{"id":14346,"date":"2024-12-12T21:24:32","date_gmt":"2024-12-12T22:24:32","guid":{"rendered":"https:\/\/wifamily.news\/?p=14346"},"modified":"2024-12-12T22:36:22","modified_gmt":"2024-12-12T22:36:22","slug":"act-10-was-a-godsend-for-property-taxpayers","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=14346","title":{"rendered":"Act 10 was a godsend for property taxpayers"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/act-10-was-a-godsend-for-property-taxpayers\/\">https:\/\/www.badgerinstitute.org\/act-10-was-a-godsend-for-property-taxpayers\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>The labor reform, threatened by court ruling, let teachers talk to bosses \u2014 but no longer dictate<\/em><\/strong><\/h4>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"741\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/12\/wi-act-10-property-tax-levies-school-funding-web-1024x741.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"Person removing $100 bills from wallet against a background of a single-family home\" class=\"wp-image-54244\" style=\"width:388px;height:auto\" \/><\/figure>\n<\/div>\n<p>Look at the trajectory over the years of Wisconsin school levies \u2014 that is, the total of the property-tax burden that school districts load onto the backs of homeowners, rent-payers, bakery proprietors, so on \u2014 and the geometry leaps out.<\/p>\n<p>After years of merciless ascent, tax increases moderated in 2011, the year of the Act 10 labor reforms.<\/p>\n<p>To call property taxes a burden isn\u2019t to doubt that schools are good. Wisconsin got to <a href=\"https:\/\/taxfoundation.org\/data\/all\/state\/property-taxes-by-state-county-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">the Top 10 in property tax harshness<\/a> by decades of taxpayers showing appreciation for schools and patience at their cost.<\/p>\n<p>Respect for such patience, however, calls for some moderation in the ask. In 2011, the Legislature and then-Gov. Scott Walker took back the steering wheel from public sector unions that had been driving us into poorhouse at a rate more than 2 points above inflation a year. The reforms <a href=\"https:\/\/www.realclearpolitics.com\/articles\/2011\/02\/19\/the_ghost_of_fdr_is_smiling_on_wisconsins_governor_108962.html\" target=\"_blank\" rel=\"noreferrer noopener\">gave fiscal control back to school boards and common councils<\/a> \u2014 and the voters who choose them \u2014 and led to school levies that rose with the rate of inflation instead of outstripping it practically every single, solitary year.<\/p>\n<p>In the 12 years leading up to Act 10, school levies statewide rose 72%, compared to 31% in the dozen years after that up to and including 2024. After you adjust for inflation, in the 12 years before Act 10, the levies rose 2.15% a year, average, in real-dollar terms. In the past 12 years, they\u2019ve averaged a quarter-point <em>below<\/em> inflation.<\/p>\n<div class=\"wp-block-image\">\n<figure data-wp-interactive=\"core\/image\" class=\"alignright size-large is-resized wp-lightbox-container\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"823\" data-wp-class--hide=\"state.isContentHidden\" data-wp-class--show=\"state.isContentVisible\" data-wp-init=\"callbacks.setButtonStyles\" data-wp-on-async--click=\"actions.showLightbox\" data-wp-on-async--load=\"callbacks.setButtonStyles\" data-wp-on-async-window--resize=\"callbacks.setButtonStyles\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/12\/Wisconsin-inflation-adjusted-school-district-levies-1998-2024-ACT10-1024x823.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-54251\" style=\"width:474px;height:auto\" \/><button class=\"lightbox-trigger\" type=\"button\" aria-label=\"Enlarge image\" data-wp-init=\"callbacks.initTriggerButton\" data-wp-on-async--click=\"actions.showLightbox\" data-wp-style--right=\"state.imageButtonRight\" data-wp-style--top=\"state.imageButtonTop\"><\/p>\n<p>\t\t<\/button><\/figure>\n<\/div>\n<p>Well, break\u2019s over, maybe.<\/p>\n<p>A Dane County judge <a href=\"https:\/\/www.badgerinstitute.org\/act-10-labor-reforms-had-far-reaching-benefits-for-wisconsin-taxpayers-students\/\" target=\"_blank\" rel=\"noreferrer noopener\">this month struck down<\/a> the act 13 years after the fact, ostensibly because it treated some government employees differently than others \u2014 a legal argument that appeared to have been settled\u00a0 by the state Supreme Court in 2014.\u00a0 The real reason: Government-employee unions are as jealous of their lost privileges as Vladimir Putin is of Ukrainian wheatfields, and they never, ever gave up.<\/p>\n<p>What do they fight for? Money, sure, but mostly power. They say as much, if you translate the histrionics.<\/p>\n<p>\u201cWhen the law changed, teachers like me lost the ability to sit across from our employers and talk about things that matter to our students and to each of us in the classroom,\u201d the head of Wisconsin\u2019s largest teachers union, Peggy Wirtz-Olsen, <a href=\"https:\/\/www.jsonline.com\/story\/news\/education\/2024\/12\/06\/whats-next-for-employees-after-act-10-was-overturned\/76738291007\/\" target=\"_blank\" rel=\"noreferrer noopener\">told a newspaper<\/a>.