Republished with permission.\u00a0<\/em><\/strong><\/p>\n<hr \/>\n<p>The Wauwatosa School District\u2019s approach to rehabilitating juvenile delinquents includes exposing them to radical BLM ideologies and activists, setting graduates up for failure when they return to society, open records acquired by the MacIver News Service reveal.<\/p>\n<p>Milwaukee County judges often sentence juvenile offenders to the Vel R. Phillips Youth &amp; Family Justice Center as an alternative to sending them to the state-run facility at Lincoln Hills.<\/p>\n<p>\u201cWe lose all control over services programming [when they go to Lincoln Hills], they\u2019re disconnected from their families and communities, and we just, we feel we need to do as much as we can to get these kids home here in Milwaukee,\u201d <a href=\"https:\/\/urbanmilwaukee.com\/2023\/04\/10\/mke-county-new-juvenile-justice-facility-advances\/\" target=\"_blank\" rel=\"noopener nofollow\">according to Kelly Penthke<\/a>, Milwaukee County director of the division of Children Youth and Family Services.<\/p>\n<p>Vel Phillips is both a detention center run by the county and a high school run by the Wauwatosa School District. <a href=\"https:\/\/urbanmilwaukee.com\/2022\/09\/07\/mke-county-county-planning-32-bed-srcccy\/\" target=\"_blank\" rel=\"noopener nofollow\">The detention center<\/a> can house up to 127 inmates at a time, and the <a href=\"https:\/\/www.wauwatosa.k12.wi.us\/site\/Default.aspx?PageID=192\" target=\"_blank\" rel=\"noopener nofollow\">high school\u2019s population<\/a> varies between 80 and 200. Many of them are awaiting trial.<\/p>\n<p>Once convicted, the worst of the worst offenders are assigned to the Milwaukee County Accountability Program (MCAP), which is also administered by Wauwatosa educators. The program can handle 24 students at a time. It\u2019s meant to rehabilitate them and prevent them from committing further to a life of crime.<\/p>\n<p>\u201cThere\u2019s only like three crimes everybody commit: car theft, robbery, murder\u2026 and high-speed chases. So, there\u2019s like four. And that\u2019s probably what a lot of people are here for, one of them four,\u201d one student explained in a podcast recorded by his teacher.<\/p>\n<p>\u201cThis is jail. There\u2019s just a different name for it. It\u2019s definitely prison,\u201d another student added.<\/p>\n<p>The students expressed their eagerness to avoid prison in the future. Unfortunately, MCAP has a lousy record of reforming juvenile delinquents. <a href=\"https:\/\/www.wisbar.org\/NewsPublications\/InsideTrack\/Pages\/Article.aspx?Volume=14&amp;ArticleID=29142\" target=\"_blank\" rel=\"noopener nofollow\">According to the Wisconsin Bar Association<\/a>, 62% of MCAP graduates re-offend.<\/p>\n<p>In fact, two of Milwaukee County\u2019s most horrific recent murders were allegedly committed by recent MCAP graduates. <a href=\"https:\/\/www.fox6now.com\/news\/milwaukee-mother-killed-christmas-eve-shootout-man-charged\" target=\"_blank\" rel=\"noopener nofollow\">Omarion Danielson<\/a>, charged with murdering a mother on Christmas Eve in front of her son, and <a href=\"https:\/\/www.wisn.com\/article\/wisconsin-17-year-old-charged-in-homicide-of-12-year-old-boy-at-party\/43276517\" target=\"_blank\" rel=\"noopener nofollow\">Lawrence Griffin<\/a>, charged with murdering a 12-year-old after first stealing his eyeglasses, are both said to have attended MCAP in 2020.<\/p>\n<p>\u201cIf the process worked, a lot of kids wouldn\u2019t come back,\u201d one of the students in the\u00a0<a href=\"https:\/\/soundcloud.com\/user-328766728\/joe-and-tj?si=70b8fc185e024d6fbee421853c743d2b&amp;utm_source=clipboard&amp;utm_medium=text&amp;utm_campaign=social_sharing\" target=\"_blank\" rel=\"noopener nofollow\">podcast<\/a>\u00a0said \u201cA lot of kids come right back.\u201d<\/p>\n<p>Much of the blame should be placed squarely on the educators in charge of the program. They seem far less interested in helping their students fit into society than they are in keeping them at odds with it. MCAP\u2019s curriculum regularly exposes students to radical ideologies and activists.<\/p>\n<p>During civics class in 2020, MCAP students were taught about Seattle\u2019s autonomous zone and asked if they thought Milwaukee should establish one too. Described as \u201csections of cities blocked off, free from police and other government regulations,\u201d students listed far more benefits than problems with the idea.