MacIver CEO Annette Olson says, \u201cthe legislature should start at zero and build a conservative government from the ground up incorporating real reforms,\u201d rather than just keep increasing spending, albeit at a lower rate than the Democrats propose.<\/span><\/p>\n<p class=\"x_MsoNormal\">Budgets are about how taxpayer money will be spent related to the majority\u2019s priorities.
