{"id":16969,"date":"2025-07-10T21:37:34","date_gmt":"2025-07-10T21:37:34","guid":{"rendered":"https:\/\/wifamily.news\/?p=16969"},"modified":"2025-07-10T21:59:25","modified_gmt":"2025-07-10T21:59:25","slug":"plenty-of-time-left-for-good-policy-in-wisconsin-legislature","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=16969","title":{"rendered":"Plenty of time left for good policy in Wisconsin Legislature"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/plenty-of-time-left-for-good-policy-in-wisconsin-legislature\/\">https:\/\/www.badgerinstitute.org\/plenty-of-time-left-for-good-policy-in-wisconsin-legislature\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em>Unfinished business includes ways of blocking corrosive ideas and permitting freedom to flourish<\/em><\/h4>\n<p>Wisconsin\u2019s biennial budget is passed and lawmakers are out of Madison, at least until after Labor Day.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1536\" height=\"1024\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2025\/07\/still-time-for-wisconsin-legislature-2025.png?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"Generated image of a hand operating a stopwatch next to a pile of legislative bills\" class=\"wp-image-56194\" style=\"width:437px;height:auto\" \/><\/figure>\n<\/div>\n<p>But <a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/related\/session_calendar\/calendar\" target=\"_blank\" rel=\"noreferrer noopener\">the calendar<\/a> says Wisconsin\u2019s Legislature has time set aside for work at least through next March. Expectations <a href=\"https:\/\/spectrumnews1.com\/wi\/milwaukee\/news\/2024\/11\/06\/wisconsin--new-maps--legislative-gains--majorities--2026\" target=\"_blank\" rel=\"noreferrer noopener\">may be running high<\/a> that Democrats will seize majority status thanks to <a href=\"https:\/\/rpubs.com\/jdjohn215\/evers-vs-previous-legis-maps\" target=\"_blank\" rel=\"noreferrer noopener\">new legislative maps<\/a> drawn in their favor and the historic pattern of parties not in the White House benefiting during midterms. The <a href=\"https:\/\/dairylandsentinel.com\/supreme-court-ignores-precedent-gives-executive-branch-sweeping-powers\/\" target=\"_blank\" rel=\"noreferrer noopener\">state Supreme Court decision killing<\/a> the Legislature\u2019s oversight of state agencies\u2019 power to decree rules may also dishearten majority Republicans.<\/p>\n<p>But there are 541 days until the next Legislature\u2019s sworn in, and there\u2019s plenty of unfinished business. Here\u2019s the Badger Institute\u2019s reckoning of good policy that most deserves a shot from the Legislature:<\/p>\n<p><strong>Stop chasing away accountants<\/strong>: <a href=\"https:\/\/www.badgerinstitute.org\/without-legislative-change-dwindling-ranks-of-young-accountants-will-flee-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin requires more class time<\/a> from would-be accountants before they\u2019re allowed to sit for the CPA exam than our neighbors in Minnesota and Iowa do. About 20 states now have backed off requiring what amounts to a fifth year of undergraduate education, a difference of about $100,000 in tuition and lost earnings for Wisconsinites.<\/p>\n<p>A bill could be drafted in the Assembly by next month. If our two politically opposite western neighbors can agree on this reform, it may be able to find bipartisan support in Madison.<\/p>\n<p><strong>School freedom, property tax relief: <\/strong>Wisconsin school finance is complicated, but especially for state funding that follows children to private schools under <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/wisconsin-school-enrollment-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin\u2019s<\/a> <a href=\"https:\/\/www.badgerinstitute.org\/kinser-dpi-victory-would-alter-decades-long-trend\/\" target=\"_blank\" rel=\"noreferrer noopener\">popular<\/a> parental choice programs. <a href=\"https:\/\/www.badgerinstitute.org\/new-school-funding-bill-would-eliminate-indirect-reliance-on-property-taxes-for-choice-and-charter-schools\/\" target=\"_blank\" rel=\"noreferrer noopener\">One flaw<\/a>: Outside Milwaukee, the state aid for parental choice schools first flows through the books of the school district where the student lives before going to the private school she actually attends. Local districts then have the option of requiring property taxpayers to make up for the district\u2019s \u201closs\u201d of revenue for that year.