Pandemic Recovery Slow for Low-Performing Students<\/b><\/p>\n

Green Bay, Janesville Not Recovering, Choice Working in Milwaukee<\/span><\/i><\/p>\n

Delafield, WI \u2013<\/b> Today, the Wisconsin Department of Public Instruction (DPI) released test score data from 2022-2023. This is the year that schools allocated $1 billion in federal COVID relief. The Institute for Reforming Government has provided a first-look analysis of the results.<\/span><\/p>\n

THE QUOTE<\/b><\/p>\n

\u201cWisconsin is quickly becoming a state where disadvantaged students do not succeed. Cities like Green Bay and Janesville are failing to recover from the pandemic and the number of Black students below grade level would overflow Fiserv Forum. When we look at how federal COVID relief was allocated, our state\u2019s struggles are no surprise.<\/span><\/i><\/p>\n

The Legislature took big steps to solve this problem by passing Right to Read. However, solutions like teacher apprenticeships and expanding high-quality schools, choice or otherwise, are critical to making Wisconsin\u2019s schools our premier attraction for families once again.<\/span><\/i><\/p>\n

FAST <\/b>FACTS<\/b>
<\/b><\/p>\n

Overall, Wisconsin is finally showing signs of a comeback.<\/span><\/p>\n

PUBLIC SCHOOL STUDENTS<\/span><\/p>\n

PROFICIENT\/ADVANCED (COLLEGE-READY), READING: 39.2%<\/span><\/p>\n

PROFICIENT\/ADVANCED, MATH: 41.1%<\/span><\/p>\n

MINIMAL\/NO TEST (BELOW GRADE LEVEL), READING: 27.4%<\/span><\/p>\n

MINIMAL\/NO TEST (BELOW GRADE LEVEL), MATHEMATICS: 29.3%<\/span><\/p>\n

94,000 students remain reading below grade level. Both reading and math are better than scores from 2022 but worse than those from 2019.\u00a0<\/span><\/p>\n

However, we now know that the students who struggled most before the pandemic are not recovering fast enough.<\/b><\/p>\n

LOW-INCOME STUDENTS<\/span><\/p>\n

PROFICIENT, READING: 22.6%<\/span><\/p>\n

PROFICIENT, MATH: 23.1%<\/span><\/p>\n

MINIMAL, READING: 42.2%<\/span><\/p>\n

MINIMAL, MATHEMATICS: 45.9%<\/span><\/p>\n

Large districts like Green Bay, Eau Claire, and Janesville showed no recovery in reading from 2022. (In contrast, Appleton surpassed not just 2022, but 2019 in reading and math!)<\/b><\/p>\n

Wisconsin has the worst White-Black <\/span>achievement gap<\/span><\/a> in the country, which showed up on the Forward Exam.<\/span><\/p>\n

BLACK STUDENTS<\/span><\/p>\n

PROFICIENT, READING: 10.5%<\/span><\/p>\n

PROFICIENT, MATH: 8.3%<\/span><\/p>\n

MINIMAL, READING: 62.4%<\/span><\/p>\n

MINIMAL, MATHEMATICS: 70.8%<\/span><\/p>\n

Scores are equally poor for Indigenous students.<\/span><\/p>\n

MILWAUKEE FACTS<\/b><\/p>\n

Milwaukee is the <\/span>lowest-performing<\/span><\/a> big district in the country for Black students. <\/span>Overall results remain grim, though there are bright spots in the choice sectors.<\/b><\/p>\n

PROFICIENT, READING: 15.8%<\/span><\/p>\n

PROFICIENT, MATH: 11.5%<\/span><\/p>\n

MINIMAL, READING: 56.1%<\/span><\/p>\n

MINIMAL, MATHEMATICS: 65.1%<\/span><\/p>\n

MILWAUKEE CHARTER SCHOOLS<\/span><\/p>\n

PROFICIENT, READING: 20.3%<\/span><\/p>\n

PROFICIENT, MATH: 19.7%<\/span><\/p>\n

MINIMAL, READING: 44.7%<\/span><\/p>\n

MINIMAL, MATHEMATICS: 46.4%<\/span><\/p>\n

MILWAUKEE VOUCHER PROGRAM<\/span><\/p>\n

PROFICIENT, READING: 19.4%<\/span><\/p>\n

PROFICIENT, MATH: 16.4%<\/span><\/p>\n

MINIMAL, READING: 46.4%<\/span><\/p>\n

MINIMAL, MATHEMATICS: 53.2%<\/span><\/p>\n

Thanks to some top performers, choice scores are somewhat higher. <\/b>However, there are many district, charter, and voucher schools below 3% proficiency in reading or math,<\/span> including 11 at 0% in reading and 12 at 0% in math.<\/b><\/p>\n

HOW WE CAN FIX IT<\/b><\/p>\n

Wisconsin has already taken the most important step with the Legislature\u2019s 2023 <\/span>Right to Read<\/span><\/a> literacy law<\/b>, borrowing from <\/span>leading states<\/span><\/a> that IRG had <\/span>written<\/span><\/a> about.<\/span><\/p>\n

The next big step is <\/span>solving the teacher shortage<\/b> with high-quality educators. IRG supports <\/span>teacher apprenticeships<\/b><\/a>, which <\/span>lower college debt<\/span><\/a>, <\/span>raise quality<\/span><\/a>, and <\/span>diversify<\/span><\/a> future teachers.<\/span><\/p>\n

IRG also is the <\/span>leading<\/span><\/a> public<\/span><\/a> monitor<\/span><\/a> of <\/span>ESSER III federal COVID relief for schools<\/b>, <\/span>tracking $1.49 billion<\/span><\/a> allocated to help children recover. IRG will release a September update soon to encourage a focus on fixing Forward Exam performance.<\/span><\/p>\n
