{"id":18038,"date":"2025-11-26T18:25:00","date_gmt":"2025-11-26T19:25:00","guid":{"rendered":"https:\/\/wifamily.news\/?p=18038"},"modified":"2025-11-26T23:57:01","modified_gmt":"2025-11-26T23:57:01","slug":"much-of-america-figuring-out-how-to-build-more-homes","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=18038","title":{"rendered":"Much of America\u00a0figuring\u00a0out how to build more homes"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/much-of-america-figuring-out-how-to-build-more-homes\/\">https:\/\/www.badgerinstitute.org\/much-of-america-figuring-out-how-to-build-more-homes\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em>Wisconsin can follow suit and cut regulations<\/em><\/h4>\n<p>The dire need for\u00a0more\u00a0houses\u00a0in America\u00a0has\u00a0even\u00a0regulation-heavy\u00a0cities\u00a0like Los Angeles, New York City, Minneapolis and St. Paul\u00a0streamlining\u00a0rules\u00a0\u2014\u00a0and providing a playbook for Wisconsin.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"714\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2025\/11\/wisconsin-housing-regulation-policy-supply-demand-web-1024x714-1.jpg\" alt=\"\" class=\"wp-image-57077\" style=\"width:448px;height:auto\" \/><\/figure>\n<\/div>\n<p>By\u00a0reducing\u00a0public-hearing periods and City Council votes,\u00a0Los Angeles has cut the approval wait time for some apartment buildings from about a year to 60 days, according to <a href=\"https:\/\/www.wsj.com\/real-estate\/los-angeles-california-affordable-housing-7203324b\" target=\"_blank\" rel=\"noreferrer noopener\">The Wall Street Journal<\/a>. In New York City,\u00a0voters just voted in favor of three affordable housing ballot proposals, supported by developers and opposed by city officials, to\u00a0fast-track\u00a0approvals.<\/p>\n<p>Minneapolis in 2020 reduced zoning barriers to duplexes and triplexes, though\u00a0it\u00a0hasn\u2019t\u00a0ended\u00a0other rules\u00a0that make them difficult to build.\u00a0In 2023,\u00a0St. Paul\u00a0went a\u00a0step further\u00a0by\u00a0reducing minimum lot sizes.<\/p>\n<p>There\u00a0is a growing recognition\u00a0in states ranging from California to\u00a0Montana to Washington\u00a0that government regulation can stifle home construction and affordability, according to Tobias Peter, senior\u00a0fellow\u00a0and co-director of the American Enterprise Institute Housing Center.<\/p>\n<p>\u201cBut too often they only free the market for\u00a0affordable\u00a0housing and not market-rate housing,\u201d he says.\u00a0\u201cThat\u2019s a problem and inconsistent.\u201d<\/p>\n<p>St. Paul, for instance,\u00a0limits developers to\u00a0four to five\u00a0units per lot, said\u00a0Martha\u00a0Njolomole, an economist at Minnesota\u2019s\u00a0free-market\u00a0Center of the American Experiment, \u201cbut developers can build more than five units if some units are \u2018affordable,\u2019 begging the question, if it\u2019s feasible to build more than five units on a lot, why not just allow it without the inclusionary zoning requirement?\u201d<\/p>\n<p>There\u00a0is\u00a0also\u00a0concern about losing local control in some areas.<\/p>\n<p>Minnesota\u2019s\u00a0\u00a0\u201c<a href=\"https:\/\/www.revisor.mn.gov\/bills\/94\/2025\/0\/SF\/2229\/versions\/0\/\" target=\"_blank\" rel=\"noreferrer noopener\">Starter Home Act<\/a>,\u201d\u00a0for instance,\u00a0would have pre-empted local zoning by requiring cities to approve duplexes,\u00a0triplexes\u00a0and townhomes in all residential zones, including\u202fsingle-family zoned areas. The bill would have allowed more than one unit on single-family zoned lots, authorized accessory dwelling units, or\u00a0ADUs, reduced minimum lot size requirements,\u00a0and repealed aesthetic mandates.<\/p>\n<p>Cities strongly\u00a0opposed to\u00a0pre-emption\u00a0\u2014\u00a0losing local control to the state over land use and zoning decisions\u00a0\u2014\u00a0prevented\u00a0the bill\u2019s\u00a0final passage.<\/p>\n<p>\u201cLocal government\u2019s opposition to pre-emption seems fair in some ways, which means that ideally, cities need to lead on reform,\u201d\u00a0said\u00a0Njolomole.<\/p>\n<p>The cause of the housing shortage is a simple one,\u00a0according to\u00a0John Phelan,\u00a0another\u00a0economist for the\u00a0CAE in Minnesota.