{"id":2647,"date":"2023-05-05T20:02:46","date_gmt":"2023-05-05T20:02:46","guid":{"rendered":"https:\/\/wifamily.news\/?p=2647"},"modified":"2023-05-05T20:58:10","modified_gmt":"2023-05-05T20:58:10","slug":"one-of-wisconsins-most-notorious-paroled-killers-hit-with-restraining-order-back-in-custody","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=2647","title":{"rendered":"One of Wisconsin\u2019s Most Notorious Paroled Killers Hit With Restraining Order, Back in Custody"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.wisconsinrightnow.com\/paroled-killer-randolph-whiting\/\">https:\/\/www.wisconsinrightnow.com\/paroled-killer-randolph-whiting\/<\/a><\/p>\n<p><em><strong>The DAY AFTER Wisconsin Right Now asked Tony Evers\u2019 Department of Corrections if it was taking action to revoke Randolph Whiting\u2019s parole, he was taken back into custody.<\/strong><\/em><\/p>\n<p>Randolph \u201cGargoyle\u201d Whiting is one of the most notorious paroled killers in Wisconsin history; he was convicted of gang raping a Green Bay woman and then cutting her throat so severely he almost beheaded her, before leaving her in a manure pit to die. In fact, when we wrote a 60-plus part series on the brutal killers and rapists who were freed by Gov. Tony Evers\u2019 then appointee to the Wisconsin Parole Commission last fall, Whiting\u2019s case was the first we featured.<\/p>\n<p>We\u2019ve now learned that, on April 24, 2023, a domestic violence-related restraining order was filed against Whiting in Waupaca County Circuit Court. <a href=\"https:\/\/wcca.wicourts.gov\/caseDetail.html?caseNo=2023CV000092&amp;countyNo=68&amp;index=0&amp;mode=details\" target=\"_blank\" rel=\"noopener nofollow\">According to court records<\/a>, a judge granted the restraining order on May 2, 2023, for four years.<\/p>\n<p>Whiting was not taken back into custody until May 4, the day AFTER Wisconsin Right Now asked DOC what was being done about it. Here\u2019s our May 3 email to DOC:<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-105122 size-full\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/Whiting10.png\" alt=\"paroled killer\" width=\"1326\" height=\"410\" title=\"paroled killer\" \/><\/p>\n<p>Jail booking records show he was booked the following day into the Waupaca County Jail.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-105123 size-full\" src=\"https:\/\/www.wisconsinrightnow.com\/wp-content\/uploads\/2023\/05\/whiting11.png\" alt=\"paroled killer\" width=\"1323\" height=\"51\" title=\"paroled killer\" \/><\/p>\n<p>DOC finally responded on May 5, writing merely, \u201cDCC staff are investigating.\u201d<\/p>\n<p>The woman who filed the retraining order, whose name we are withholding because she is an alleged domestic violence victim, wrote the court, \u201cThere is no doubt if I had not asked him to leave my home, I would be dead by now.\u201d She accused Whiting of \u201cputting something in my food and beverages,\u201d squeezing her throat, threatening her, and being controlling. Whiting denied the allegations in a letter, raising concerns about the woman\u2019s mental health.<\/p>\n<p><a href=\"https:\/\/appsdoc.wi.gov\/lop\/details\/detail\" target=\"_blank\" rel=\"noopener nofollow\">Wisconsin DOC records online still list<\/a> Whiting as living on \u201cactive community supervision\u201d in Waupaca, despite the jail booking sheet.<\/p>\n<figure id=\"attachment_105112\" aria-describedby=\"caption-attachment-105112\" style=\"width: 1415px\" class=\"wp-caption alignnone\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-105112 size-full\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/whiting2.jpg\" alt=\"randolph whiting\" width=\"1415\" height=\"866\" title=\"paroled killer\" \/><figcaption id=\"caption-attachment-105112\" class=\"wp-caption-text\">A portion of the woman\u2019s restraining order against randolph whiting.<\/figcaption><\/figure>\n<p>\u00a0<\/p>\n<p>Whiting has not been charged with a crime in association with the new allegations.<\/p>\n<p>A letter submitted with the injunction says the woman met Whiting when she rented an apartment to his son. She lived on the first floor of a two-family home and rented out the upper unit.<\/p>\n<p>She wrote that she started seeing Whiting St. around Christmas of 2020.<\/p>\n<p>He was living in the basement of his sister\u2019s home at the time. He asked her to marry him shortly after they started dating. They underwent premarital counseling at a church. He told her that God \u201ccreative a suitable helper for him. God created woman. God wants marriage. Wives be submissive to your husbands,\u201d the woman alleged.<\/p>\n<p>She alleged that Randy Jr. moved out of the apartment after alleging that his father \u201cpushed him across the room and he was scared of his anger.\u201d<\/p>\n<p>They married in March 2021. She alleged that Whiting \u201cstarted to try to control me, especially how much money I spent. It started with haircuts, makeup and cigarettes. He would not help me purchase good tires for my car.