{"id":5604,"date":"2023-09-13T17:54:40","date_gmt":"2023-09-13T17:54:40","guid":{"rendered":"https:\/\/wifamily.news\/?p=5604"},"modified":"2023-09-13T18:05:00","modified_gmt":"2023-09-13T18:05:00","slug":"some-legislators-are-saying-the-quiet-part-out-loud-we-dont-care-about-your-choice-kids","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=5604","title":{"rendered":"Some Legislators are Saying the Quiet Part Out Loud: \u201cWe don\u2019t care about your Choice kids\u201d"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/will-law.org\/some-legislators-are-saying-the-quiet-part-out-loud-we-dont-care-about-your-choice-kids\/\">https:\/\/will-law.org\/some-legislators-are-saying-the-quiet-part-out-loud-we-dont-care-about-your-choice-kids\/<\/a><\/p>\n<div class=\"et_pb_section et_pb_section_0 et_section_regular\">\n<div class=\"et_pb_row et_pb_row_0\">\n<div class=\"et_pb_column et_pb_column_3_4 et_pb_column_0  et_pb_css_mix_blend_mode_passthrough\">\n<div class=\"et_pb_module et_pb_text et_pb_text_0  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><strong><em>By Will Flanders, PhD<\/em><\/strong><\/p>\n<p><span data-contrast=\"auto\">Recently, a group of Democrats in the state legislature that includes well-known school choice opponents Chris Larson and Kelda Roys announced a <\/span><a href=\"https:\/\/www.wispolitics.com\/2023\/school-choice-wisconsin-statement-on-wisconsin-legislative-democrats-bill-package\/\"><span data-contrast=\"none\">set of bills<\/span><\/a><span data-contrast=\"auto\"> that would effectively bring educational choice in Wisconsin to an end.\u00a0 Despite <\/span><a href=\"https:\/\/www.wmc.org\/press-releases\/new-poll-shows-strong-support-for-increased-funding-for-choice-charter-schools\/\"><span data-contrast=\"none\">growing public support<\/span><\/a><span data-contrast=\"auto\"> that includes more than 70% of Wisconsinites overall and even a majority of Democrats, these legislators would see the state move in a different direction.\u00a0 There is no need for equivocation: these bills would bring school choice to an end for Wisconsin families. But that is not the only negative outcome. Below, we highlight the major implications of these bills, and why they are wrongheaded.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<h1><b><span data-contrast=\"auto\">Phase out the Statewide School Choice Programs<\/span><\/b><span>\u00a0<\/span><\/h1>\n<p><span data-contrast=\"auto\">Under LRB-4295, new private schools would be prohibited from entering the state\u2019s school choice programs, and no new students would be allowed to enter\u2014leading to an end to the programs over time.\u00a0 More than 48,000 students across Wisconsin rely on the Milwaukee, Racine, and Wisconsin Parental Choice programs to fund their education.\u00a0All of these families are below 300% of the federal poverty limit. Outside of Milwaukee and Racine, they are all below 220% of the federal poverty limit. The majority of these families come from minority backgrounds as well. The chart below shows the share of participants who are black or Hispanic using the most recent report card data in comparison to public school percentages. <\/span><span>\u00a0<\/span><\/p>\n<p style=\"text-align: center\"><b><span data-contrast=\"auto\">Percent of Choice &amp; Public School Students Who are Black or Hispanic<\/span><\/b><span>\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31342 size-full aligncenter\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/09\/Screenshot-2023-09-13-at-12.39.02-PM.png\" alt=\"\" width=\"986\" height=\"580\" \/><\/p>\n<p><span data-contrast=\"auto\">Contrary to the claims of many that these programs help those who can already afford private school, each program has an <\/span><a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/parental-education-options\/Choice\/Student_Application_Webpage\/income_limit_all_programs_2021-22_final.pdf\"><span data-contrast=\"none\">income limit<\/span><\/a><span data-contrast=\"auto\"> that means only low- and lower-middle income families can participate.\u00a0 School choice programs in Wisconsin have been found to have numerous benefits for Wisconsin families including <\/span><a href=\"https:\/\/www.bing.com\/ck\/a?!&amp;&amp;p=c3e1c56462a6805aJmltdHM9MTY5NDQ3NjgwMCZpZ3VpZD0wOTlhYzNhMi0zNmRlLTYzYTgtM2YyYy1kMWMxMzdhMDYyYTAmaW5zaWQ9NTIxNQ&amp;ptn=3&amp;hsh=3&amp;fclid=099ac3a2-36de-63a8-3f2c-d1c137a062a0&amp;psq=flanders+wisconsin+apples+to+apples&amp;u=a1aHR0cHM6Ly93aWxsLWxhdy5vcmcvYXBwbGVzLXRvLWFwcGxlcy0yMDIzLw&amp;ntb=1\"><span data-contrast=\"none\">higher test scores<\/span><\/a><span data-contrast=\"auto\">, lower involvement in <\/span><a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2911282\"><span data-contrast=\"none\">criminal activity<\/span><\/a><span data-contrast=\"auto\">, and higher levels of <\/span><a href=\"https:\/\/www.bing.com\/ck\/a?!