{"id":17003,"date":"2025-07-17T21:37:42","date_gmt":"2025-07-17T21:37:42","guid":{"rendered":"https:\/\/wifamily.news\/?p=17003"},"modified":"2025-07-17T21:58:51","modified_gmt":"2025-07-17T21:58:51","slug":"robocars-vs-overpriced-groceries","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=17003","title":{"rendered":"Robocars vs. overpriced groceries"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/robocars-vs-overpriced-groceries\/\">https:\/\/www.badgerinstitute.org\/robocars-vs-overpriced-groceries\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em>And the real reason Wisconsin won\u2019t join the modern world and let cars operate without drivers<\/em><\/h4>\n<p>With automated, driverless robotaxis carrying paying passengers in at least half a dozen cities, but none of them in Wisconsin <a href=\"https:\/\/www.badgerinstitute.org\/antiquated-wisconsin-law-doesnt-allow-driverless-vehicles\/\" target=\"_blank\" rel=\"noreferrer noopener\">because our state law will not permit it<\/a>, you may wonder why we don\u2019t just change our law.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1423\" height=\"1024\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2025\/07\/driverless-cars-economic-disruption-wisconsin-web.jpg?strip=all&amp;lossy=1&amp;ssl=1\" alt=\"\" class=\"wp-image-56237\" style=\"width:361px;height:auto\" \/><\/figure>\n<\/div>\n<p>Why not update the state law that requires a human in the driver\u2019s seat?<\/p>\n<p>\u201cIt\u2019s something a number of states have not done,\u201d said transport expert Baruch Feigenbaum, \u201cand the reason is largely labor.\u201d<\/p>\n<p>If you make your living by driving people around, said Feigenbaum, who heads transportation policy at the California-based Reason Foundation, \u201cyou are concerned that automated vehicles are going to put you out of a job.\u201d<\/p>\n<p>In other words, it\u2019s a disruptive technology that upends established practices. Think cargo containers making cross-ocean shipping vastly cheaper, or the internet killing off newspapers\u2019 lucrative help-wanted ads.<\/p>\n<p>Change can be hard \u2014 and very, very good.<\/p>\n<p>Robotic taxis are the <a href=\"https:\/\/www.badgerinstitute.org\/antiquated-wisconsin-law-doesnt-allow-driverless-vehicles\/\" target=\"_blank\" rel=\"noreferrer noopener\">cool-kids sector<\/a> of autonomous vehicles, but Feigenbaum points out that one of the biggest potential markets is providing mobility to people uncomfortable with driving, such as the elderly, young teens or the disabled. Often, they rely on transit systems that can only go so far due to cost.<\/p>\n<p>\u201cIn the transit industry,\u201d said Feigenbaum, \u201cthe cost of labor is almost 70 percent of the total cost of the service.\u201d Indeed: In the latest federal figures, <a href=\"https:\/\/www.transit.dot.gov\/sites\/fta.dot.gov\/files\/transit_agency_profile_doc\/2023\/50005.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">79 percent<\/a> of the operating cost of Madison\u2019s Metro Transit is labor, for example.<\/p>\n<p>Unions see which direction the wheels are turning. The 200,000-member Amalgamated Transit Union <a href=\"https:\/\/www.atu.org\/pdfs\/ATU_FalsePromiseofMicrotransit.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">in 2024 blasted<\/a> the very idea of \u201cmicrotransit,\u201d a contracted-out, point-to-point small-vehicle alternative to traditional buses with non-union drivers. In the paper, it saw a bigger threat: microtransit <em>without drivers<\/em>: \u201cTransit agencies might see autonomous vehicles as another cost-cutting shortcut. Unfortunately, this could place thousands of good transit jobs at risk of elimination,\u201d the union wrote. Their alternative: Spend more taxpayer money and hire more drivers, natch.