\u201d She paid half of his car repairs and he did not do it in return, the restraining order claims.<\/p>\n<p>She spoke with a pastor who \u201csaid be patient and let him have control since he was in jail for 35 years without choices or control. He even controlled the decorating,\u201d the woman wrote.<\/p>\n<p>The woman alleged that after an argument at a diner, Whiting \u201cgrabbed me by the throat and squeezed. It really scared me. I saw the other personality. He cried and apologized several times.\u201d<\/p>\n<p>When they would argue while driving \u201che would act like he was going to drive the vehicle into oncoming traffic. He did that more and more often. He would hold my elderly dog a few feet off the ground and drop her on her feet knowing she has a bad hip and knee. He would grab me wherever and squeeze,\u201d she wrote.<\/p>\n<p>She claimed that, after another argument, \u201che chased me into my bedroom because I refused to argue with him. He was very angry and grabbed me by the arm very hard,\u201d the restraining order alleges.<\/p>\n<p>The woman told the court that Whiting told her \u201cif anyone ever hurt him, his friend\u2026. Would kill them\u2026He also told me if I ever hurt him (a relative) would hurt me.\u201d<\/p>\n<p>She said she has lost a \u201csignificant amount of weight in the last few months and believe he has been putting something in my food and beverages. Prior to April of this year, Randy almost always picks up my prescription medications. There is no doubt if I had not asked him to leave my home, I would be dead by now.\u201d<\/p>\n<p>Whiting wrote a letter in his own defense that is also in the court file. In it, he accused the woman of telling a pastor he had tampered with her fone and was controlling \u201cbecause I was making financial decisions without her and wanting to know how she was spending her money. She was not willing to challenge any of her thinking and blamed all our problems on me. Never once did she mention any sort of abuse.\u201d<\/p>\n<figure id=\"attachment_105110\" aria-describedby=\"caption-attachment-105110\" style=\"width: 300px\" class=\"wp-caption alignnone\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-105110\" src=\"https:\/\/www.wisconsinrightnow.com\/wp-content\/uploads\/2023\/05\/whiting-300x61.jpg\" alt=\"randolph whiting\" width=\"300\" height=\"61\" title=\"paroled killer\" \/><figcaption id=\"caption-attachment-105110\" class=\"wp-caption-text\">A portion of randolph whiting\u2019s letter to the court.<\/figcaption><\/figure>\n<p>He alleged that she had \u201cnot once mention to any of them a hint of physical abuse,\u201d referencing the woman\u2019s children, other family members, and Whiting\u2019s sister.<\/p>\n<p>\u201cAs a group, her entire family is concerned about her mental health,\u201d he wrote. He alleged that she accused another man of poisoning her too and stated that the woman\u2019s daughter went with Whiting to the Waupaca Police Department to speak with an officer who had given the woman a ride to the courthouse to pick up the TRO paperwork. He alleged that the daughter \u201cexplained to him that she was seriously concerned about her mother\u2019s current state of mind and overall mental health.\u201d<\/p>\n<p>He alleged the marriage disintegrated because of poor communication and financial issues. He said she told him she loved him and blew kisses over the phone and then when he called again the same day, she told him she wanted a divorce and filled garbage bags with his clothes.<\/p>\n<p>Since 2019, Gov. Tony Evers\u2019 Parole Commission <a href=\"https:\/\/www.wisconsinrightnow.com\/2022\/09\/07\/tony-evers-killers-rapists\/\" target=\"_blank\" rel=\"noopener\">has released<\/a> hundreds of convicted criminals, freeing them early on parole mostly into Wisconsin communities, including more than 300 murderers and attempted murderers, and more than 47 child rapists.<\/p>\n<p>Randolph Whiting was one of them. His release was discretionary. He was paroled from a 1980s era murder victim. The victim was named Margaret Anderson.<\/p>\n<p>Many called the death of Margaret Anderson the most \u201cbrutal murder in Green Bay history,\u201d <a href=\"https:\/\/www.wbay.com\/content\/news\/Last-defendant-in-torture-murder-of-Margaret-Anderson-gets-parole-566890041.html\" target=\"_blank\" rel=\"noopener nofollow\">according to WBAY-TV.<\/a><\/p>\n<p>A <a href=\"https:\/\/www.amazon.com\/Torture-Back-Forty-Margaret-Anderson\/dp\/0982000936\" target=\"_blank\" rel=\"noopener nofollow\">book<\/a> written about her death says she was practically \u201cbeheaded\u201d and left to die in a manure pit. A group of biker gang members, including Randolph \u201cGargoyle\u201d Whiting, gang-raped her in a bar, beat her with a cue stick, and then, prosecutors said, Whiting slashed her throat from ear-to-ear and dumped her in the pit.