&amp;&amp;p=81d776664aac096dJmltdHM9MTY5NDQ3NjgwMCZpZ3VpZD0wOTlhYzNhMi0zNmRlLTYzYTgtM2YyYy1kMWMxMzdhMDYyYTAmaW5zaWQ9NTIwNQ&amp;ptn=3&amp;hsh=3&amp;fclid=099ac3a2-36de-63a8-3f2c-d1c137a062a0&amp;psq=education+win+win+edchoice&amp;u=a1aHR0cDovL3d3dy5lZGNob2ljZS5vcmcvd3AtY29udGVudC91cGxvYWRzLzIwMTUvMDcvMjAxMy00LUEtV2luLVdpbi1Tb2x1dGlvbi1XRUIucGRm&amp;ntb=1\"><span data-contrast=\"none\">civic engagement<\/span><\/a><span data-contrast=\"auto\">.\u00a0\u00a0 Ending school choice would mean that all of these benefits are lost for the kids in Wisconsin most in need.<\/span><span>\u00a0<\/span><\/p>\n<h1><b><span data-contrast=\"auto\">Phase out the Special Needs Scholarship Program (SNSP)<\/span><\/b><span>\u00a0<\/span><\/h1>\n<p><span data-contrast=\"auto\">From it\u2019s creation in 2016 with just 216 participating students, this program has grown to serve nearly 2,000 students today.\u00a0 For students with special needs, educational options are often severely limited.\u00a0 Even the state\u2019s open enrollment program allows districts to <\/span><a href=\"https:\/\/will-law.org\/wisconsins-open-enrollment-program-provides-critical-school-choice-option-for-62000-students\/\"><span data-contrast=\"none\">reject students<\/span><\/a><span data-contrast=\"auto\"> because they are unable to accommodate their needs. For these students, the SNSP represents a way out through opportunity to attend a private school with a voucher substantially larger than the voucher for regular education students.\u00a0 Under LRB-4014, students would see this opportunity snuffed out.\u00a0 This phase out is also included in LRB-4295, perhaps indicating that the legislators want to make <\/span><i><span data-contrast=\"auto\">doubly<\/span><\/i><span data-contrast=\"auto\"> sure students with special needs are denied options. <\/span><span>\u00a0<\/span><\/p>\n<h1><b><span data-contrast=\"auto\">Include Choice Funding Information on Taxes<\/span><\/b><span>\u00a0<\/span><\/h1>\n<p><span data-contrast=\"auto\">Under LRB-4236, the amount of funding for students in the state\u2019s parental choice programs would be required to be included on taxpayer\u2019s annual property tax bills.\u00a0 While WILL are generally big proponents of government transparency, there are concerns about the way this information is presented, and that it will not provide a complete picture of how the funding system works.\u00a0 Property taxpayers in Wisconsin are explicitly <\/span><i><span data-contrast=\"auto\">not <\/span><\/i><span data-contrast=\"auto\">on the hook for funding school choice.\u00a0 The state funds the school choice programs with state funding.\u00a0 Then, school districts are allowed to raise taxes for students they no longer educate.\u00a0 This process is absurd, and both public and private schools would <\/span><a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2023\/06\/Decoupling.pdf\"><span data-contrast=\"none\">benefit from cleaning up the proces<\/span><\/a><span data-contrast=\"auto\">s. but presenting half the information\u2014as the bill would do\u2014is not informative and may mislead.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<h1><b><span data-contrast=\"auto\">Licensure for Private School Teachers<\/span><\/b><span>\u00a0<\/span><\/h1>\n<p><span data-contrast=\"auto\">Under LRB 4020, teachers and administrators in private schools would be required to have a bachelor\u2019s degree and to be licensed by DPI.\u00a0 Schools in the parental choice program are already at a disadvantage relative to public schools when it comes to the competition for teachers.\u00a0 The addition of a licensure requirement would do little to improve teacher quality while making it even more difficult for private schools to find qualified applicants.\u00a0 Perhaps this would be a reasonable proposal if private schools in the choice program were struggling academically, but the data suggests this is not the case.\u00a0 Despite significantly less funding per student, choice schools get better results on average once important demographic factors are controlled for.\u00a0 This bill is a policy in search of a problem, and would do little more than make things more challenging for public schools\u2014perhaps the actual goal.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">During the budget process, Republicans were able to work together with Governor Evers to increase the voucher amount to an amount <\/span><a href=\"https:\/\/will-law.org\/blog-post-what-closing-the-funding-gap-means-for-wisconsins-students\/\"><span data-contrast=\"none\">far closer to parity<\/span><\/a><span data-contrast=\"auto\"> with public schools.\u00a0 Given the acrimony that has traditionally existed on this issue in Wisconsin, there was some hope that perhaps this represented a change in the way the left would approach issues of giving families educational options.\u00a0 But these bills show that, unfortunately, nothing has changed.
