The emphasis was on highlighting key investments and strategies to boost workforce participation and help employers meet their needs.<\/p>\n<p>The shrinking labor force is very real. For nearly fifty years we\u2019ve been below replacement birth rate. That has caught up. It will take a while, but to really fix our labor shortage, government needs to incentivize marriage and childbearing in marriage.
