{"id":7889,"date":"2023-12-21T19:00:00","date_gmt":"2023-12-21T20:00:00","guid":{"rendered":"https:\/\/wifamily.news\/?p=7889"},"modified":"2023-12-22T01:23:18","modified_gmt":"2023-12-22T01:23:18","slug":"wisconsin-ranks-14th-in-attempt-to-foretell-social-mobility","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=7889","title":{"rendered":"Wisconsin ranks 14th in attempt to foretell social mobility\u00a0"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/wisconsin-ranks-14th-in-attempt-to-foretell-social-mobility\/\">https:\/\/www.badgerinstitute.org\/wisconsin-ranks-14th-in-attempt-to-foretell-social-mobility\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><em><strong>Index uses existing measures of economy, social capital and other factors to predict opportunity; we trail Minnesota but beat Illinois<\/strong><\/em><\/h4>\n<p>A new study predicting\u00a0which states are best equipped for social mobility places Wisconsin at\u00a014<sup>th<\/sup>.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2023\/12\/Wisconsin-ranks-14th-in-attempt-to-foretell-social-mobility-1024x683-1.jpg\" alt=\"Image up blocks with upward arrows leading to a block with a target.\" class=\"wp-image-49671\" style=\"width:365px;height:auto\" \/><\/figure>\n<\/div>\n<p>That puts the Badger State behind second-place Minnesota and Iowa (12<sup>th<\/sup> place)\u00a0but ahead of Indiana (21<sup>st<\/sup>), Michigan (30<sup>th<\/sup>) and Illinois (40<sup>th<\/sup>).<\/p>\n<p>The study ranks Utah first among states and Louisiana last.<\/p>\n<p>The study, \u201c<a href=\"https:\/\/www.archbridgeinstitute.org\/social-mobility-in-the-50-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">Social Mobility in the 50 States<\/a>,\u201d was published this month by the <a href=\"https:\/\/www.archbridgeinstitute.org\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">Archbridge Institute<\/a>, a Washington-based policy organization focused on reducing barriers to opportunity.<\/p>\n<p>The lead author, Justin Callais, is an economics professor at the University of Louisiana at Lafayette. He has previously examined the connection between social mobility and economic factors, such as a place\u2019s business environment or regulatory regime. Other scholars have looked at the effects of education or family structure, still others the legal environment or social capital. Callais said the aim of the project was to gather in one place the disparate data.\u00a0The paper uses about 40 surveys and indices, most published by other nonprofits or federal agencies.<\/p>\n<p>The idea wasn\u2019t to measure mobility but to foretell it.<\/p>\n<p>\u201cOur index, we think, is going to predict mobility,\u201d he said.<\/p>\n<p>Meanwhile, the number of measures helps capture \u201cwhat states are doing the most broad-based or holistic approach,\u201d he said.<\/p>\n<h4 class=\"wp-block-heading\"><strong>Hot topic<\/strong><\/h4>\n<p>The subject of social mobility \u2014 roughly, how likely people from poorer families are to move up the income scale during adulthood \u2014 has been in the news in recent years.\u00a0A prominent Harvard University economist, Raj Chetty, garnered attention for a 2014 study measuring the likelihood of such a climb and gauging variations from place to place. Metropolitan <a href=\"https:\/\/archive.jsonline.com\/news\/education\/renowned-economist-chetty-draws-on-his-expiences-as-former-area-resident-b99135781z1-230742771.html\/\" target=\"_blank\" rel=\"noreferrer noopener\">Milwaukee ranked poorly<\/a> \u2014 second worst, <a href=\"https:\/\/www.budget.senate.gov\/imo\/media\/doc\/Chetty%20mobility%20testimony.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Chetty told the U.S. Senate<\/a> in testimony \u2014 although on a finer, <a href=\"https:\/\/www.opportunityatlas.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">county-by-county scale<\/a>, the problem is confined to Milwaukee County itself.<\/p>\n<p>The Archbridge Institute study makes possible the comparison of contiguous states such as\u00a014<sup>th<\/sup>-ranked Wisconsin and\u00a0second-ranked Minnesota in a variety of ways.<\/p>\n<p>Wisconsin comes out slightly ahead on measures related to the economy and the rule of law, taxes,\u00a0regulations, wages and land use.\u00a0Wisconsin is less likely to engage in \u201cpredatory state action,\u201d meaning it ranks much better than Minnesota on measures such as the Institute for Justice\u2019s rating of civil forfeiture procedure.<\/p>\n<p>Wisconsin also\u00a0outranks Minnesota \u2014 eighth compared to 10<sup>th<\/sup> place \u2014 on educational quality and freedom, but it is well behind \u2014 18<sup>th<\/sup> place compared to sixth \u2014 on a set of measures of parental engagement and family stability.<\/p>\n<p>Parental engagement\u00a0is measured with three questions <a href=\"https:\/\/www.childhealthdata.org\/learn-about-the-nsch\/NSCH\" target=\"_blank\" rel=\"noreferrer noopener\">from a federally run survey<\/a>: How often do parents read to their children, how often does the entire family eat a meal together, and how often do parents attend a child\u2019s activities outside the home. Family stability is measured with Census data on the share of births to unmarried mothers and the percentage of families headed by a single parent.<\/p>\n<p>Wisconsin also falls behind on \u201csocial capital,\u201d which includes measures of attendance at community events, neighbors reporting doing a favor for each other, or the proportion of low-income people who have friends with above-median income. Other measures gauge charity \u2014 how many residents give charitably, how many are in congregations, how many volunteer, how much of a hindrance are a state\u2019s regulations are on those who start or operate nonprofits. Here, Minnesota is near the top among states, at sixth, while Wisconsin is near average at 18<sup>th<\/sup>.\u00a0\u00a0<\/p>\n<h4 class=\"wp-block-heading\"><strong>Indirect control<\/strong>\u00a0<\/h4>\n<p>Callais recognizes that the things being measured have different time horizons. Tax rates affect location decisions in the next year, while \u201cchildren\u2019s education will take a few decades to actually have an effect,\u201d he said.<\/p>\n<p>And not all of it is in government\u2019s purview. \u201cThere are things that policymakers can control, like regulations and judicial environment,\u201d he said, but \u201cthey can\u2019t do much about community engagement.\u201d<\/p>\n<p>Though, he says, there are indirect effects. Anti-poverty programs\u2019 structure is one: \u201cDo you make it easier to get benefits if people aren\u2019t married?\u201d he said. That isn\u2019t people\u2019s only consideration or even necessarily their main one on whether they will marry, but it can make a difference to those on the fence.<\/p>\n<p>Similarly, state policy can\u2019t necessarily make Wisconsinites more charitable, but policymakers could improve our mediocre ranking \u2014 29<sup>th<\/sup> \u2014 in the Philanthropy Roundtable\u2019s ratings of state regulations on charities. If it\u2019s easier to start a charity, Callais points out, more people who are inclined to organize their neighbors to do good will carry through.<\/p>\n<p>Callais said that Archbridge plans to keep the rankings updated \u2014 perhaps annually, if enough of the underlying datasets are similarly updated.<\/p>\n<p><em>Patrick McIlheran is the Director of Policy and Jim Bender an Education Consultant to the Badger Institute.
