{"id":3583,"date":"2023-04-25T01:35:01","date_gmt":"2023-04-25T01:35:01","guid":{"rendered":"https:\/\/wifamily.news\/?p=3583"},"modified":"2023-06-15T21:03:50","modified_gmt":"2023-06-15T21:03:50","slug":"campaign-finance-transparency","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=3583","title":{"rendered":"Campaign Finance Transparency"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/badgerbubbler.com\/news\/campaign-finance-transparency\">https:\/\/badgerbubbler.com\/news\/campaign-finance-transparency<\/a><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">Last week I talked about Wisconsin changing the laws regarding carpetbagging which I would like to see modified to make residency requirements unified for all local elections.\u00a0 This week I&#8217;d like to address the campaign finance reporting exemption.\u00a0 There are two aspects concerning exceptions on the books, one is a Statement of No Activity which I believe should be maintained as is.\u00a0<br \/><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/04\/CampaignFinanceReport01.webp\" alt=\"CampaignFinanceReport01\" width=\"474\" height=\"430\" style=\"margin: 10px auto\" \/><br \/>The second is a Reporting Exemption.\u00a0 Here is the law according to WEC website:<br \/><\/span><\/p>\n<p style=\"padding-left: 30px\"><span class=\"ms-rteThemeFontFace-1\" style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">To be eligible for a reporting exemption, the committee must not accept\u00a0contributions or\u00a0expenditures in aggregate of $2,500\u00a0in a calendar year. <a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/11\/I\/0104\/1\/a\" style=\"color: #000080\">Wis. Stat.\u00a0\u00a7 11.0104(1)(a)<\/a>. Incurred debts and obligations are included in the $2,500\u00a0threshold. A committee which in a calendar year, collects $1,600 of contributions and spends $1,000 has $2,600 of aggregate activity and is not eligible to claim exemption.<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">For a candidate committee, contributions (including loans) from the candidate are included in the $2,500 threshold.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">As a conduit does not report its receipts, the $2,500 threshold\u200b only applies to expenditures.\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/11\/I\/0104\/1\/a\" style=\"color: #000080\">Wis. Stat.\u00a0\u00a7 11.0104(1)(a)<\/a>.\u00a0<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">A committee or conduit&#8217;s exempt status remains in effect only for the calendar year in which the request is made.\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/11\/I\/0104\/2\" style=\"color: #000080\">Wis. Stat.\u00a0\u00a7\u00a011.0104(2)\u200b<\/a>.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div style=\"padding-left: 30px\"><span class=\"ms-rteThemeFontFace-1\" style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">A committee or conduit&#8217;s exempt status remains in effect only for the calendar year in which the request is made.\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/11\/I\/0104\/2\" style=\"color: #000080\">Wis. Stat.\u00a0\u00a7 11.0104(2)\u200b\u200b<\/a>.\u00a0<\/span><\/div>\n<div style=\"padding-left: 30px\"><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\"><span class=\"ms-rteThemeFontFace-1\">In a calendar year in which a state\u00a0candidate committee is participating in an election, the candidate committee cannot claim the exemption covering any period ending sooner than the date of the election.\u00a0<\/span><span class=\"ms-rteFontSize-2\"><a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/11\/I\/0104\/1\/bm\" style=\"color: #000080\">Wis. Stat. \u00a7 11.0104(1)(bm)\u200b<\/a><\/span>.\u200b<\/span><\/div>\n<div style=\"padding-left: 30px\"><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">A candidate committee of a candidate for local office is eligible for exemption at any time and may claim the exemption on its initial registration statement or on an amended registration statement. An exemption claimed by a local candidate applies until the committee exceeds $2,500, or amends its registration statement to become a state candidate committee, or is dissolved. <a href=\"https:\/\/docs.legis.wisconsin.gov\/document\/statutes\/11.0104(1)(c)\" style=\"color: #000080\">Wis. Stat.\u00a0\u00a7\u00a011.0104(1)(c)<\/a><\/span><\/div>\n<div style=\"padding-left: 30px\"><span class=\"ms-rteThemeFontFace-1\"><span style=\"font-family: arial, helvetica, sans-serif;font-size: 12pt;color: #000080\">If a committee or conduit exceeds $2,500 in contributions or expenditures in that calendar year, an amended registration should be filed within 10 days indicating that the registrant is no longer eligible to claim exemption.\u00a0Campaign Finance\u00a0reports for that calendar year must be filed.\u00a0Wis.
