{"id":13206,"date":"2024-10-08T14:51:04","date_gmt":"2024-10-08T14:51:04","guid":{"rendered":"https:\/\/wifamily.news\/?p=13206"},"modified":"2024-10-08T14:57:41","modified_gmt":"2024-10-08T14:57:41","slug":"new-biased-state-test-scores-confirm-irg-cio-report","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=13206","title":{"rendered":"New, Biased State Test Scores Confirm IRG CIO Report"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/reforminggovernment.org\/new-biased-state-test-scores-confirm-irg-cio-report\/\">https:\/\/reforminggovernment.org\/new-biased-state-test-scores-confirm-irg-cio-report\/<\/a><\/p>\n<p><span>FOR IMMEDIATE RELEASE<\/span><\/p>\n<p><span>October 8, 2024<\/span><\/p>\n<p><b>New, Biased State Test Scores Confirm IRG CIO Report<\/b><\/p>\n<p><i><span>Scores Inflate, Achievement Gaps Grow, As IRG Predicted<\/span><\/i><\/p>\n<p><b>DELAFIELD, WI:<\/b><span> New 2024 test scores are inflated, biased, and unreliable, as the Institute for Reforming Government Center for Investigative Oversight (IRG CIO) predicted in its report, <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2024\/10\/Testing-Our-Patience-Report.pdf\"><span>\u201cTesting Our Patience: How Wisconsin Lowered Standards, Widened the Achievement Gap, and Busted Its State Exams<\/span><\/a><span>.\u201d The report and supporting materials are located at <\/span><a href=\"https:\/\/reforminggovernment.org\/test-score-changes\/\"><span>reforminggovernment.org\/test-score-changes<\/span><\/a><span>.<\/span><\/p>\n<p><b>What Happened:<\/b><span> Statewide, the proficiency number rose 12% in reading and 12% for mathematics, confirming mass inflation of test scores. The new proficiency rates of 51% and 53% are far higher than even the Education Department\u2019s <\/span><a href=\"https:\/\/www.nationsreportcard.gov\/profiles\/stateprofile\/overview\/WI?cti=PgTab_OT&amp;chort=1&amp;sub=RED&amp;sj=WI&amp;fs=Grade&amp;st=MN&amp;year=2022R3&amp;sg=Race%2FEthnicity:%20White%20vs.%20Black&amp;sgv=Black&amp;sgvs=desc&amp;ts=Single%20Year&amp;tss=2022R3&amp;sfj=NP\"><span>pre-pandemic NAEP scores<\/span><\/a><span> for Wisconsin, about 38% and 43% across grades.<\/span><\/p>\n<p><span>On top of that, these changes were biased and lopsided, confirming new standards disproportionately favor advantaged students. Black students fell behind an <\/span><span>additional<\/span><span> 6% in reading and 8% in mathematics to White students. Economically disadvantaged students fell behind 2% and 3% <\/span><span>more<\/span><span> to the economically advantaged, and students with disabilities fell behind 8% and 7% <\/span><span>more<\/span><span> to those without disabilities.<\/span><\/p>\n<p><span>The Black-White achievement gap is now 43% and 50% in Wisconsin. For low-income students, it\u2019s now 32% and 35%.<\/span><\/p>\n<p><span>Public records published by IRG CIO reveal DPI knew this would occur but did so anyway, creating chaos for schools, legislators, businesses, and families.<\/span><\/p>\n<p><b>Why It Matters:<\/b><span> New, lower standards for test scores make it impossible to compare students to before the pandemic or understand if they are really learning. New, unfair standards more harshly judge disadvantaged students, schools, and districts. DPI recently announced they will have drastically changed important \u201creport cards\u201d that rate schools 3 times in 5 years: 2021, 2024, and again in 2025.<\/span><\/p>\n<p><span>Records also revealed State Superintendent Jill Underly criticized \u201cnonsense going on with literacy\u201d at the same time as Act 20 negotiations.<\/span><\/p>\n<p><b>The Quote:\u00a0<\/b><\/p>\n<p><span>\u201cEducating kids is hard. Other states have solved it by holding students and adults to high standards, then doing what works in the classroom. Wisconsin juiced the numbers instead.
