Governor Evers\u2019 budget would have legalized both recreational and medical use, but GOP leadership removed that before passage. Any talk of legalization must include the reality that marijuana has changed over the years. In 1994, variations of the plant contained about 4% of THC. Today, according to a study from the National Library of Medicine, the drug\u2019s potency has tripled. The quantity of THC soaring from 4% to 12% in only a few years.\u00a0<\/span><\/p>\n<p>THC is the compound in marijuana that produces the \u201chigh.\u201d Studies show the stronger the product, the higher the risk for addiction. The National Institutes of Health say higher concentrates may lead to physical dependence, psychosis, and\u00a0anxiety, particularly in young users. Older users face increased health risks.