\u202f<\/p>\n<p>The accounting quirk also affects some, but not all, independent public charter schools.<\/p>\n<p>It doesn\u2019t work this way in Milwaukee, where choice funding flows right to the school a kid\u2019s parents pick. A bill to similarly \u201cdecouple\u201d parental\u00a0 choice schools from property taxes in the rest of Wisconsin didn\u2019t pass in 2024, mostly because opponents of choice <a href=\"https:\/\/www.badgerinstitute.org\/taxpayers-need-more-simplicity-and-transparency-not-misleading-arguments-meant-to-stoke-fears-of-successful-choice-schools\/\" target=\"_blank\" rel=\"noreferrer noopener\">want a political talking point<\/a>. Now\u2019s the time to give taxpayers in the rest of Wisconsin the relief Milwaukee already has.<\/p>\n<p><strong>Follow the plan: <\/strong>Wisconsin houses have <a href=\"https:\/\/www.badgerinstitute.org\/houses-have-taken-a-sharp-turn-toward-unaffordable-for-typical-wisconsin-household\/\" target=\"_blank\" rel=\"noreferrer noopener\">sharply turned expensive<\/a>, <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/wisconsin-homeownership-rate\/\" target=\"_blank\" rel=\"noreferrer noopener\">hurting homeownership<\/a> and <a href=\"https:\/\/www.badgerinstitute.org\/emergency-responders-cant-find-a-place-to-live-close-to-where-they-save-lives\/\" target=\"_blank\" rel=\"noreferrer noopener\">pricing out<\/a> essential workers. Part of the problem is just <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/new-housing-development-about-one-fourth-what-it-was-20-years-ago\/\" target=\"_blank\" rel=\"noreferrer noopener\">fewer lots<\/a> where building is allowed, and <a href=\"https:\/\/www.badgerinstitute.org\/local-government-regulations-push-price-of-a-wisconsin-roof-skyward\/\" target=\"_blank\" rel=\"noreferrer noopener\">lot-size rules and regulatory delays<\/a> drive up prices. One key reform would be to <a href=\"https:\/\/www.badgerinstitute.org\/hot-demand-for-houses-runs-into-dane-countys-land-of-no\/\" target=\"_blank\" rel=\"noreferrer noopener\">ensure that zoning<\/a>, which governs what can be built on a parcel, matches <a href=\"https:\/\/www.badgerinstitute.org\/plans-zoning-and-annexation-form-front-lines-for-wisconsin-cities-looking-to-build-more-housing\/\" target=\"_blank\" rel=\"noreferrer noopener\">a community\u2019s comprehensive plan<\/a>, the decennial document developed in a deliberative public process. This would give <a href=\"https:\/\/www.badgerinstitute.org\/predictable-hobart-a-rarity-for-developers-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">home developers certainty<\/a> about what a community will permit.<\/p>\n<p>The alignment of zoning to comprehensive plans, say Capitol sources, may be part of a package of housing reforms. Details aren\u2019t yet clear, but other reforms may include broader permission for <a href=\"https:\/\/www.badgerinstitute.org\/wisconsin-cities-can-grow-if-they-let-housing-markets-work-say-scholars\/\" target=\"_blank\" rel=\"noreferrer noopener\">small accessory dwelling units<\/a>, or \u201cgranny flats,\u201d added to existing homes.