{"id":14150,"date":"2024-11-27T16:58:28","date_gmt":"2024-11-27T17:58:28","guid":{"rendered":"https:\/\/wifamily.news\/?p=14150"},"modified":"2024-11-27T17:58:31","modified_gmt":"2024-11-27T17:58:31","slug":"wisconsins-dysfunctional-childcare-rules-hurt-parents-pockets","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=14150","title":{"rendered":"Wisconsin\u2019s dysfunctional childcare rules hurt parents\u2019 pockets"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/wisconsins-dysfunctional-childcare-rules-hurt-parents-pockets\/\">https:\/\/www.badgerinstitute.org\/wisconsins-dysfunctional-childcare-rules-hurt-parents-pockets\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em><strong>New research quantifies states\u2019 regulations and puts a number on the harm<\/strong><\/em><\/h4>\n<p>Wisconsin, it turns out, is among the states working most diligently at making childcare more expensive.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"747\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/11\/Wisconsin-childcare-costs-too-much-web-1024x747.jpg?strip=all&amp;lossy=1&amp;ssl=1\" class=\"wp-image-54099\" style=\"width:426px;height:auto\" \/><\/figure>\n<\/div>\n<p>Makes you wonder whether that\u2019s deliberate.<\/p>\n<p>We\u2019re at the point that putting an <a href=\"https:\/\/www.forward-analytics.net\/latest-news\/priced-out-the-steep-cost-of-childcare-in-wisconsin-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">infant full-time<\/a> into a childcare center will <a href=\"https:\/\/madison.com\/news\/state-regional\/government-politics\/child-care-costs-wisconsin\/article_83faaf7e-53dd-11ee-b4ec-6ba81e270c67.html\" target=\"_blank\" rel=\"noreferrer noopener\">cost more than University of Wisconsin tuition<\/a>. It should be unsurprising, then, that on <a href=\"https:\/\/ifstudies.org\/blog\/new-tool-measures-child-care-regulation-and-cost-in-the-us\" target=\"_blank\" rel=\"noreferrer noopener\">a new measure<\/a> comparing states\u2019 regulatory burden on childcare providers, Wisconsin was in <a href=\"https:\/\/csorwvu.com\/childcare_regulation_index_1\/\" target=\"_blank\" rel=\"noreferrer noopener\">the harshest quarter of states<\/a>, with the 11<sup>th<\/sup> most burdensome set of regulations.<\/p>\n<p>It should be unsurprising since, as the researchers demonstrate, a state\u2019s regulatory burden correlates to the cost of childcare in that state. By being strict, Wisconsin is making childcare expensive.<\/p>\n<p>Or, as lead author and economist Anna Claire Flowers of George Mason University put it, \u201cThe unintended consequences of restrictive regulations include less transparency with parents, fewer new child care businesses, less flexibility in program hours, and of course, higher prices.\u201d<\/p>\n<p>Considerably higher: The researchers estimate that each one-point click toward stricter regulation on their index\u2019s 10-point scale predicts $774 more in the average cost of full-time infant care in a formal childcare center. Between the freest state, Louisiana, and the most harshly regulated one, Massachusetts, that\u2019s more than $5,600 a year.<\/p>\n<p>The index ranks Iowa at 6.67 points, much freer than Wisconsin\u2019s 2.79 points and predictive of a $3,000 difference in costs. <a href=\"https:\/\/www.dol.gov\/agencies\/wb\/topics\/childcare\/price-by-age-care-setting-2022\" target=\"_blank\" rel=\"noreferrer noopener\">Federal figures<\/a> show gaps at least that large between Dane and Milwaukee counties (about $16,900 a year for center-based care for an infant) and the counties containing Des Moines and Iowa City (about $10,000).<\/p>\n<p>The regulatory scale conveys a truth: Wisconsin is strict and pays the price.<\/p>\n<h4 class=\"wp-block-heading\">And for what?<\/h4>\n<p>That might be worth it if the strictness correlated to higher quality childcare, but there\u2019s no evidence of that, said <a href=\"https:\/\/www.badgerinstitute.org\/about\/angela-rachidi\/\" target=\"_blank\" rel=\"noreferrer noopener\">Angela Rachidi<\/a>, a scholar of public policy and Badger Institute visiting fellow who has <a href=\"https:\/\/www.badgerinstitute.org\/off-track-an-assessment-of-wisconsins-early-care-and-learning-system-for-young-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">documented the flaws<\/a> in Wisconsin\u2019s childcare regulation and <a href=\"https:\/\/www.badgerinstitute.org\/overregulated-childcare-wisconsins-2023-25-biennial-budget-and-the-path-ahead\/\" target=\"_blank\" rel=\"noreferrer noopener\">the costs to parents<\/a>.