{"id":13749,"date":"2024-10-31T17:59:17","date_gmt":"2024-10-31T18:59:17","guid":{"rendered":"https:\/\/wifamily.news\/?p=13749"},"modified":"2024-10-31T19:58:02","modified_gmt":"2024-10-31T19:58:02","slug":"dpi-fabricates-testing-miracle-but-doesnt-help-wisconsin-kids-read","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=13749","title":{"rendered":"DPI fabricates testing miracle \u2014 but doesn\u2019t help Wisconsin kids read"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/dpi-fabricates-testing-miracle-but-doesnt-help-wisconsin-kids-read\/\">https:\/\/www.badgerinstitute.org\/dpi-fabricates-testing-miracle-but-doesnt-help-wisconsin-kids-read\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em><strong>Lower standards set kids up for failure in college and workplaces<\/strong><\/em><\/h4>\n<p>Quite the wonder this month when Wisconsin\u2019s Department of Public Instruction <a href=\"https:\/\/dpi.state.wi.us\/news\/releases\/2024\/student-assessment-results-forward\" target=\"_blank\" rel=\"noreferrer noopener\">released the latest results<\/a> of state proficiency tests: Last year, only 37% of third-graders met the state standard for being able to read, a dismal performance little budged from previous years. But the 2023-24 figures showed a leap to 51% making the grade.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"813\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/10\/wi-dpi-fails-students-web-1024x813.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"Student at chalkboard struggling to write alphabet\" class=\"wp-image-53891\" style=\"width:362px;height:auto\" \/><\/figure>\n<\/div>\n<p>\u201cTesting results show excellence,\u201d said one <a href=\"https:\/\/fox47.com\/news\/local\/2023-24-dpi-standardized-testing-results-show-excellence-in-english-language-arts-math\" target=\"_blank\" rel=\"noreferrer noopener\">Madison headline<\/a>. \u201cHalf of Wisconsin students test proficient,\u201d said <a href=\"https:\/\/www.wbay.com\/2024\/10\/08\/half-wisconsin-students-test-proficient-english-math\/\" target=\"_blank\" rel=\"noreferrer noopener\">one in Green Bay<\/a>, while our <a href=\"https:\/\/ecb.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">state-owned<\/a> radio network <a href=\"https:\/\/www.wpr.org\/news\/new-wisconsin-standards-label-nearly-half-of-students-at-grade-level-in-math-and-reading\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cnearly half of students (are) at grade level.\u201d<\/p>\n<p>Ashwaubenon \u2014 to pick a district at random \u2014 might have been embarrassed last year that only 39% of its third-graders could read properly. Now, it\u2019s 60%. In Madison, 45% of the third-graders are \u201cmeeting expectations\u201d on literacy, so much nicer than 34% last year. Arcadia doubled, from 13% \u201cproficient\u201d last year to 26% now.<\/p>\n<p>You asked for miracles, Wisconsin? I give you the DPI.<\/p>\n<p>Except what really happened is that, when it comes to measuring students\u2019 progress, the agency\u00a0lowered the standards.<\/p>\n<p>We were <a href=\"https:\/\/www.thecentersquare.com\/wisconsin\/article_12f48fa2-6b0b-11ef-bc1d-a76b7758b0d8.html\" target=\"_blank\" rel=\"noreferrer noopener\">warned<\/a>. The DPI in 2023 began resetting the state\u2019s \u201ccut scores,\u201d or boundaries for categories such as \u201cproficient\u201d or \u201cbasic\u201d on the Forward exam that measures students\u2019 (and schools\u2019) performance.<\/p>\n<p>The process came to widespread attention when in June 2024 <a href=\"https:\/\/www.badgerinstitute.org\/dpi-says-wisconsin-students-are-now-developing-rather-than-failing\/\" target=\"_blank\" rel=\"noreferrer noopener\">the DPI announced<\/a> that it was shifting to more emollient labels such as \u201cdeveloping\u201d instead of \u201cbelow basic.\u201d The change was easily understood and mocked.\u00a0<\/p>\n<p>But the DPI changed more than labels.<\/p>\n<h4 class=\"wp-block-heading\">Break with the past<\/h4>\n<p>For one thing, <a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/assessment\/pdf\/Wisconsin_Forward_Exam_Updates.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the agency changed<\/a> the nature of questions on the reading test,\u00a0in a way that makes scores not comparable to previous years. Some reports mention this, but more telling is that the <a href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/22275\" target=\"_blank\" rel=\"noreferrer noopener\">online portal<\/a> for seeing a school\u2019s performance no longer will show a trend with the latest figures. Is that school doing better? The DPI can\u2019t tell you and won\u2019t try.