This has made it harder for districts, parents, and the public to track student outcomes over time, posing a significant challenge in assessing progress on COVID-era learning loss. Despite this difficulty, it is still possible for school districts with student level data to approximate student achievement levels under the previous cut scores. This post shows districts how to do just that. For districts interested in learning more, WILL is open to discussing how this tool can be applied. Please contact WILL\u2019s Research Director, Dr. Will Flanders if interested.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Each year, DPI releases Percentile Rankings that map back to categories of performance on the Forward Exam. Percentile rankings explain where a student\u2019s test score ranks relative to their peers. A student in the 80<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> percentile in ELA, for example, did better than about 80% of their peers in that subject.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Mapping backwards is possible because DPI also releases information on what scale score for a student is needed to achieve each category of performance.\u00a0 Below is the example of ELA for the new 2024 ELA scores:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_0\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1256\" height=\"752\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.06.02-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.06.02 PM\" class=\"wp-image-42150\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_1  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span class=\"TextRun SCXW22818425 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW22818425 BCX0\">Using the percentile rankings in the table below, <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">we find that <\/span><span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW22818425 BCX0\">in<\/span> <span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW22818425 BCX0\">order to<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\"> be p<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">laced<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\"> into the \u201capproaching\u201d category in ELA, a <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">third-grade<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\"> student must achieve at least a score of 1511 on the Exam<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">.\u00a0 <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">This score <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">would place <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">the <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">student in<\/span> <span class=\"NormalTextRun SCXW22818425 BCX0\">roughly t<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">he<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\"> 18<\/span><\/span><span class=\"TextRun SCXW22818425 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun Superscript SCXW22818425 BCX0\" data-fontsize=\"12\">th<\/span><\/span><span class=\"TextRun SCXW22818425 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW22818425 BCX0\"> percentile of <\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">students statewide<\/span><span class=\"NormalTextRun SCXW22818425 BCX0\">.<\/span><\/span><span class=\"EOP SCXW22818425 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_1\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1308\" height=\"758\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.06.15-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.06.15 PM\" class=\"wp-image-42156\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_2  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span data-contrast=\"auto\">Below are the cut points that were used from 2016-2023 for ELA, as well as the percentile table for 2023. In addition to all the other changes, DPI changed the labels for the categories of achievement for 2024.\u00a0 \u201cDeveloping\u201d was previously known as \u201cBelow Basic.\u201d\u00a0 \u201cApproaching\u201d was known as \u201cBasic.\u201d\u00a0 \u201cMeeting\u201d was known as \u201cProficient\u201d while \u201cAdvanced stayed the same in both years.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Under the previous cut points, a score of 522 was required to reach the equivalent \u201cBasic\u201d level of that we examined in the example above.\u00a0 Using the percentile rankings for last year, this means that a student would be between the 26<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> and 27<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> percentile in proficiency in order to make it out of the lowest achievement category.\u00a0 This clarifies the sizable easing of testing that DPI engaged in with the new cut points\u2014shifting about 8% of students from the lowest category to the next category.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_2\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img loading=\"lazy\" decoding=\"async\" width=\"1216\" height=\"1024\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.06.30-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.06.30 PM\" class=\"wp-image-42148\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_3\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img decoding=\"async\" loading=\"lazy\" width=\"1252\" height=\"584\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.06.41-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.06.41 PM\" class=\"wp-image-42134\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_3  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span data-contrast=\"auto\">For a school or district to approximate how they would have performed under the old metrics, they can generate a count of the number of students that fall within each percentile ranking that the old cut points required.\u00a0 The table below shows the scale score cut points for ELA under the 2024 scales if 2023 standards were applied.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Under the 2024 metrics, a student scoring 1560 would be in the \u201cMeeting\u201d category.\u00a0 But under the 2023 metrics, this student would have been in the \u201cApproaching\u201d category. Re-mapping the scale scores for every student will allow districts to approximate where their proficiency percentages (\u201cMeeting\u201d or above) would\u2019ve been had DPI not changed the metrics.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_4\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img decoding=\"async\" loading=\"lazy\" width=\"1176\" height=\"224\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.07.06-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.07.06 PM\" class=\"wp-image-42133\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_4  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span class=\"TextRun SCXW75804576 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW75804576 BCX0\">The <\/span><a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2025\/02\/forward_conversion4-1.xlsx\"><span class=\"NormalTextRun CommentStart CommentHighlightPipeRestRefresh CommentHighlightRest SCXW75804576 BCX0\">included <\/span><span class=\"NormalTextRun CommentHighlightRest SCXW75804576 BCX0\">Excel sheet<\/span><\/a> <span class=\"NormalTextRun CommentHighlightPipeRestRefresh SCXW75804576 BCX0\">somewhat automates<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> this process<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">.\u00a0 <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">It<\/span> <span class=\"NormalTextRun SCXW75804576 BCX0\">will allow schools and districts to enter the number of students they <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">have<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> w<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">ithin each scale score <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">range<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> on the most recent Forward <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">Exam and<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> will generate the levels of <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">proficiency<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> that <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">would\u2019ve<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> been expected under the old cut points<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">.\u00a0<\/span> <span class=\"NormalTextRun SCXW75804576 BCX0\">Note that there is stand-in data to be replaced to <\/span><span class=\"NormalTextRun SCXW75804576 BCX0\">demonstrate<\/span><span class=\"NormalTextRun SCXW75804576 BCX0\"> how the completed display chart might look:<\/span><\/span><span class=\"EOP SCXW75804576 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<\/div><\/div>\n<div class=\"et_pb_module et_pb_image et_pb_image_5\">\n<p>\t\t\t\t<span class=\"et_pb_image_wrap \"><img decoding=\"async\" loading=\"lazy\" width=\"1438\" height=\"924\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/02\/Screenshot-2025-02-25-at-12.07.44-PM.png\" alt=\"\" title=\"Screenshot 2025-02-25 at 12.07.44 PM\" class=\"wp-image-42132\" \/><\/span>\n\t\t\t<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_5  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><b><span data-contrast=\"auto\">Limitations<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The biggest limitation here is in the utility of the percentile scale scores. These can shift slightly based on real changes in aggregate student performance.\u00a0 However, these shifts tend to be quite small.\u00a0 The table below shows the ELA scale score required to teach the 26<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> percentile over the past five years.