<\/p>\n<p>\u201cThey actually tortured her and beat the \u2018h\u2019 out of her,\u201d a retired police officer told WBAY.<\/p>\n<p>The Green Bay Press-Gazette reported that the neck wound was 6 to 8 inches long, appearing to \u201cgo halfway through her neck.\u201d Anderson was discovered lying on the road in a pool of blood \u201cwith her arms thrashing above her head,\u201d before she gasped and died.<\/p>\n<p>According to WBAY, she was found by a cattle truck driver who initially thought she was a hurt animal crawling on the road.<\/p>\n<h2>Evers\u2019 Parole Commission Released Randolph Whiting Early<\/h2>\n<figure id=\"attachment_88467\" aria-describedby=\"caption-attachment-88467\" style=\"width: 234px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-88467 size-medium\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/whiting-e1661733104692-234x300-1.jpg\" alt=\"randolph whiting\" width=\"234\" height=\"300\" title=\"paroled killer\" \/><figcaption id=\"caption-attachment-88467\" class=\"wp-caption-text\">Randolph whiting<\/figcaption><\/figure>\n<p>Whiting, 63, was paroled on Jan. 21, 2020. He had received a life sentence in the 1984 case, which occurred before truth-in-sentencing laws went into effect.<\/p>\n<p>According to the Green Bay Press-Gazette newspaper, Whiting claimed to have found religion and wrote articles for a blog called \u201cBetween the Bars.\u201d In one of them, written in April 2013, he claimed \u201cI am \u2026 no longer the person who committed murder. People can choose to continue to hate me for the person I was 30 years ago, but that person is already dead.\u201d<\/p>\n<p><a href=\"https:\/\/mikedauplaise.com\/books\/torture-at-the-back-forty\/\" target=\"_blank\" rel=\"noopener nofollow\">As author Mike Duplaise writes<\/a>, \u201cMargaret Anderson was a divorced mother with a teenage son, scraping out a very modest existence in early 1980s Green Bay, Wisconsin, when a night out during the holiday season turned into a nightmare. Before the next day would dawn, Margaret would become the victim of one of the most horrific murders in Green Bay\u2019s history.<\/p>\n<p>She would endure two hours of torture at the hands of four motorcycle club members inside the Back Forty tavern after closing time, before being driven to a manure clean-out area outside a meat packing plant on the edge of town. There, one of the bikers cut her throat and left her for dead in the snow of a brutally cold winter night.\u201d<\/p>\n<p>Tamra Copple Sonsteng of Helena, Montana, was Anderson\u2019s niece. <a href=\"https:\/\/www.greenbaypressgazette.com\/story\/news\/2020\/01\/14\/green-bay-rape-murder-victim-margaret-andersons-killer-randoph-whiting-paroled-next-week\/4456351002\/\" target=\"_blank\" rel=\"noopener nofollow\">She told the Green Bay Press-Gazette <\/a>in 2020, of Whiting and the other men there that day: \u201cThere has never been any remorse. These guys didn\u2019t care. They never once contacted family members to say, \u2018I apologize, I was drunk, I was really drugged up.\u2019\u201d<\/p>\n<p>The article says that Sonsteng believes Whiting was released in part because her parents and most siblings are gone. She recommended against his release. She received a letter from Evers\u2019 Parole Commission Chairman John Tate saying that Whiting was being released. Evers, who first appointed Tate in 2019, reappointed him in 2021, after Whiting\u2019s release. Tate had sole authority over the release, but Evers noted that he was \u201cpleased\u201d to reappoint Tate after Tate gave Whiting freedom.<\/p>\n<p>According to a 1984 article in the Green Bay Press-Gazette, the victim, Margaret Anderson, died a horrific death. Her throat was slashed, and she was badly beaten.<\/p>\n<p>The killer was Randolph \u201cGargoyle\u201d Whiting, prosecutors said. He was 24 at the time.<\/p>\n<p>A newspaper article from the time described how a passerby found Anderson with a neck wound that had \u201cblood coming out like a fountain of water. But he was the only person ever convicted of murder in her case. Three other men also drove her from a bar to a manure pit, where she was dumped.<\/p>\n<p><a href=\"https:\/\/www.greenbaypressgazette.com\/story\/news\/2020\/01\/14\/green-bay-rape-murder-victim-margaret-andersons-killer-randoph-whiting-paroled-next-week\/4456351002\/\" target=\"_blank\" rel=\"noopener nofollow\">A 2020 article in the Press Gazette said<\/a> all four of these men are today walking free. Whiting\u2019s ex-wife was quoted as saying \u201cthey should die there,\u201d referring to prison.<\/p>\n<p>The newspaper reported that the men were part of a biker gang, and they gang-raped the victim at a bar, while one beat her with a cue stick. But it was Whiting who slashed her throat \u201cear-to-ear\u201d and tossed her in the manure pit, prosecutors argued.
