Only one measure passed, the pro-legalization law firm Goodwin Proctor reports. Voters in Florida, North Dakota, and South Dakota rejected measures to legalize recreational marijuana. Arkansas voters passed a proposal to expand medical marijuana, but the state Supreme Court ruled prior to the election that the votes could not be counted. Nebraska became the thirty-ninth state to legalize the substance for medical use, but the decision faces an ongoing legal challenge.<\/p>\n<p>In an attempt to reframe the debate about legalizing marijuana, this report never uses the term \u201crecreational marijuana,\u201d but instead uses \u201cadult-use cannabis.\u201d Recreational drug use is not an adult right.