<\/p>\n<p>The union made noises about safety, but the robotaxis <a href=\"https:\/\/reason.org\/backgrounder\/tennessee-senate-bill-310-would-prohibit-driverless-vehicles\/\" target=\"_blank\" rel=\"noreferrer noopener\">cut down on crashes<\/a>.\u00a0If anything, the common complaint is that robotaxis drive conservatively enough to back up traffic. The real trade-off is between the union liking things as they are versus being able to use autonomous vans to, perhaps, run after-hours or snake more rides out into suburbia, all without shaking down taxpayers for more, er, \u201cinvestment.\u201d<\/p>\n<p>\u201cYou certainly could increase your service <em>and<\/em> lower your costs if your able to get rid of the labor equation,\u201d said Feigenbaum.<\/p>\n<p>I talked about Wisconsin\u2019s laws on autonomous vehicles with Madison-based <a href=\"https:\/\/www.iheart.com\/podcast\/426-the-vicki-mckenna-show-27246267\/episode\/vicki-mckenna-show-dei-has-285787020\/\" target=\"_blank\" rel=\"noreferrer noopener\">commentator Vicki McKenna recently<\/a>, and she told of a neighbor in her exurban small town. The elderly man was \u201ccomplaining about our grocery store because it\u2019s one grocery store and it\u2019s 20 miles from another grocery store and it\u2019s extremely expensive. Same goes for the pharmacy we\u2019ve got in town: extremely expensive. Options are limited.\u201d<\/p>\n<p>They\u2019d be much less limited if <a href=\"https:\/\/wisconsindot.gov\/Documents\/travel\/pub-transit\/system-map.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin\u2019s patchwork<\/a> of rural on-demand ride services were spared the cost of <a href=\"https:\/\/www.wpr.org\/health\/wisconsins-population-trending-older-where-will-non-drivers-find-transportation\" target=\"_blank\" rel=\"noreferrer noopener\">hard-to-find driving labor<\/a> \u2014 and were able to offer rides to the bigger, cheaper competition 20 miles away.<\/p>\n<p>More such options, in turn, would make for lower food and pharmacy costs for Wisconsinites who could then go on living in small towns. Not to be rough on the nice people who own the one pricey store in town, but captive customers might appreciate a little disruption to monopoly prices.<\/p>\n<p>For that matter, smaller and cheaper on-demand rides would also disrupt some other limits on how we live.<\/p>\n<p>For years, the urban planning profession has harangued Americans that they ought to move closer together, nearer to where transit could relieve them of the need for cars. Progressives <a href=\"https:\/\/archive.nytimes.com\/dotearth.blogs.nytimes.com\/2008\/02\/10\/can-we-uninvent-suburbia\/\" target=\"_blank\" rel=\"noreferrer noopener\">deplored<\/a> <a href=\"https:\/\/qz.com\/698928\/why-suburbia-sucks\" target=\"_blank\" rel=\"noreferrer noopener\">suburbs<\/a> as \u201c<a href=\"https:\/\/www.vox.com\/features\/23191527\/urban-planning-friendship-houston-cars-loneliness\" target=\"_blank\" rel=\"noreferrer noopener\">auto-centric<\/a>.\u201d Federal agencies promoted <a href=\"https:\/\/www.transit.dot.gov\/TOD\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ctransit-oriented\u201d density<\/a>, and sought to stack families into apartments along bus lines even though <a href=\"https:\/\/www.housingwire.com\/articles\/millennials-want-a-single-family-house-even-if-it-means-a-long-commute\/\" target=\"_blank\" rel=\"noreferrer noopener\">families vastly prefer<\/a> <a href=\"https:\/\/www.wsj.com\/articles\/millennials-prefer-single-family-homes-in-the-suburbs-1421896797\" target=\"_blank\" rel=\"noreferrer noopener\">houses with yards<\/a>.<\/p>\n<p>If autonomous vehicles can conquer distance more flexibly than buses, they will disrupt the top-down program of rolling up suburbia.