<\/p>\n<p><strong>Faster settlements:<\/strong> For seven years, Wisconsin experimented with <a href=\"https:\/\/www.badgerinstitute.org\/expertise-as-a-public-good\/\" target=\"_blank\" rel=\"noreferrer noopener\">a specialized court<\/a> for handling business-to-business disputes, <a href=\"https:\/\/www.badgerinstitute.org\/lock-up-the-tortfeasors\/\" target=\"_blank\" rel=\"noreferrer noopener\">leading to faster resolutions<\/a> of complex cases. Support was bipartisan, but <a href=\"https:\/\/www.badgerinstitute.org\/backers-of-wisconsin-business-courts-fret-for-future-of-experiment\/\" target=\"_blank\" rel=\"noreferrer noopener\">backers fretted that<\/a> the state Supreme Court\u2019s new liberal majority wouldn\u2019t renew the pilot after opposition from <a href=\"https:\/\/madison.com\/news\/local\/govt-and-politics\/article_9e1653d2-1a86-51c2-b199-c3155943180d.html\" target=\"_blank\" rel=\"noreferrer noopener\">insiders dissatisfied<\/a> over judicial assignments or to treating businesses well. Then, the <a href=\"https:\/\/www.wisbar.org\/NewsPublications\/Pages\/General-Article.aspx?ArticleID=30683\" target=\"_blank\" rel=\"noreferrer noopener\">Supreme Court\u2019s four progressive members<\/a> <a href=\"https:\/\/www.wicourts.gov\/sc\/rulhear\/DisplayDocument.pdf?content=pdf&amp;seqNo=860554\" target=\"_blank\" rel=\"noreferrer noopener\">killed the program<\/a> last fall.<\/p>\n<p>House Speaker Robin Vos (R-Rochester) last summer promised a bill to revive the program, and such a bill, <a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/proposals\/ab73\" target=\"_blank\" rel=\"noreferrer noopener\">AB76<\/a>, passed on party lines in spring. It hasn\u2019t yet been vetoed by Gov. Tony Evers, but Capitol sources expect him to toe his party\u2019s line. If he does, it would be an opportunity for the majority to try again \u2014 or to start the constitutional amendment process.<\/p>\n<p><strong>Back to work: <\/strong>Perhaps <a href=\"https:\/\/www.badgerinstitute.org\/half-of-wisconsin-state-employees-may-be-working-from-home-though-no-one-has-a-complete-count\/\" target=\"_blank\" rel=\"noreferrer noopener\">half of state employees<\/a> may still be working from home, but no one is sure, since agencies aren\u2019t bothering to count. A <a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/proposals\/ab39\" target=\"_blank\" rel=\"noreferrer noopener\">pair<\/a> of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/proposals\/sb27\" target=\"_blank\" rel=\"noreferrer noopener\">bills<\/a> would tighten up work attendance rules that went slack during the pandemic, and while Evers threatened to veto them, a floor vote is expected at some point. Passing legislation would make the governor go on record in favor of not having to show up.<\/p>\n<p><strong>\u201cFree\u201d lunches:<\/strong> Hundreds of schools in Wisconsin provide taxpayer-funded lunches not just to children from low- to moderate-income families but to the kids of well-off parents, too. Democrat lawmakers last winter <a href=\"https:\/\/www.badgerinstitute.org\/legislators-want-to-give-tens-of-millions-of-free-lunches-to-students-who-dont-need-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">proposed doing that statewide<\/a>, saying that subsidizing lunches for families that don\u2019t need the help makes everyone feel better about dependency. The bills went nowhere, but state educrats and Evers favor the idea. Now would be an ideal moment for the legislative majority to protect taxpayers and civic responsibility by prohibiting \u201cfree\u201d lunches for families not in need of them.<\/p>\n<p><strong>Money for nothing: <\/strong>The idea of a taxpayer-funded allowance, or \u201cuniversal basic income,\u201d for anyone who\u2019s breathing hasn\u2019t made it into law in any state and <a href=\"https:\/\/excellenceinpolling.com\/poll\/wisconsin-voters-oppose-taxpayer-funded-junk-food-and-universal-basic-income\/\" target=\"_blank\" rel=\"noreferrer noopener\">may be unpopular<\/a> in Wisconsin, but that hasn\u2019t stopped <a href=\"https:\/\/www.badgerinstitute.org\/diggings\/wisconsin-mayors-test-guaranteed-income\/\" target=\"_blank\" rel=\"noreferrer noopener\">mayors in some Wisconsin cities<\/a> from trying to get their own citizens hooked. Meanwhile, <a href=\"https:\/\/www.badgerinstitute.org\/the-harm-of-guaranteed-basic-income\/\" target=\"_blank\" rel=\"noreferrer noopener\">a big study has found<\/a> that giving people money for nothing tends to discourage them from working \u2014 and left their households poorer.
