{"id":6235,"date":"2023-10-10T17:55:38","date_gmt":"2023-10-10T17:55:38","guid":{"rendered":"https:\/\/wifamily.news\/?p=6235"},"modified":"2023-10-10T18:19:08","modified_gmt":"2023-10-10T18:19:08","slug":"the-results-are-in-wisconsin-schools-are-failing-kids","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=6235","title":{"rendered":"The Results Are In\u2026 Wisconsin Schools Are Failing Kids!"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/will-law.org\/the-results-are-in-wisconsin-schools-are-failing-kids\/\">https:\/\/will-law.org\/the-results-are-in-wisconsin-schools-are-failing-kids\/<\/a><\/p>\n<div class=\"et_pb_section et_pb_section_0 et_section_regular\">\n<div class=\"et_pb_row et_pb_row_0\">\n<div class=\"et_pb_column et_pb_column_3_4 et_pb_column_0  et_pb_css_mix_blend_mode_passthrough\">\n<div class=\"et_pb_module et_pb_text et_pb_text_0  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p><span class=\"TextRun SCXW148834545 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW148834545 BCX4\">Today, DPI released <\/span><\/span><a class=\"Hyperlink SCXW148834545 BCX4\" href=\"https:\/\/wisedash.dpi.wi.gov\/Dashboard\/dashboard\/19948\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW148834545 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW148834545 BCX4\" data-ccp-charstyle=\"Hyperlink\">Forward Exam results<\/span><\/span><\/a><span class=\"TextRun SCXW148834545 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW148834545 BCX4\"> for the 2022-23 school year<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">. <\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">These results <\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">annually paint<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">\u00a0an important picture of what is happening in Wisconsin\u2019s <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed GrammarErrorHighlight SCXW148834545 BCX4\">schools, and<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\"> allow for comparisons of the performance of traditional public schools with our school choice options<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\"> including private school choice and charter schools<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">. <\/span> <span class=\"NormalTextRun SCXW148834545 BCX4\">While a deeper analysis will require the availability of the state report card for our annual <\/span><\/span><a class=\"Hyperlink SCXW148834545 BCX4\" href=\"https:\/\/will-law.org\/apples-to-apples-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW148834545 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW148834545 BCX4\" data-ccp-charstyle=\"Hyperlink\">Apples to Apples<\/span><\/span><\/a><span class=\"TextRun SCXW148834545 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW148834545 BCX4\"> report, there is <\/span><span class=\"NormalTextRun SCXW148834545 BCX4\">important information<\/span><span class=\"NormalTextRun SCXW148834545 BCX4\"> that can be garnered from this data. <\/span><\/span><span class=\"EOP SCXW148834545 BCX4\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Proficiency Remains Low, with Slight Rebound<\/span><\/b><span>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">While proficiency rates of less than 50% were a cause for concern prior to the pandemic, since then we have seen proficiency in math and reading fall below 40%. This year did see a slight rebound, but a big gap remains to even get back to where we were in 2016. The chart below depicts proficiency in English\/Language Arts (ELA) over this time frame.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31843 size-full aligncenter\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/10\/Screenshot-2023-10-10-at-12.44.24-PM.png\" alt=\"\" width=\"666\" height=\"405\" \/><\/p>\n<p><span data-contrast=\"auto\">From a high of nearly 45% in 2016, proficiency fell into the 30s by 2021 (note 2019-20 is missing due to COVID). The slight increase this year to about 42% among test takers still means that proficiency remains 4% worse than 2016.\u00a0The same trend exists in math. After years of declines bottoming out in 2020-21, math scores have come up slightly\u2014but only to about 41% proficiency. We should not be satisfied with proficiency rates in the low 40s, even if that does represent a modest improvement. <\/span><span>\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Choice Schools Continue to Outperform<\/span><\/b><span>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">While proficiency rates in Milwaukee and Racine remain below what we should strive for across all sectors, it is important to highlight that, once again, schools in the choice program are outperforming their traditional public-school peers. The chart below show proficiency in Milwaukee in ELA across three contexts\u2014students in the choice program, all public-school students, and low-income public-school students. Across both comparison groups, students in the choice program have higher proficiency. <\/span><span>\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31844 size-full aligncenter\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/10\/Screenshot-2023-10-10-at-12.45.35-PM.png\" alt=\"\" width=\"670\" height=\"404\" \/><\/p>\n<p><span class=\"TextRun SCXW225686656 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW225686656 BCX4\">Recall that the choice program has income limits set at 300% of the federal poverty limit in Milwaukee in Racine<\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">. <\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">While comparisons to low-income students only <\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">isn\u2019t<\/span><span class=\"NormalTextRun SCXW225686656 BCX4\"> a perfect metric, it <\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">likely better<\/span><span class=\"NormalTextRun SCXW225686656 BCX4\"> captures the <\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">true performance advantage of the program<\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">. <\/span><span class=\"NormalTextRun SCXW225686656 BCX4\">A similar advantage exists in Racine, which is shown below. <\/span><\/span><span class=\"EOP SCXW225686656 BCX4\">\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31845 size-full aligncenter\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/10\/Screenshot-2023-10-10-at-12.46.17-PM.png\" alt=\"\" width=\"669\" height=\"403\" \/><\/p>\n<p><span data-contrast=\"auto\">Statewide, the performance advantage between choice and traditional public schools only exists when it comes to low-income students, with a gap of about 3%. That said, the income-limit on the statewide program is lower (220% of the federal poverty limit), making the comparison to low-income public-school students the only \u2018fair\u2019 one. <\/span><span>\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Independent Charter Schools<\/span><\/b><span>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Comparisons at this level of data are a bit more challenging for independent charter schools, and a fuller analysis will have to wait for our <\/span><i><span data-contrast=\"auto\">Apples to Apples<\/span><\/i><span data-contrast=\"auto\"> study. That said, there are some intriguing results that suggest a performance advantage for these public schools relative to their district peers. The table below shows the results for independent charter schools located in Milwaukee relative to Milwaukee Public Schools. Similar to the choice program, there is a significant performance advantage for independent charters. <\/span><span>\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-31846 size-full aligncenter\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/10\/Screenshot-2023-10-10-at-12.48.08-PM.png\" alt=\"\" width=\"670\" height=\"409\" \/><\/p>\n<p><span data-contrast=\"auto\">One other independent charter number that jumps off page is the Lincoln Academy in Beloit. While Beloit Public Schools have one of the lowest proficiency levels in the state at 9.3%, the Lincoln Academy in the city has a proficiency rate of more than 28\u2014more than 3 times higher.<\/span><span>\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Conclusions<\/span><\/b><span>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">There is more work to be done with this data, and many deeper dives into the results will need to be conducted. But this analysis reveals clearly that school choice represents an opportunity for thousands of Wisconsin kids to have a chance at a better education. Yet today, these educational options face renewed threats from lawsuits that threaten to take this <\/span><a href=\"https:\/\/www.wisconsinrightnow.com\/minocqua-brewing-is-coming-for-your-school\/\"><span data-contrast=\"none\">opportunity away<\/span><\/a><span data-contrast=\"auto\">. Rather than working to bring educational choice to an end, policymakers should look to identify what the \u201csecret sauce\u201d is in these schools that allows them to achieve better results at a lower cost to taxpayers.
