However, a Wisconsin Right Now investigation has found that the federally funded program <a href=\"https:\/\/dcf.wisconsin.gov\/covid-19\/childcare\/payments\/data\" target=\"_blank\" rel=\"noopener\">gave checks of<\/a> at least $20,000 a month to some daycare centers, even in affluent areas, and it gave more than $4 million to subsidize multiple centers run by a Portland, Oregon, for-profit company that boasts more than $1 billion in revenue and was once tied to notorious \u201cjunk bond king\u201d Michael Milken.<\/p>\n<p>One childcare center located in Hartland, Wisconsin, the Wee Know School, raked in more than $443,000 in checks through the \u201cChild Care Counts\u201d program over the past three years. More than 1,100 providers received more than $100,000, state records show. More than $3 million went to daycares promising to promote \u201cinclusive spaces,\u201d WRN has documented. Some daycare centers receiving large checks have had violations with the state, including those relating to reporting of child abuse, WRN has documented.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107402 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/weknowschool-1024x589-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"589\" title=\"wisconsin daycare\" \/><\/p>\n<p>Some of the daycare centers sent checks<a href=\"https:\/\/childcarefinder.wisconsin.gov\/ProviderDetails?ProviderNumber=555710&amp;LocationNumber=7&amp;SearchName=kindercare\" target=\"_blank\" rel=\"noopener\"> have a history of<\/a> violations and fines with the state. Some are serious. One entry in state records for KinderCare Calhoun reads,<\/p>\n<table class=\"Grid\">\n<tbody>\n<tr>\n<td>\u201cCenter failed to provide a report to DCF about Law Enforcement contact, dealing with alleged abuse of a child in care by a child care provider, within appropriate time frames.\u201d<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>\u00a0<\/p>\n<p>Another KinderCare facility on 3 Mile Road <a href=\"https:\/\/childcarefinder.wisconsin.gov\/ProviderDetails?ProviderNumber=555710&amp;LocationNumber=4&amp;SearchName=kindercare\" target=\"_blank\" rel=\"noopener\">has had violations<\/a> that include, \u201cSupervision of children was not adequate on September 16, 2022 when a 2 1\/2 year old child was found by staff alone in the DPS A room. Staff were unaware how long the child was in the room.\u201d That facility received more than $476,000 in checks through the daycare subsidy program, state records show.<\/p>\n<p>Another entry for that center reads, \u201cA staff person used prohibited actions toward a child in care when the staff person was observed grabbing a child\u2019s face, shouting \u201cI told you to be quiet\u201d, and then pushing the child\u2019s face away.\u201d<\/p>\n<p>The Hartland Wee Know School <a href=\"https:\/\/childcarefinder.wisconsin.gov\/ProviderDetails?ProviderNumber=564280&amp;LocationNumber=1&amp;SearchName=wee%20know%20school\" target=\"_blank\" rel=\"noopener\">also has violations<\/a>, including, \u201cIn several classrooms there are cords accessible to children which are a choking hazard.\u201d<\/p>\n<p>Some centers listed as receiving checks <a href=\"https:\/\/childcarefinder.wisconsin.gov\/SearchResults?SearchName=jenny%27s%20family%20daycare\" target=\"_blank\" rel=\"noopener\">do not come up in this state database<\/a> of regulated childcare centers.<\/p>\n<p>According to the state\u2019s own records, Wisconsin Right Now has learned, more than $4 million in checks went to multiple daycare centers, called KinderCare, that are backed financially by one of the largest private equity firms in Europe. Partners Group was co-founded by a trio of Swiss billionaires who met at Goldman Sachs.<\/p>\n<p>KinderCare, based out of state, was previously tied to the so-called notorious <a href=\"https:\/\/www.thegentlemansjournal.com\/article\/story-michael-milken-junk-bond-king\/\" target=\"_blank\" rel=\"noopener\">\u201cjunk bond king Michael Milken<\/a>, who went to prison for fraud with great infamy in the 1980s. In 2021, <a href=\"https:\/\/www.oregonlive.com\/business\/2021\/12\/kindercare-abruptly-postponed-its-ipo-the-reasons-remain-a-mystery.html\" target=\"_blank\" rel=\"noopener\">that firm generated<\/a> more than $1 billion in revenue.<\/p>\n<p>In 2004, when Milken sought to acquire KinderCare, <a href=\"https:\/\/www.nytimes.com\/2004\/12\/18\/business\/milken-sees-the-classroom-as-profit-center.html\" target=\"_blank\" rel=\"noopener\">the New York Times headlined its story<\/a>, \u201cMilken Sees the Classroom as Profit Center.\u201d In 2015, <a href=\"https:\/\/seekingalpha.com\/news\/3755144-kindercare-files-for-ipo\" target=\"_blank\" rel=\"noopener\">Milken\u2019s company sold its share<\/a> to the Swiss private equity firm. In 2021, though, <a href=\"https:\/\/commercialobserver.com\/2021\/07\/nrt-kindercare-learning-centers-goldman-sachs-jpmorgan-chase\/\" target=\"_blank\" rel=\"noopener\">according to the Commercial Observer,<\/a> \u201cMilken-led Private REIT Nabs $642M Loan on KinderCare Portfolio.\u201d On April 24, 1990, Michael Milken \u201cpled guilty to a six-count felony information charging him with conspiracy, securities fraud, mail fraud, market manipulation and tax fraud,\u201d<a href=\"https:\/\/law.justia.com\/cases\/federal\/district-courts\/FSupp\/759\/109\/1473275\/\" target=\"_blank\" rel=\"noopener\"> according to the US government.\u00a0<\/a><\/p>\n<p><a href=\"https:\/\/www.google.com\/books\/edition\/The_McDonaldization_of_Society\/GWmuSztNeCsC?hl=en&amp;gbpv=1&amp;dq=KinderCare+Education&amp;pg=PT116&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener\">One book called<\/a> KinderCare facilities the \u201cchildcare equivalent of the fast food restaurant.