{"id":1398,"date":"2023-03-20T15:00:39","date_gmt":"2023-03-20T16:00:39","guid":{"rendered":"https:\/\/wifamily.news\/?p=1398"},"modified":"2023-03-20T17:05:22","modified_gmt":"2023-03-20T17:05:22","slug":"irgs-k-12-covid-relief-audit-massive-update-shows-construction-now-largest-category-at-28","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=1398","title":{"rendered":"IRG\u2019s K-12 COVID Relief Audit Massive Update Shows Construction Now Largest Category at 28%"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/reforminggovernment.org\/irgs-k-12-covid-relief-audit-massive-update-shows-construction-now-largest-category-at-28\/\">https:\/\/reforminggovernment.org\/irgs-k-12-covid-relief-audit-massive-update-shows-construction-now-largest-category-at-28\/<\/a><\/p>\n<h4><em>Just 7% to Mental Health, Major Questions about Milwaukee<\/em><\/h4>\n<p><strong>WHAT HAPPENED<\/strong><\/p>\n<p>Since its January release, the Institute for Reforming Government\u2019s (IRG) <strong>K-12 COVID Relief ESSER III Audit <a href=\"https:\/\/wiseye.org\/2023\/03\/03\/newsmakers-gov-tony-evers-on-2023-25-budget-proposal\">has<\/a> <a href=\"https:\/\/art19.com\/shows\/scaffidi-and-bilstad\/episodes\/a4ddab69-f3eb-4d2a-bef1-631019545200\">driven<\/a> <a href=\"https:\/\/mailchi.mp\/63a67abf5c64\/upfront-wisconsin-9300805?e=103ba1f194\">statewide<\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=bqyvdiYLWe0\">momentum<\/a><\/strong> for financial transparency and swifter action for students. IRG was the first Wisconsin entity to track <strong>$1.49 billion of<a href=\"https:\/\/dpi.wi.gov\/arp\/esser-iii\/lea-plans\"> federal relief funding<\/a> intended to pull kids back from the brink.<\/strong> Now, IRG has updated its interactive tool to include all 450 districts\u2019 approved funds through March 2, 2023, eight months into the process. Click through to the <a href=\"https:\/\/reforminggovernment.org\/esser-funding-audit\">dashboard<\/a>, <a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2023\/03\/ESSER-Report-March-17-extended.pdf\">the full report<\/a>, and <a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2023\/03\/ESSER-Report-March-17-short.pdf\">the report summary<\/a>.<\/p>\n<p><a href=\"https:\/\/reforminggovernment.org\/esser-funding-audit\/\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-4020\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/03\/MilwaukeeConstruction.jpg\" alt width=\"550\" height=\"575\" \/><\/a><\/p>\n<p><strong>GOOD NEWS<\/strong><\/p>\n<p>After beginning far too slowly, approved district plans <strong>leapt from $508 million to $938 million (63% of $1.49 billion) in the two months since IRG\u2019s first report.<\/strong> Wisconsin schools are now on track to allocate all funds by July 2023 in order to exhaust all funds by the September 2024 deadline. IRG applauds school districts\u2019 efforts for children.<\/p>\n<p><strong>BAD NEWS<\/strong><\/p>\n<p>DPI has not provided adequate oversight for these precious funds. As a result:<\/p>\n<ul>\n<li><strong>Construction is now the largest allocation category at 28%.<\/strong> This represents $265 million, little of which directly improves learning. Despite the Biden administration\u2019s \u201c<a href=\"https:\/\/oese.ed.gov\/files\/2022\/12\/ESSER-and-GEER-Use-of-Funds-FAQs-December-7-2022-Update.pdf\">strong discouragement<\/a>,\u201d it is $61 million more than the next biggest category, teachers, at 22% of current allocations.<\/li>\n<li><strong>Mental health is still not prioritized, despite children\u2019s ongoing crisis.<\/strong> Mental health allocations rose from 6% to 7%, but it amounts to just one-fourth of the building renovation total.<\/li>\n<li><strong>Unlabeled mystery money and over-budgeting increased.<\/strong> DPI approved $36 million, or 4% of all allocations, in unidentified items. 14 districts went $1 million over budget total, despite DPI approval.<\/li>\n<li><strong>The neediest districts remain too sluggish in allocation.<\/strong> 14 of the <a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/arp\/ESSER_III_allocations_LEAs_CESAs_CDEBs_State_Schools_2022-10-14.xlsx\">20 highest-funded districts<\/a> are not on pace, 7 of the 10 <a href=\"https:\/\/dpi.wi.gov\/wisedash\/download-files\/type?field_wisedash_upload_type_value=Forward\">lowest-performing districts in reading<\/a> are not, and 19 districts have allocated $0.<\/li>\n<li><strong>Wisconsin schools face a fiscal cliff.<\/strong> $342 million is allocated to permanent personnel.<\/li>\n<li><strong>Milwaukee is a mess.<\/strong> Following IRG\u2019s January audit, DPI <a href=\"https:\/\/dpi.wi.gov\/administrators\/e-mail\/esser-budget-resource\">emailed<\/a> every Superintendent in Wisconsin a <a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/administrators\/e-mail\/federal-budgets-handout.pdf\">2-page response<\/a> to IRG. While it did not correct any facts, it did shift leadership on allocations to districts. MPS, in contrast, <a href=\"https:\/\/www.youtube.com\/live\/ZO5DVp8EFi0?feature=share&amp;t=2833\">blamed<\/a> DPI for taking 10 months to approve its budget and<a href=\"https:\/\/www.youtube.com\/live\/ZO5DVp8EFi0?feature=share&amp;t=2843\"> admitted<\/a> to spending without DPI oversight out of desperation. Now approved by DPI, Milwaukee\u2019s<a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/arp\/ESSER_III_LEA_Plan_Report-2022-3619.pdf\"> budget<\/a> is 46% construction \u2013 $42 million more than its <a href=\"https:\/\/mps.milwaukee.k12.wi.us\/MPS-English\/CFO\/ESSER\/ESSER-III-Booklet\/Fall2022ESSERIIandIIIBudgetBook.pdf\">original board-approved plan<\/a> \u2013 and has $27 million in unlabeled allocations. Those millions, which do not improve students\u2019 academics or mental health, are larger than what 445 out of 450 districts got entirely.<\/li>\n<\/ul>\n<p><strong>WHAT NEXT<\/strong><\/p>\n<p>IRG strongly urges DPI to correct errors and provide more student-focused guidance. <strong>IRG will update the dashboard through the ESSER III deadline, September 2024, as districts continue to allocate.