<\/p>\n<p>Like many other public schools in Wisconsin, Wauwatosa held a \u201cBlack Lives Matter in Schools Week\u201d at Vel Phillips in 2020. Students were encouraged to write an essay answering the prompt \u201cSchools show that Black Lives Matter when they\u2026\u201d The responses were not included in the records released to MacIver.<\/p>\n<p>Vel R. Phillips\u2019 instructional coach, Rebecca Kirchman, even circulated BLM\u2019s \u201cWeek of Action Demands\u201d to her colleagues at the high school\/detention center. Those demands included \u201cRestorative justice in all schools\u201d and \u201cfund counselors, not cops.\u201d<\/p>\n<p>Students were also exposed to <a href=\"https:\/\/s17596.pcdn.co\/wp-content\/uploads\/2023\/04\/Black-Panthers-10-point-Program.pdf\" target=\"_blank\" rel=\"noopener nofollow\">lessons<\/a> about the Black Panthers. <a href=\"https:\/\/s17596.pcdn.co\/wp-content\/uploads\/2023\/04\/Black-Panthers-PBS-Discussion-Guide.pdf\" target=\"_blank\" rel=\"noopener nofollow\">The lesson guide, produced by PBS television<\/a>, presented law enforcement as racist and the Panthers as antiracist. The justice system itself is described as \u201cracist and fascist.\u201d<\/p>\n<figure id=\"attachment_105216\" aria-describedby=\"caption-attachment-105216\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-105216 size-full\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/black-panthers-300x224-1.jpg\" alt=\"Milwaukee County Accountability Program\" width=\"300\" height=\"224\" title=\"Milwaukee County Accountability Program\" \/><figcaption id=\"caption-attachment-105216\" class=\"wp-caption-text\">Local leaders from the black panthers at vel r. Phillips in 2020.<\/figcaption><\/figure>\n<p>According to the guide, \u201cToday, many original Panthers continue their work for liberation in different ways.\u201d To really bring that point home, the school brought in local Black Panther leaders, including \u201cKing Rick,\u201d to talk to the MCAP students.<\/p>\n<p>Kirchman explained in an email that \u201cMCAP are comparing\/contrasting BLM and original Black Panther Party. Speaker will explain the latter and how it relates to today\u2019s movement\/work.\u201d<\/p>\n<p>Admittedly, King Rick only appears to have visited with the MCAP students once. Another local activist, named Khalil Coleman, had regular access to the students for years as a paid contractor with the Wauwatosa School District. In many ways, Coleman proved to be far more controversial than even the longtime local leader of the Black Panthers. Coleman was <a href=\"https:\/\/s17596.pcdn.co\/wp-content\/uploads\/2023\/04\/Khalil-GD.jpg\" target=\"_blank\" rel=\"noopener nofollow\">affiliated<\/a> with the national street gang, the <a href=\"https:\/\/www.wisconsinrightnow.com\/khalil-coleman\/?amp=1\" target=\"_blank\" rel=\"noopener\">Gangster Disciples<\/a>, but he would become even more controversial before long.<\/p>\n<p>In October 2018, a community organizer named Sharlen Moore introduced Vel. R Phillips\u2019 principal, Dean Heus, to Coleman over email. Coleman had written two books about growing up in the inner city and ran his own business called Changing Lives Through Literature (CLTL).<\/p>\n<p>\u201cI think this would be a great opportunity for the young people at the Vel Phillips Juvenile Center. Khalil has a curriculum that goes along with his book and I would love to extend the opportunity for the school to engage some of the young men,\u201d Moore explained.<\/p>\n<p>The <a href=\"https:\/\/milwaukeecourieronline.com\/index.php\/2018\/12\/22\/khalil-coleman-shares-life-and-lessons-with-a-time-and-place-keylandas-story\/\" target=\"_blank\" rel=\"noopener nofollow\">Milwaukee Courier<\/a> described that curriculum as \u201cbased around the social justice issues in the book that prepares students for civic engagement projects.\u201d<\/p>\n<p>Heus encouraged Coleman to submit a formal proposal to run workshops at Vel R. Phillips. Coleman claimed he would help students with reading, writing, vocabulary, critical thinking, speaking, community service, organizing, youth development, and team building. He was never asked for a resume or proof of certifications. Coleman did include a rough <a href=\"https:\/\/s17596.pcdn.co\/wp-content\/uploads\/2023\/04\/Khalil-Coleman-Bio.pdf\" target=\"_blank\" rel=\"noopener nofollow\">bio<\/a> in his emails, but it showed no history of working for anyone but himself.