It\u2019s a bit under what the latest federal transit data says is average: In 2021, for every mile the trolley ran, four people got on; for every hour a <a href=\"https:\/\/thehopmke.com\/faqs\/\" target=\"_blank\" rel=\"noreferrer noopener\">150-passenger<\/a> car runs, 23 people board.<\/p>\n<p>That\u2019s why it surprised no one that, when a garbage truck crashed into a streetcar in March, no passengers were hurt, there <a href=\"https:\/\/www.tmj4.com\/news\/local-news\/streetcar-garbage-truck-crash-in-downtown-milwaukee\" target=\"_blank\" rel=\"noreferrer noopener\">being no passengers<\/a>.<\/p>\n<p>It\u2019s why, again in those latest Federal Transit Administration <a href=\"https:\/\/www.transit.dot.gov\/ntd\/transit-agency-profiles\" target=\"_blank\" rel=\"noreferrer noopener\">numbers<\/a>, The Hop cost $15.03 <em>per ride<\/em> in operating expenses, never mind the cost of rails and wires \u2014 not a dime of it paid by passengers. It\u2019s why the Legislature is doing Milwaukee a favor when it says, \u201cenough.\u201d<\/p>\n<p>The low passenger counts along the route that was supposed to be most hungry for trams \u2014 train station to Third Ward to office towers \u2014 are only half the equation. The numerator is the cost. The FTA\u2019s latest figures say that in 2021 for every hour a Milwaukee streetcar is out impeding traffic, it costs the city $351.<\/p>\n<p>Compare that to the alternative. The Milwaukee County Transit System runs not throughout downtown but through much of metro Milwaukee. It uses buses, plain old buses, though clean and comfortable. Every hour one is running the streets, it picks up about half as many passengers as the streetcar, but it costs only $103 to operate, or 29% of the price.<\/p>\n<p>Buses just cost less to run: $142 per vehicle-hour in Madison, for instance, or $95 in Appleton. Streetcars cost more: Portland\u2019s larger, established system pays $251 an hour in operating costs. Philadelphia pays $275 an hour, says the FTA, while its buses cost $169 to do the same thing. This suggests The Hop will remain costly even if the city expands it past the best-case starter route, as supporters hope.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/05\/Screen-Shot-2023-05-11-at-1.04.30-PM.png\" alt=\"Graph of Monthly Ridership for Milwaukee Hop Streetcar\" class=\"wp-image-46338\" width=\"483\" height=\"351\" \/><\/figure>\n<\/div>\n<p>It will remain costly even if ridership bounces back. In 2019, when new, the trolley attracted 760,000 people to take fare-free rides. Ridership crashed in 2020 amid pandemic lockdowns. Despite The Hop still being fare-free \u2014 no fareboxes are even installed \u2014 it has only half-recovered, with 372,000 passengers last year. Squeeze your eyes shut and wish hard for 500,000 this year: That\u2019s still about $10 a ride.\u00a0\u00a0<\/p>\n<p>Again, that\u2019s just operating costs. The existing 2.1-mile set-up cost about $124 million, including about <a href=\"https:\/\/www.railwayage.com\/passenger\/light-rail\/brookville-streetcars-for-milwaukee\/\" target=\"_blank\" rel=\"noreferrer noopener\">$4.5 million each<\/a> for the cars. The city in 2019 priced a 0.4-mile extension at <a href=\"https:\/\/city.milwaukee.gov\/mayorbarrett\/News\/2019-News\/City-Announces-Bold-Proposal-to-Expand-the-Hop-and-Extend-Momentum-Beyond-Downtown-Milwaukee.htm\" target=\"_blank\" rel=\"noreferrer noopener\">$28 million<\/a>, or about $70 million a mile, not out of line with what <a href=\"https:\/\/sgp.fas.org\/crs\/misc\/R43464.