s after $275 million was awarded to 55 recipients in the attached spreadsheet. Top recipients in one round of funding include:New York City\u2019s Office of Management and Budget, $38.8 million;Pima County, Ariz., $21.8 million;Catholic Charities, Diocese of San Diego of $19.5 million;Maricopa County, $11.6 million, among others.<\/p>\n<p>Democratic-led cities also received large payouts in one round of funding:<\/p>\n<p>Atlanta, $10.8 million;Chicago, $9.6 million;Denver, $5.8 million.<\/p>\n<p>The Commonwealth of Massachusetts also cashed in, receiving nearly $7 million; the District of Columbia received $8.7 million; Illinois, $9.6 million, all in one round of funding.<\/p>\n<p>Democratic controlled El Paso County has long received federal money to coordinate transporting illegal foreign nationals north to New York City, Chicago and Denver, The Center Square <a href=\"https:\/\/www.thecentersquare.com\/texas\/article_3a314a82-2a4e-11ee-a406-cb2ab6e0e95a.html\" target=\"_blank\" rel=\"noopener\">reported<\/a>; Austin and San Antonio <a href=\"https:\/\/www.thecentersquare.com\/texas\/article_934738a6-c20c-11ee-81b9-7b0362d4fd59.html\" target=\"_blank\" rel=\"noopener\">followed suit<\/a> flying north \u201cguests coming from the border,\u201d to \u201cproactively manage the flow of people\u201d out of their cities.<\/p>\n<p>These grants exclude others awarded through numerous other federal agencies, including FEMA, U.S. Health and Human Services and others.<\/p>\n<p>Gov. Ron DeSantis, R-FL, U.S. Rep. Thomas Massie, R-KY, and several House Freedom Caucus members <a href=\"https:\/\/www.thecentersquare.com\/national\/article_a401ca84-bc5e-11ee-905c-df83d6f81914.html\" target=\"_blank\" rel=\"noopener\">argue<\/a> Congress has a constitutional requirement to stop funding the border crisis. DeSantis, a Freedom Caucus member when he served in Congress, has asked, \u201cHow many congressmen rail against Biden\u2019s transgressions yet still vote to fund them?\u201d<\/p>\n<p>Massie said in January that \u201cin March, when funding expires, we can put a rider in the next bill that says none of the money hereby appropriated can be used to countermand border security measures of the states.\u201d<\/p>\n<p>This didn\u2019t happen. The majority of Republicans voted to keep spending taxpayer money on these programs.
