WILL submi<\/span>tted<\/span> testimony on <\/span>seven<\/span>\u00a0pieces of legislation toda<\/span>y,\u00a0<\/span>providi<\/span>ng<\/span> important insight to lawmakers as they consider efforts to reign in wasteful government spending and promote liberty for <\/span>every single Wisconsinite<\/span><\/span><\/strong><\/h1>\n

AB 82:<\/strong> <\/span><\/span>This piece of legislation<\/span> <\/span>could be amended to include language requiring a \u201cgood faith estimate of the total amount of interest.\u201d This would ensure that voters are provided with the <\/span>important information<\/span> about the <\/span>financial impact<\/span> of the proposed referenda while giving local governments a safe harbor if the market shifts dramatically between the referendum approve and the issuing of the bonds.\u00a0<\/span>Additionally, this information could also <\/span>be required<\/span> to be shared with voters in a public format prior to the referendum.<\/span> <\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

AB 148:<\/span><\/span><\/strong> This <\/span>bill <\/span>require<\/span>s<\/span> the Department of Health Services to end automatic benefit renewal, restart eligibility redetermination, require redetermination to happen every six months, <\/span>demand <\/span>that those found to be ineligible are removed, and it require<\/span>s <\/span>data sharing with other agencies to streamline the process of applying for all kinds of benefits.<\/span><\/span>\u00a0<\/span><\/p>\n

AB 149:<\/strong> <\/span><\/span>The bill <\/span><\/span>would ensure that unemployment recipients are making a good faith effort to find a<\/span> job and not just using prospective employers to fulfill the work search requirement. The bill also includes a formalized mechanism for employers that have been ghosted to report this to <\/span>the <\/span><\/span>Department of Workforce Development<\/span><\/span> (<\/span>DWD<\/span>)<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

AB 150:\u00a0<\/span><\/span><\/strong>The bill<\/span> change<\/span>s <\/span>the program title from \u201cunemployment insurance\u201d to \u201creemployment assistance<\/span>.<\/span>\u201d<\/span> It enhances some of the work search requirements to include posting a resume weekly, directly contacting<\/span> possible employer<\/span>s<\/span>, and completing a reemployment counseling session towards the end of the benefits. Drug testing is already<\/span> require<\/span>d<\/span>,<\/span> but this reinforces that. Finally, it requires the state to keep<\/span> participatin<\/span>g<\/span> in the federal <\/span><\/span>Reemployment Services and Eligibility Assessment<\/span><\/span> (<\/span>RESEA<\/span>) <\/span>program that offers grants t<\/span>o<\/span> provi<\/span>d<\/span>e<\/span> reemployment services.<\/span><\/span>\u00a0<\/span><\/p>\n

AB 151:<\/span><\/span><\/strong> This bill r<\/span>equires any state agency that offers a workforce development program to keep track of and report specific metrics to show if it is working for the people <\/span>participating<\/span> in it. These include <\/span>the percentage<\/span> of those with a job after exiting, median earnings, those who get some <\/span>type of<\/span> schooling for a degree or certification of some sort, and their effectiveness in serving employers.<\/span><\/span>\u00a0<\/span><\/p>\n

AB 152:<\/strong> <\/span><\/span>This piece of legislation <\/span><\/span>makes a number of prudent changes to the administration of the <\/span>Unemployment Insurance <\/span>(<\/span>UI<\/span>)<\/span> progr<\/span>am<\/span>.<\/span> Perhaps <\/span>mo<\/span>st<\/span> important amongst these changes, is a weekly crosscheck with employment databases, prison records and death recor<\/span>ds<\/span>. <\/span>This provision will improve program integrity and lower the need to recoup overpayments by ensuring that UI recipients are actually eligible for the prog<\/span>ra<\/span>m.<\/span><\/span>\u00a0<\/span><\/p>\n

AB 153:<\/span><\/span><\/strong> This piece of legislation <\/span>will change how much unemployment benefits people can get. Right now, <\/span>the program includes <\/span>26 weeks<\/span> of benefits. Th<\/span>e <\/span>bill will make <\/span>the amount of benefits <\/span>an adjustable<\/span>, subject to<\/span> change depending on the seasonally adjusted state unemployment rate.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n