<\/p>\n<p>\u201cWe don\u2019t build enough houses,\u201d he says.<\/p>\n<p>He points to\u00a0<a href=\"https:\/\/www.americanexperiment.org\/housing-affordability-a-story-of-supply-and-demand\/\" target=\"_blank\" rel=\"noreferrer noopener\">an analysis<\/a>\u00a0he posted earlier this month on\u00a0national\u00a0housing stock trends over the past 20 years.\u00a0In 2005, 2.1 million houses were started in the United States, but\u00a0that trend\u00a0\u201cfell off a cliff.\u201d\u00a0New home construction fell\u00a0to 554,000\u00a0by\u00a02009. The number of\u00a0housing\u00a0starts\u00a0has\u00a0fluctuated since then but\u00a0has\u00a0been on a downward drift since 2022.<\/p>\n<p>There are\u00a0numerous\u00a0reasons more homes\u00a0aren\u2019t\u00a0being built, according to\u00a0AEI\u2019s\u00a0Peter. But \u201cgovernment regulations are the root cause.\u00a0If we legalize homebuilding and make more lots available, builders will deliver attainable homes. Our over\u00a0<a href=\"https:\/\/heat.aeihousingcenter.org\/toolkit\/case_studies\" target=\"_blank\" rel=\"noreferrer noopener\">30 case studies<\/a>\u00a0show that builders can overcome labor shortages and interest rates, but they cannot overcome restrictive government regulations.\u201d<\/p>\n<p>There\u00a0are\u00a0a number of\u00a0factors that have contributed to the housing shortage in Wisconsin,\u00a0said\u00a0Jim Steineke,\u00a0director of government affairs at the Badger Institute.<\/p>\n<p>\u201cThe number of lots being created is at historic lows,\u201d he\u00a0said.\u00a0\u201cThere are skilled labor shortages. Regulatory hurdles make development pricey and the process lengthy. Higher interest rates are keeping people in their homes,\u00a0where they have much lower rates.<\/p>\n<p>\u201cAccording to the National Association\u00a0of Realtors, 25\u00a0percent\u00a0of the cost of a home can be linked to regulatory burdens.\u201d<\/p>\n<p>The Badger Institute\u00a0in June released\u00a0<a href=\"https:\/\/www.badgerinstitute.org\/wp-content\/uploads\/2025\/06\/Badger-Institute-Housing-Research-060425.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a report<\/a>\u00a0offering\u00a0policy\u00a0solutions for addressing\u00a0the housing crisis and restoring the American Dream in Wisconsin.\u00a0\u201cWisconsin Housing: High Prices, Low Inventory, Workable Solutions\u201d is\u00a0a compilation of\u00a0a\u00a0year of research into\u00a0and reporting on\u00a0how to make housing more attainable\u00a0in the Badger State.<\/p>\n<p>Scholars at\u00a0AEI have\u00a0developed\u00a0a Housing Abundance Success Sequence that\u00a0Ed Pinto,\u00a0Peter\u2019s\u00a0co-director\u00a0at the\u00a0AEI Housing Center,\u00a0says will\u00a0\u201cunleash a swarm of supply.\u201d<\/p>\n<p>Under this model, government entities would:<\/p>\n<ul class=\"wp-block-list\">\n<li>Allow\u00a0small-lot flexibility for new subdivisions,\u00a0flexibilities\u00a0on\u00a0home dwelling type and lot splits\u00a0on existing lots,\u00a0and\u00a0the flexibility to build homes near jobs.<\/li>\n<li>Enable by-right zoning,\u00a0where a project is approved automatically if it meets all the local zoning and building codes,\u00a0preventing projects from being\u00a0delayed or killed by\u00a0a\u00a0discretionary review from a government body.<\/li>\n<li>Follow the Keep it Short and Simple (KISS) principle instead of micromanaging the process.<\/li>\n<\/ul>\n<p>In\u00a0the\u00a0Wisconsin\u00a0Capitol,\u00a0a number of\u00a0reform\u00a0measures are working their way through the legislative process,\u00a0according to Steineke.\u00a0The most notable\u00a0is a <a href=\"https:\/\/docs.legis.wisconsin.gov\/2025\/related\/proposals\/ab453\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ctruth in planning\u201d bill<\/a> that would help eliminate some of the uncertainty over local permitting approvals.<\/p>\n<p>Among other things, the bill\u00a0would\u00a0require\u00a0municipalities\u00a0to\u00a0approve residential housing developments if they meet all existing local requirements at the time of application,\u00a0require\u00a0local zoning ordinances to align with a community\u2019s comprehensive plan,\u00a0and\u00a0require\u00a0a simple majority vote