<\/p>\n<p>Rachidi, who is not associated with the new regulatory index, noted that regulations tend to focus on things that can be readily measured, such as staff-to-child ratios and the college degrees of the staff. \u201cIt gives this perception of quality that\u2019s very expensive but doesn\u2019t lead to better outcomes for kids,\u201d she said.<\/p>\n<p>What it does, though, is change the sort of care available. \u201cWe\u2019ve seen this huge decline in family care or informal child care,\u201d Rachidi said, referring to small home-based operations \u2014\u201cin favor of childcare facilities,\u201d more professionalized and school-like. Home-based care generally costs families less and, said Rachidi, is usually more flexible, something <a href=\"https:\/\/www.badgerinstitute.org\/what-if-wisconsin-stopped-making-childcare-pointlessly-costly\/\" target=\"_blank\" rel=\"noreferrer noopener\">many parents say<\/a> they appreciate.<\/p>\n<p>But it\u2019s hard for smaller operations to comply with a strict regulatory regime <a href=\"https:\/\/www.badgerinstitute.org\/wp-content\/uploads\/2023\/09\/Rachidi-childcare-230913.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">that includes 45 pages<\/a> of criteria. So parents have fewer, costlier choices.<\/p>\n<h4 class=\"wp-block-heading\">Two paths<\/h4>\n<p>What to do? One approach is to clear away some of the more senseless regulations, as <a href=\"https:\/\/www.badgerinstitute.org\/what-if-wisconsin-stopped-making-childcare-pointlessly-costly\/\" target=\"_blank\" rel=\"noreferrer noopener\">a package of reforms<\/a> last legislative session aimed at. Gov. Tony Evers\u2019 opposed the reforms, and they stalled.<\/p>\n<p>Another approach was that of Evers: More subsidies. When temporary federal money meant to keep childcare centers afloat during the pandemic was due to expire, Evers wanted the Legislature to continue the flow with Wisconsin taxpayers\u2019 money. When lawmakers refused, Evers last October <a href=\"https:\/\/madison.com\/news\/state-regional\/government-politics\/wisconsin-child-care-tony-evers\/article_b04e30ba-6c50-11ee-9648-f75147a79bf1.html\" target=\"_blank\" rel=\"noreferrer noopener\">redirected<\/a> other spare pandemic cash, keeping the subsidies going until next June.<\/p>\n<p>After that? The governor seems to see the problem not as the cost of childcare but as where the cost falls \u2014 making it a matter of him rifling the taxpayers\u2019 pockets to redistribute money to some providers, and not the ones many parents prefer.<\/p>\n<p>This has been tried. Canada has plowed massive sums into subsidizing childcare. But <a href=\"https:\/\/ifstudies.org\/blog\/why-the-us-should-not-follow-canadas-lead-on-child-care\" target=\"_blank\" rel=\"noreferrer noopener\">only about 30% of parents<\/a> who want the $10-a-day deal can get it \u2014 because even a country where the average household <a href=\"https:\/\/fraserinstitute.org\/sites\/default\/files\/tax-freedom-day-2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pays 45% of its income<\/a> in taxes has a limit to what taxpayers are willing to kick in.<\/p>\n<p>Supposing Wisconsin more heavily subsidized childcare, you\u2019d still think everyone would want to maximize the effect, keeping costs reasonable by paring regulations to what can be strictly linked to health and safety outcomes.<\/p>\n<p>But defenders of harsh regulations, even as those rules squeeze out small players and drive parents toward costly center-based care, seem motivated by how such a trend raises wages in the industry. <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2023\/10\/16\/evers-announces-170m-to-extend-child-care-counts\/71206622007\/\" target=\"_blank\" rel=\"noreferrer noopener\">They<\/a> <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2023\/09\/14\/child-carestalemate-continues-over-child-care-as-assembly-passes-regulatory-changes-providers-oppose\/70851772007\/\" target=\"_blank\" rel=\"noreferrer noopener\">bring that up<\/a> <a href=\"https:\/\/web.archive.org\/web\/20240801004844\/https:\/wisconsinexaminer.com\/2024\/07\/31\/wisconsin-child-care-is-becoming-harder-to-afford-state-report-finds\/\" target=\"_blank\" rel=\"noreferrer noopener\">a lot<\/a>.<\/p>\n<p>\u201cIt\u2019s an urge to professionalize the work of childcare and to increase wages and benefits of the workforce,\u201d Rachidi said. \u201cProgressives are very concerned about that.\u201d<\/p>\n<p>That\u2019s an urge with costs for Wisconsin families, either in fees they pay if they even can find care that suits their needs, or in the taxes they\u2019ll pay if Evers has his way.<\/p>\n<p>Maybe we should show some mercy to those families and re-examine which regulations actually matter for kids.
