The key \u201cfringe benefits\u201d that were affected by Act 10 were healthcare and retirement. The law mandated that employees contribute 50% to their pension benefit and 12.6%<\/span><span data-contrast=\"auto\"> to the cost of th<\/span><span data-contrast=\"none\">eir health insurance.\u00a0<\/span><span>\u00a0<\/span> <span data-contrast=\"none\">To estimate what would have happened to dis<\/span><span data-contrast=\"auto\">trict costs without <\/span><span data-contrast=\"none\">Act 10, we take salary and fringe benefits from 2009 per employee and inflation-adjust them to 2024 dollars. The total inflation-adjusted salary and fringe is compared to actual salary and fringe benefits in 2024 to see how much additional costs taxpayers would <\/span><span data-contrast=\"auto\">likely b<\/span><span data-contrast=\"none\">e on the hook for.\u00a0\u00a0<\/span><span>\u00a0<\/span><\/p>\n<h4><strong><span class=\"TrackChangeTextInsertion TrackedChange SCXW240154691 BCX0\"><span class=\"TrackedChange SCXW240154691 BCX0\"><span class=\"TextRun Underlined MacChromeBold SCXW240154691 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW240154691 BCX0\">Results:\u00a0<\/span><\/span><\/span><\/span><span class=\"EOP TrackedChange SCXW240154691 BCX0\">\u00a0<\/span><\/strong><\/h4>\n<p><span data-contrast=\"none\">Looking at the aggregate results, we estimate $1.788 billion in new expenses for school districts across the state. This is very close to the $1.6 billion we estimated using an entirely different methodology in our previous work, which supports the notion that the methodology is sound. That work utilized aggregated data from DPI\u2019s <\/span><a href=\"https:\/\/dpi.wi.gov\/sfs\/reporting\/safr\/annual\/overview\"><span data-contrast=\"none\">financial reports<\/span><\/a><span data-contrast=\"none\"> to estimate the change in costs. This work uses data at from <\/span><a href=\"https:\/\/publicstaffreports.dpi.wi.gov\/PubStaffReport\/Public\/PublicReport\/AllStaffReport\"><span data-contrast=\"none\">DPI\u2019s All Staff file<\/span><\/a><span data-contrast=\"none\"> that allows for a more granular look within districts.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span> <\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_0\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1332\" height=\"252\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-17-at-11.45.11-AM.png\" alt=\"\" title=\"Screenshot 2025-02-17 at 11.45.11 AM\" class=\"wp-image-41886\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_1  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\"><span class=\"TextRun SCXW200762474 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW200762474 BCX0\">After inflation adjustment, the numbers look like this, and we can find the difference per employee:<\/span><\/span><span class=\"EOP SCXW200762474 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span> <\/div>\n<\/p><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_1\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1310\" height=\"206\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-17-at-11.48.18-AM.png\" alt=\"\" title=\"Screenshot 2025-02-17 at 11.48.18 AM\" class=\"wp-image-41891\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_2  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\"><span data-contrast=\"none\">In this district, we would be expected to be spending $22,014 more per employee on average. Multiply that by the number of employees in the district, and we\u2019d estimate $2.2 million in new costs for the district in this hypothetical:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: center\"><span data-contrast=\"none\">$22,014*100FTEs=$2,201,400<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">We treat this additional cost as if it were added to the district levy and calculate a new mill rate for the district. Mill rates are calculated by taking the total levy in the district and dividing it by the total property value of the district (excluding TIFs).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span> <span data-contrast=\"none\">\u00a0For the average home in Wisconsin<\/span><span data-contrast=\"none\">,<\/span><span data-contrast=\"none\"> which costs <\/span><a href=\"https:\/\/www.realtytrac.com\/market-trends\/WI\/\"><span data-contrast=\"none\">approximately $300,000<\/span><\/a><span data-contrast=\"none\">, this would mean a tax increase of $624 annually.\u00a0 Results at the district level for each school district are found in the tool below.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span> <\/p>\n<\/div><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"et_pb_row et_pb_row_1\">\n<div class=\"et_pb_column et_pb_column_4_4 et_pb_column_1  et_pb_css_mix_blend_mode_passthrough et-last-child\">\n<div class=\"et_pb_module et_pb_code et_pb_code_0\">\n<div class=\"et_pb_code_inner\">\n    .tableau-container {<br \/>\n        position: relative;<br \/>\n        width: 100%;<br \/>\n        height: 0;<br \/>\n        padding-bottom: 56.25%; \/* 16:9 aspect ratio, adjust if needed *\/<br \/>\n        overflow: hidden;<br \/>\n    }<br \/>\n    .tableau-container iframe {<br \/>\n        position: absolute;<br \/>\n        top: 0;<br \/>\n        left: 0;<br \/>\n        width: 100%;<br \/>\n        height: 100%;<br \/>\n        border: none;<br \/>\n    }<\/p>\n<div class=\"tableau-container\">\n             allowfullscreen&gt;\n<\/div>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_3  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\"><span class=\"TextRun SCXW5006211 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentStart SCXW5006211 BCX0\">Below are the districts with the 10 largest projected increases in property taxes<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\"> on a $300,00 home<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\">. <\/span><span class=\"NormalTextRun SCXW5006211 BCX0\">These run the gamut from large, urban districts like Beloit<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\"> (enrollment: 5,098)<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\"> to small, rural ones like <\/span><span class=\"NormalTextRun SCXW5006211 BCX0\">Plum City (enrollment: 209).<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\"> The districts that suffer the most, in general, are those that have made extensive changes in response to Act 10 and those that have had spending constrained by <\/span><span class=\"NormalTextRun SCXW5006211 BCX0\">relatively low<\/span><span class=\"NormalTextRun SCXW5006211 BCX0\"> revenue limits.<\/span><\/span> <\/div>\n<\/p><\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_4  et_pb_text_align_left et_pb_bg_layout_light\"><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_2\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img decoding=\"async\" loading=\"lazy\" width=\"414\" height=\"298\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Act10_10MostImpacted-1.png\" alt=\"\" title=\"Act10_10MostImpacted\" class=\"wp-image-41914\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_5  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\"><span data-contrast=\"none\">A few caveats are needed on this data. Approximately 21 school districts are actually spending <\/span><i><span data-contrast=\"none\">more <\/span><\/i><span data-contrast=\"none\">per employee than they were in 2009 after adjusting for inflation, and a few other districts have consolidated and thus don\u2019t have numbers available for both years. All of these districts were also excluded from the analysis as no estimate was possible under this methodology.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span> <span data-contrast=\"none\">Also, note that Wisconsin has revenue limits for public schools that might make many of these increases illegal without voter approval or a legislative change eliminating them. Thus, it is unlikely that all of these new costs would be put on the levy. Thus, t<\/span><span data-contrast=\"auto\">he options for districts would be limited to increasing revenue limits through state legislation, allocating more state aid through legislation\u2014ultimately shifting the tax burden to state taxpayers\u2014or requiring school districts statewide to implement significant spending cuts in areas they still control.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span> <span data-contrast=\"none\">Act 10 was an important legislative victory for Wisconsin taxpayers.