<\/p>\n<p>The other is where those boundaries between meeting the standard and missing it lie. The DPI\u2019s thinking was laid bare earlier this month when the Institute for Reforming Government <a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2024\/10\/Testing-Our-Patience-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">published the emails<\/a> among top DPI leadership.<\/p>\n<p>DPI leadership, including state Superintendent Jill Underly, thought the state\u2019s standards were too high after they were aligned over a decade ago with the rigorous National Assessment of Educational Progress. \u201cI hear that we have some of the highest cut scores nationally,\u201d Underly wrote in one email. \u201cI would like them to be looked at so that we aren\u2019t judged negatively.\u201d<\/p>\n<p><a href=\"https:\/\/www.the74million.org\/article\/responding-to-post-pandemic-norms-more-states-are-lowering-testing-standards\/\" target=\"_blank\" rel=\"noreferrer noopener\">The DPI\u2019s leadership complained<\/a> that the old \u201cproficient\u201d category was interpreted by the public as meaning a student was reading or doing math at grade level when it really meant something higher.<\/p>\n<p>The IRG research chief, Quinton Klabon, points out the problem. \u201cGrade level isn\u2019t what colleges or employers are looking for,\u201d he told me. It\u2019s a minimum: \u201cEvery kid should be at grade level.\u201d Wisconsin\u2019s real standard should be, and was, something more like career- or college-ready.<\/p>\n<p>You can see this on another test for which DPI changed its cut score. Wisconsin also gives students the ACT college test, the results figuring into districts\u2019 report cards. The questions are set nationally and remain comparable. But Wisconsin sets its own lines for what score counts as \u201cproficient.\u201d It used to regard a math score of 22 as proficient. Now, meeting the standard means scoring only 19.<\/p>\n<p>ACT predicts that about a third of kids scoring a 19 would get a D or F in college algebra.<\/p>\n<h4 class=\"wp-block-heading\">Stakeholders<\/h4>\n<p>Perhaps we can think the bureaucrats are sincere. But the public had no input and the DPI didn\u2019t match its new statistics with any drive to actually improve children\u2019s skills. This comes off, all in all, as an effort to satisfy the insiders rather than stakeholders.<\/p>\n<p>Such as school boards, for instance, who need an independent measure of a school\u2019s change in performance to hold it accountable.<\/p>\n<p>Voters in turn need such a measure to hold school boards accountable.<\/p>\n<p>The parents of about 135,000 kids use some kind of school choice, whether public open enrollment, public charter or private schools. But how are parents to hold a school accountable if a key measure of its ability to teach has been altered?<\/p>\n<p>Defending their changes, DPI officials <a href=\"https:\/\/www.jsonline.com\/story\/news\/education\/2024\/08\/23\/recent-changes-to-standardized-testing-in-wisconsin-questioned\/74885257007\/\" target=\"_blank\" rel=\"noreferrer noopener\">contend<\/a> that parents should look at a broader range of measures than proficiency percentages. That sounds like the holistic judging of <a href=\"https:\/\/www.badgerinstitute.org\/what-parents-need-to-save-their-sons\/\" target=\"_blank\" rel=\"noreferrer noopener\">a school\u2019s safety or culture<\/a> that parents <a href=\"https:\/\/www.badgerinstitute.org\/diggings\/building-moral-character\/\" target=\"_blank\" rel=\"noreferrer noopener\">often cite<\/a> instead of test scores when opting for school choice \u2014 even as <a href=\"https:\/\/www.badgerinstitute.org\/the-compass-parents-owe-kids\/\" target=\"_blank\" rel=\"noreferrer noopener\">critics of choice deprecate<\/a> parents\u2019 ability to make such judgments. But the DPI shouldn\u2019t make choosing still harder by fiddling with the stats.<\/p>\n<p>Meanwhile, colleges haven\u2019t necessarily changed the ACT score needed for admission nor eased up on basic algebra. The standards of workplaces haven\u2019t been correspondingly lowered.