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Seattle paid<\/a> over a decade ago, for rails and wires that serve no other means of transport. Buses, by contrast, use existing pavement. And they cost about <a href=\"https:\/\/urbanmilwaukee.com\/wp-content\/uploads\/2023\/03\/23-446-REPORT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$900,000 each<\/a>. That means you can afford to run more of them, more frequently, for better service.\u00a0<\/p>\n<p>But talk of dollars per ride misses the point of a project that\u2019s less about transportation than transformation. The city\u2019s <a href=\"https:\/\/thehopmke.com\/expansion\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> says, \u201cThe vision for The Hop has always been to serve as a catalyst for economic growth.\u201d Ex-mayor Tom Barrett, talking up expansion, <a href=\"https:\/\/city.milwaukee.gov\/mayorbarrett\/News\/2019-News\/City-Announces-Bold-Proposal-to-Expand-the-Hop-and-Extend-Momentum-Beyond-Downtown-Milwaukee.htm\" target=\"_blank\" rel=\"noreferrer noopener\">billed it<\/a> as \u201ca catalyst for economic growth.\u201d The city\u2019s grandiose new plan to rip up and rebuild downtown, touts \u201cthe ability of the streetcar system to spur economic development.\u201d\u00a0\u00a0<\/p>\n<p>It\u2019s not about moving people around but signaling coolness. If developers see rails, goes the thinking, they\u2019ll want to build, the story goes.\u00a0\u00a0<\/p>\n<p>The idea has been <a href=\"https:\/\/nap.nationalacademies.org\/read\/14422\/chapter\/2\" target=\"_blank\" rel=\"noreferrer noopener\">questioned<\/a> or <a href=\"https:\/\/phys.org\/news\/2019-02-streetcars-dont-heightened.html\" target=\"_blank\" rel=\"noreferrer noopener\">debunked<\/a> for <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2013-09-17\/when-it-comes-to-streetcars-and-economic-development-there-s-so-much-we-don-t-know\" target=\"_blank\" rel=\"noreferrer noopener\">years<\/a>, with development <a href=\"https:\/\/www.cato.org\/sites\/cato.org\/files\/pubs\/pdf\/PA699.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">mostly coming<\/a> from tax incentives.\u00a0 In Milwaukee, Barrett in 2019 tried claiming The Hop spurred millions in development. His <a href=\"https:\/\/www.badgerinstitute.org\/diggings\/the-hops-influence-is-a-flop\/\" target=\"_blank\" rel=\"noreferrer noopener\">story imploded<\/a> when Badger Institute journalist Ken Wysocky interviewed the developers involved. Most said emollient things about the costly rolling adornment but said it didn\u2019t catalyze their cranes.\u00a0\u00a0<\/p>\n<p>Want to help downtown? How about doing a better job at curbing Milwaukee\u2019s <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/mass-shooting-leaves-17-injured-milwaukee-rcna28856\" target=\"_blank\" rel=\"noreferrer noopener\">horror-show moments<\/a> in the national headlines. Milwaukee\u2019s crime spike has <a href=\"https:\/\/www.badgerinstitute.org\/latest-crime-figures-show-a-milwaukee-in-trouble\/\" target=\"_blank\" rel=\"noreferrer noopener\">scarcely abated<\/a>, and the city <a href=\"https:\/\/www.badgerinstitute.org\/the-thinning-blue-line-milwaukee-police-departments-attrition-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">can\u2019t fill<\/a> even the depleted number of authorized police positions.\u00a0\u00a0<\/p>\n<p>This is why the Legislature offered ample new funding specially to Milwaukee \u2014 not only a share of the state\u2019s sales tax revenue but power for the city to levy the extra sales tax it long has sought. The city said it couldn\u2019t afford both cops and its pension obligations, so the Legislature is offering money \u2014 so long as the city doesn\u2019t spend any of it on its luxury-priced decorative trolley that cost $124 million before the first rider boarded and costs another $15 a ride now.<\/p>\n<p>Both city officials and Gov.