<\/p>\n<p>For the next year, Coleman\u2019s <a href=\"https:\/\/s17596.pcdn.co\/wp-content\/uploads\/2023\/04\/CLTL-workshop.pdf\" target=\"_blank\" rel=\"noopener nofollow\">workshops<\/a> would dominate the school\u2019s English Language Arts program. He taught a 10-week module centered around his books, restorative justice, and criminal rights. Danielson and Griffin attended those classes.<\/p>\n<figure id=\"attachment_105218\" aria-describedby=\"caption-attachment-105218\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-105218 size-full\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/Time-and-Place-300x287-1.jpg\" alt=\"Milwaukee County Accountability Program\" width=\"300\" height=\"287\" title=\"Milwaukee County Accountability Program\" \/><figcaption id=\"caption-attachment-105218\" class=\"wp-caption-text\">Khalil charged the wauwatosa school district paid $15 for each of these books.<\/figcaption><\/figure>\n<p>From Dec. 2019 to Jan. 2021, the Wauwatosa School District paid Coleman $11,060.50 for books, workshops, and other materials. Based on his hourly rate of $25, Coleman spent up to 265 hours with students during those two years.<\/p>\n<p>Coleman wasn\u2019t just teaching high school English classes in Wauwatosa in 2020. He was also leading a terrorist organization called the \u201c<a href=\"https:\/\/www.maciverinstitute.com\/2022\/11\/how-the-peoples-revolution-led-a-textbook-insurgency-in-wauwatosa-and-escaped-justice\/\" target=\"_blank\" rel=\"noopener nofollow\">People\u2019s Revolution<\/a>\u201d that waged a low-level insurgency throughout the city during the summer of 2020. For 200 consecutive days, the People\u2019s Revolution disrupted businesses, destroyed property, and terrorized residents. At one point, the group conducted a terrorist attack on two police officers in their home.<\/p>\n<p>It was no secret that Kahlil Coleman was the leader of the People\u2019s Revolution. It was reported in the media and police reports indicate law enforcement had mapped out the organization\u2019s structure. Few were held accountable by the justice system. No charges were filed against Coleman at all.<\/p>\n<p>While leading that insurgency, Coleman was getting ideas for future workshops at Vel R. Phillips. Sometime that fall, he pitched a new history workshop. It would have touched on topics like \u201cLong Black Freedom Movement,\u201d \u201cResistance and Youth Movements,\u201d and \u201cinteractions with the justice system.\u201d The school loved it and approved a new contract with Coleman in January 2021. Unfortunately for Coleman, he never had the chance to turn this next vision into reality.<\/p>\n<p>In February 2021, Coleman linked up with a <a href=\"https:\/\/www.fox6now.com\/news\/us-marshals-3-warrants-out-for-arrest-of-joshua-clarey\" target=\"_blank\" rel=\"noopener nofollow\">local fugitive<\/a> and a 17-year-old. They drove down to Kentucky and robbed a drug house at gunpoint. The three were arrested fleeing from the scene. Coleman was <a href=\"https:\/\/www.wisconsinrightnow.com\/khalil-coleman-found-guilty\/\" target=\"_blank\" rel=\"noopener\">convicted<\/a> of first-degree robbery in April 2022, with a recommended sentence of ten years. The <a href=\"https:\/\/www.wisconsinrightnow.com\/khalil-coleman-arrested\/?fbclid=IwAR0cQSgcL5_cakDS3_081rH-_Myf38meafk0ksSz1Z9XILmKbtIcj4y5ljs\" target=\"_blank\" rel=\"noopener\">17-year-old<\/a> was from Indiana and not connected to MCAP.<\/p>\n<p>MacIver\u2019s open records request did not yield any mention of Khalil Coleman after Feb. 10, 2021. The last email was a calendar update. Khalil was scheduled to teach from 10 am \u2013 1:20 pm on Feb. 12, 2021. The records don\u2019t indicate whether Khalil made it to class that day. Coleman was arrested in Kentucky on <a href=\"https:\/\/www.wisconsinrightnow.com\/khalil-coleman-arrested\/?fbclid=IwAR0cQSgcL5_cakDS3_081rH-_Myf38meafk0ksSz1Z9XILmKbtIcj4y5ljs\" target=\"_blank\" rel=\"noopener\">Feb. 15th<\/a>. The last check Wauwatosa Schools sent to Coleman was dated Jan. 28, 2021.<\/p>\n<p>It does not appear that Coleman\u2019s connection to MCAP has ever been made public. Crimes connected to MCAP graduates are also kept quiet.<\/p>\n<p>Despite the program\u2019s track record, it has the support of the Milwaukee County Board of Supervisors. It just approved a $31.3 million plan to renovate the detention center and expand MCAP from 24 to 32 students at a time. $28.3 million of that funding came from a state taxpayer-funded grant.<\/p>\n<p>It\u2019s not surprising that the board supported the expansion.