<\/p>\n<p>It\u2019s the same nonsense\u00a0 <a href=\"https:\/\/web.archive.org\/web\/20110215125641\/http:\/www.jsonline.com\/news\/opinion\/115993364.html\" target=\"_blank\" rel=\"noreferrer noopener\">you\u2019ve heard for years<\/a> from public-sector unions. Wirtz-Olsen remained perfectly free to sit down with her principal at Port Washington High School and talk. You know \u2014 the way it operates in most workplaces, big, small, good or bad. No law barred her from seeing if the superintendent had a moment for one of the district\u2019s 170 teachers, and like any member of the public she could address the elected school board. Failing all that, she was free to find a more talkative employer among Wisconsin\u2019s 420 school districts.<\/p>\n<p>What Wirtz-Olsen means, one suspects, is not that teachers couldn\u2019t talk to their employers but that they could no longer dictate to them. No longer could unions dictate work rules or order taxpayers to cover employees\u2019 share of pension contributions or skim dues without asking from colleagues unwilling to join up. They lost the power to strong-arm school districts into buying health coverage from <a href=\"https:\/\/web.archive.org\/web\/20200812180157\/https:\/archive.jsonline.com\/news\/opinion\/111152709.html\/\" target=\"_blank\" rel=\"noreferrer noopener\">an overpriced union-owned insurer<\/a>. Districts switched and <a href=\"https:\/\/www.badgerinstitute.org\/eleven-years-later-act-10-takes-down-a-onetime-union-stronghold\/\" target=\"_blank\" rel=\"noreferrer noopener\">saved millions on better coverage<\/a>.<\/p>\n<p>Now? With Act 10 perhaps on the way out, unions are rushing to change the curve in that graph. <a href=\"https:\/\/madison.com\/news\/local\/education\/local_schools\/act-10-teachers-madison-wisconsin-collective-bargaining\/article_9b374158-b32b-11ef-bb9a-9bc38a7d9e28.html\" target=\"_blank\" rel=\"noreferrer noopener\">Two days after<\/a> the judge ruled, the union in Madison\u2019s school district demanded \u2014 their word \u2014 to bargain over \u201cterms and conditions.\u201d The union three months before had won the maximum permitted raise from the district. In November, Madison voters agreed to raise property taxes \u2014 <a href=\"https:\/\/captimes.com\/news\/education\/madison-voters-approve-607m-in-unprecedented-school-referendums\/article_84558e32-9be7-11ef-ad84-735cfd30844c.html\" target=\"_blank\" rel=\"noreferrer noopener\">by about $1,375<\/a> on the average home, every year for the next quarter-century.<\/p>\n<p>But that was then. Now, unless the Supreme Court contradicts the judge, unions aren\u2019t in the position of having to ask. Now, without Act 10, they can <em>command<\/em>. As in, \u201cGive me your wallet.\u201d<\/p>\n<p>Unions will say it\u2019s about the boss, but they won\u2019t point out that \u201cboss\u201d means you, the voters, any more than they\u2019ll admit that the labor reforms led to measurably better government. Reforms let school districts break out of strict seniority-and-degree pay scales. If Act 10\u2019s really gone, reform-minded districts likely will lose their ability to innovate better rewards for high-quality teaching. At risk: \u201cOffering higher compensation for hard to fill positions, offering merit pay and the ability to bonus outstanding efforts by employees, offering to compensate for specific continuing education, and ability to assign teachers to special leadership roles,\u201d New Berlin\u2019s superintendent, Joe Garza, told the <a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2024\/04\/Act-10-Final-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin Institute for Law &amp; Liberty<\/a> last spring.<\/p>\n<p>Districts can do those things, and those that do them produce measurably better results for children, as <a href=\"https:\/\/www.badgerinstitute.org\/economist-vindicates-act-10-and-common-sense\/\" target=\"_blank\" rel=\"noreferrer noopener\">economist Barbara Biasi found<\/a> in 2023. She\u2019s not the <a href=\"https:\/\/morganfoy.github.io\/papers\/Foy_JMP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">only one<\/a>. For the public, it\u2019s not just about the money but quality services.<\/p>\n<p>But it is about the money, too.<\/p>\n<p>The reforms gave taxpayers such a breather, <a href=\"https:\/\/madison.com\/news\/local\/education\/local_schools\/school-referendums-preperty-taxes-madison\/article_f3d98632-b672-11ef-a096-c78ba8802e56.html#tracking-source=home-top-story\" target=\"_blank\" rel=\"noreferrer noopener\">voters in about a third of Wisconsin districts<\/a> agreed they could afford to exceed limits on tax increases, meaning levies are rising 5.7% this year over last.<\/p>\n<p>See? Treat taxpayers reasonably and ask politely, and they\u2019ll often say yes.