\u201d<\/p>\n<p>Here are just some examples of monthly checks given to KinderCare facilities in Wisconsin over the past three years, according to State of Wisconsin records:<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107404 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/kindercare4-1024x670-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"670\" title=\"wisconsin daycare\" \/> <img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107405 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/kindercare3-1024x687-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"687\" title=\"wisconsin daycare\" \/> <img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107406 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/kindercare2-1024x670-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"670\" title=\"wisconsin daycare\" \/> <img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107407 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/kindercare1-1024x707-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"707\" title=\"wisconsin daycare\" \/><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107417 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/childcare-1024x938-1.png\" alt=\"wisconsin daycare\" width=\"1024\" height=\"938\" title=\"wisconsin daycare\" \/><\/p>\n<p>If you believe Democrats or just get your news from mainstream media outlets, though, you probably think that cruel Republicans hate kids and impoverished mom-and-pop daycare centers will all go under throughout Wisconsin without the more than $300 million in state funding that Gov. Tony Evers wanted in order to continue the federal program when its money soon runs out. Media stories have run stories quoting daycare operators as saying they will have to close, raise costs on parents, cut staff or staff wages and other sky-is-falling scenarios.<\/p>\n<p>Democrats say half of the state is a \u201cchildcare desert,\u201d and even wealthy families can\u2019t find daycare. Supporters of the program say that Wisconsin daycares need it because they can\u2019t pay livable wages and thus lose good workers or can\u2019t take all of the children on waiting lists. However, the big money went to more sophisticated operations. Some are in modest homes, such as this child care business run by a woman who received $675 in checks.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107427 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/home-1024x481-1.jpg\" alt=\"wisconsin daycare\" width=\"1024\" height=\"481\" title=\"wisconsin daycare\" \/><\/p>\n<p>The daycares given checks are scattered throughout the state. But the media never paint the full picture. Some are run by religious organizations. Some <a href=\"https:\/\/childcarecenter.us\/provider_detail\/jackies_day_care_llc_plain_wi\" target=\"_blank\" rel=\"noopener\">are home-based.<\/a><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Wisconsin&#8217;s Child Care Counts program has funded more than 22k child care jobs and helped 113k children since 2020.<\/p>\n<p>Republicans just defunded the program in the dead of night. Sen. Kelda Roys said the decision will make even more of Wisconsin into a childcare desert. <a href=\"https:\/\/t.co\/CddlVp4M89\" target=\"_blank\" rel=\"noopener\">pic.twitter.com\/CddlVp4M89<\/a><\/p>\n<p>\u2014 More Perfect Union (@MorePerfectUS) <a href=\"https:\/\/twitter.com\/MorePerfectUS\/status\/1669717873177112577?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">June 16, 2023<\/a><\/p>\n<\/blockquote>\n<p>The program handed out $600 million in checks to 4,900 childcare centers over a three-year period, using federal money, according to the Legislative Fiscal Bureau, which is non-partisan.<\/p>\n<p>The checks could be used for a variety of things including \u201crent\/space costs, utilities, insurance, business-related taxes, and payroll\/benefits,\u201d and \u201cexpenses related to mitigating the risk of COVID-19,\u201d as well as \u201cMaterials\/supplies for enhancing the program environment and curriculum, and social and emotional development supports,\u201d continuing education, mental health services for children and employees and \u201cadditional costs to ensure high-quality programming.\u201d That\u2019s according to the state\u2019s website.<\/p>\n<p>If daycare centers would have to close without grants, maybe they are failed businesses that should close, some argue. Some restaurants, auto shops, grocery stores, and clothing outlets are struggling too, due to staffing shortages and pandemic-era closures, but no one is handing them grants to stay open, at least not anymore.<\/p>\n<p>Here are some other facts on the program:<\/p>\n<h2>Republicans aren\u2019t \u201ccutting\u201d or \u201cgutting\u201d the program<\/h2>\n<p>Republicans aren\u2019t \u201ccutting\u201d or \u201cgutting\u201d the daycare subsidy program. The GOP-controlled Joint Finance Committee voted not to continue funding the program with state tax dollars.<\/p>\n<h2>Millions of dollars went to \u201cpromoting inclusive spaces\u201d<\/h2>\n<p>Some daycares received $1,000 or $1,675 checks for \u201cpromoting inclusive spaces,\u201d such as upgrading them to accommodate children with disabilities. Overall, $3.5 million went to daycare centers for \u201cpromoting inclusive spaces.\u201d Example:<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-107395 size-large\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/06\/daycare-1024x488-1.png\" alt=\"wisconsin daycare\" width=\"1024\" height=\"488\" title=\"wisconsin daycare\" \/><\/p>\n<h2>The industry has stabilized as the pandemic waned<\/h2>\n<p>The industry is now stabilized. According to a state press release, \u201conly 2.7 percent of providers (118) closed in October 2021 compared to 40 percent (1,729) in March 2020.\u201d So the need has waned with the pandemic.<\/p>\n<h2>Wisconsin Shares already helps parents afford daycare<\/h2>\n<p><a href=\"https:\/\/dcf.wisconsin.gov\/wishares\/rateincrease\" target=\"_blank\" rel=\"noopener\">Wisconsin already has a program<\/a> called Wisconsin Shares that helps fund parents\u2019 childcare expenses, and rates are increasing.
