Tony Evers <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2025\/02\/20\/evers-proposed-budget-would-create-shortfall-in-the-billions-by-2029\/79227676007\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> he would wallop Wisconsinites with more than $2 billion in tax increases, the chair of the Democrat caucus in the state Senate, Milwaukee\u2019s Chris Larson, <a href=\"https:\/\/x.com\/SenChrisLarson\/status\/1892233970005209206\" target=\"_blank\" rel=\"noreferrer noopener\">blurted<\/a> his enthusiasm on X.<\/p>\n<p>\u201cOver the past decade-plus,\u201d he wrote, Wisconsin\u2019s \u201cincome tax rates have fallen across the board,\u201d but the benefits went \u201cmostly to the rich.\u201d<\/p>\n<p>Larson is simply wrong. Wisconsin\u2019s progressive income tax currently has four brackets. People in the top bracket earn a bit under a quarter of all Wisconsin income but pay about a third of all income taxes. Their tax bills are disproportionately large, so the slightest cut means many dollars.<\/p>\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2025\/02\/wisconsin-income-tax-brackets-over-time.jpg?strip=all&amp;lossy=1&amp;w=2560&amp;ssl=1\"><img decoding=\"async\" loading=\"lazy\" width=\"1695\" height=\"1368\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2025\/02\/wisconsin-income-tax-brackets-over-time.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-55068\" \/><\/a><\/figure>\n<p>Since 2010, the top bracket has seen the <em>least<\/em> relief by rate, falling from 7.75% to 7.65%, a 1.3% decline. Every other bracket affecting every taxpayer earning less than $420,000 has been cut much more, from 19% to 29%.<\/p>\n<p>As a share of income, the <a href=\"https:\/\/www.forward-analytics.net\/research\/a-decade-of-change-wisconsins-income-tax-since-2012-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">greatest income tax relief went<\/a> to households earning at or below the median.<\/p>\n<p>The senator went on to praise Evers\u2019 plan to add a new top income tax rate as a way to make high earners \u201cpay their fair share.\u201d Evers <a href=\"https:\/\/doa.wi.gov\/budget\/SBO\/2025-27%20Budget%20in%20Brief%20UEK.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">praised himself<\/a> in identical terms over his plan to keep the 7.65% rate but add an even higher one, 9.8%, on income over $1 million.<\/p>\n<p>Is that a \u201cfair share\u201d? Evers can say so, but \u201cfair\u201d is a matter of opinion. He doesn\u2019t <em>know.<\/em><\/p>\n<p>Who does? The taxpayers who will get hit with it. And if they decide it\u2019s not fair, they don\u2019t have to pay it. They can leave. Paying Wisconsin income taxes is, after all, voluntary because living here is.<\/p>\n<p>The Republican majorities in the Legislature say <a href=\"https:\/\/www.wpr.org\/news\/evers-biennial-wisconsin-budget-schools-healthcare-tax-relief\" target=\"_blank\" rel=\"noreferrer noopener\">they will build their own budget<\/a> rather than assenting to <a href=\"https:\/\/www.cbs58.com\/news\/freezing-property-taxes-spending-increases-and-tax-relief-is-gov-evers-budget-sustainable\" target=\"_blank\" rel=\"noreferrer noopener\">the governor\u2019s 20% increase<\/a> in spending and his tax hikes. That would be a more honest move.<\/p>\n<p>Evers also says his budget is \u201csupporting small business\u201d and economic development. His summary\u2019s first 11 bullet points on such \u201csupport\u201d announce new or expanded handouts of taxpayer money to businesses that do what the state wants or are of a favored ethnicity.<\/p>\n<p>If Evers really wanted to support small business, he would reduce, not increase, Wisconsin\u2019s top income tax rate.<\/p>\n<p>Nearly every small business in Wisconsin, and some large ones, are taxed via their owners\u2019 personal tax returns. Such \u201cpass-through\u201d businesses \u2014 usually sole proprietorships, family-owned firms that make up much of Wisconsin manufacturing, and so on \u2014 make up most of the income that Wisconsin now taxes at 7.65%, which is <a href=\"https:\/\/taxfoundation.org\/data\/all\/state\/state-income-tax-rates\/\" target=\"_blank\" rel=\"noreferrer noopener\">the 10<sup>th<\/sup>-highest top rate in America<\/a>.<\/p>\n<p>That rate already is higher than any other state between New York and California, except for Minnesota. It\u2019s well above Illinois, Michigan, Indiana and Iowa.<\/p>\n<p>And Evers is telling small businesses that, if he has his way, their reward for success will be a still higher rate as we become harsher than Massachusetts and Vermont. He wants Wisconsin to have the eighth highest top rate in America.<\/p>\n<p>The governor talks of millionaires, but this arm-twist affects millions of Wisconsinites working for \u2014 or hoping to work for \u2014 companies that he\u2019ll tax harder. That\u2019s because the owners of those companies will have to make decisions about where they will grow or even remain.<\/p>\n<p>Eight states do not tax personal income at all. Fourteen states tax it at one single proportionate rate for everyone. All it takes to keep much more of what your business earns is to put the new production line in Waco instead of Waupaca.<\/p>\n<p>This is a key reason that reforming to a single-rate tax schedule would lead to a leap in business investment, employment and wealth creation for Wisconsinites, according to <a href=\"https:\/\/www.badgerinstitute.org\/study-a-flat-rate-income-tax-would-spur-growth-and-opportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\">a 2023 study<\/a> for the Badger Institute. A study in January from economists at the University of Wisconsin\u2019s Center for Research on the Wisconsin Economy <a href=\"https:\/\/crowe.wisc.edu\/2025\/01\/08\/tax-cuts-vs-public-spending-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">found similar results<\/a>: A lower, single-rate tax would have \u201ca significantly positive impact on Wisconsin\u2019s economy.\u201d<\/p>\n<p>We already know that <a href=\"https:\/\/www.badgerinstitute.org\/another-reason-governor-to-cut-those-top-tax-rates\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsinites with means flee<\/a> our tax climate. We know that <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/wisconsin-gains-taxable-income-from-higher-taxing-states-loses-it-to-lower-taxing-ones\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax rates influence people\u2019s moves<\/a>. We know, from the <a href=\"https:\/\/www.irs.gov\/statistics\/soi-tax-stats-migration-data\" target=\"_blank\" rel=\"noreferrer noopener\">IRS\u2019 most recent figures<\/a>, that just between 2021 and 2022, Wisconsin gained refugees from the savage tax environment of <a href=\"https:\/\/www.badgerinstitute.org\/minnesotans-cite-taxes-rules-as-they-flee-to-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minnesota<\/a> and the harsh property taxes of <a href=\"https:\/\/www.badgerinstitute.org\/minnesota-and-illinois-losing-billions-in-income-as-residents-flee-high-taxes\/\" target=\"_blank\" rel=\"noreferrer noopener\">Illinois<\/a>, but that on the whole we lost more than 1,000 households and $300 million in the income they earned to other states.<\/p>\n<p>Of the top five gainers of former Wisconsinites, four have no income taxes and the fifth, North Carolina, charges everyone 4.25%.
