{"id":8317,"date":"2024-01-16T12:07:06","date_gmt":"2024-01-16T13:07:06","guid":{"rendered":"https:\/\/wifamily.news\/?p=8317"},"modified":"2024-01-16T14:08:06","modified_gmt":"2024-01-16T14:08:06","slug":"new-irgs-k-12-covid-relief-audit-update-shows-hundreds-of-millions-unallocated-with-nine-months-remaining","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=8317","title":{"rendered":"NEW: IRG\u2019s K-12 COVID Relief Audit Update Shows Hundreds of Millions Unallocated with Nine Months Remaining"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/reforminggovernment.org\/new-irgs-k-12-covid-relief-audit-update-shows-hundreds-of-millions-unallocated-with-nine-months-remaining\/\">https:\/\/reforminggovernment.org\/new-irgs-k-12-covid-relief-audit-update-shows-hundreds-of-millions-unallocated-with-nine-months-remaining\/<\/a><\/p>\n<p><b>NEW: IRG\u2019s K-12 COVID Relief Audit Update Shows Hundreds of Millions Unallocated with Nine Months Remaining<\/b><\/p>\n<p><i><span>Incoming Fiscal Cliff Threatens Districts<\/span><\/i><\/p>\n<p><span><br \/><\/span><b>WHAT HAPPENED<\/b><b><br \/><\/b><\/p>\n<p><span>Since its January 2023 release, the Institute for Reforming Government\u2019s (IRG) <\/span><b>K-12 COVID Relief ESSER III Audit<\/b><span> has <\/span><a href=\"https:\/\/wiseye.org\/2023\/03\/03\/newsmakers-gov-tony-evers-on-2023-25-budget-proposal\"><span>driven<\/span><\/a> <a href=\"https:\/\/mailchi.mp\/63a67abf5c64\/upfront-wisconsin-9300805?e=103ba1f194\"><span>statewide<\/span><\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=bqyvdiYLWe0\"><span>attention<\/span><\/a><span> to financial transparency and made swifter action for students <\/span><a href=\"https:\/\/madison.com\/news\/local\/education\/local_schools\/the-clock-is-ticking-on-wisconsins-k-12-covid-relief-funds-how-are-schools-spending\/article_4dccac01-f9e8-52d0-b679-330d31ffb69e.html\"><span>front<\/span><\/a><span>\u2013<\/span><a href=\"https:\/\/www.the74million.org\/article\/190b-later-reason-to-worry-relief-funds-wont-curb-covids-academic-crisis\"><span>page<\/span><\/a> <a href=\"https:\/\/www.cbs58.com\/news\/mps-defends-decision-to-not-expand-air-conditioning-with-covid-aid-money\"><span>news<\/span><\/a><span>. IRG was the first Wisconsin entity to track <\/span><b>$1.49 billion of <\/b><a href=\"https:\/\/dpi.wi.gov\/arp\/esser-iii\/lea-plans\"><b>federal relief funding<\/b><\/a><b> intended to pull kids back from the brink.<\/b><span> Now, IRG has updated its <\/span><a href=\"https:\/\/reforminggovernment.org\/esser-funding-audit\/\"><b>interactive tool<\/b><\/a><span> to include all 450 districts\u2019 approved funds through December 22, 2023, 9 months to the <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1u1yT2773jefCdKgSrJKGLxBzmJ3Cfjhc1KgzaaViA6Y\"><span>deadline<\/span><\/a><span>. Click through to the <\/span><a href=\"https:\/\/reforminggovernment.org\/esser-funding-audit\"><span>dashboard<\/span><\/a><span> and the <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2024\/01\/ESSER-Report-December-22-extended.pdf\"><span>full report<\/span><\/a><span>.<\/span><\/p>\n<p><b>WHAT IRG FOUND<\/b><\/p>\n<ul>\n<li><b>$307 million remains unallocated with only 9 months left.<\/b><span> Before districts spend money, they are supposed to get DPI\u2019s approval. DPI confirms whether their allocations qualify for ESSER III reimbursement. So, districts either lack DPI approval for $307 million or are spending money without DPI approval with no guarantee of reimbursement. Regardless, IRG believes that 100% of ESSER III funds should be allocated by now. Yet, 39 districts have below 50% allocated, including Green Bay and West Bend. 35 districts have over $1 million left to allocate, including Milwaukee and Fond Du Lac. 8 districts are at $0 allocated!<\/span><\/li>\n<li><b>Wisconsin schools are about to face a painful fiscal cliff.<\/b> <span>$512 million over 1.5 years has been<\/span><span> allocated to district staff. <\/span><a href=\"https:\/\/journaltimes.com\/news\/local\/education\/racine-schools-facing-fiscal-cliff-starting-in-2024-25\/article_46fa9684-3b9b-11ee-a1cb-db166df703c5.html\"><span>Various<\/span><\/a> <a href=\"https:\/\/www.greenbaypressgazette.com\/story\/news\/education\/2023\/09\/13\/how-the-green-bay-school-district-shrunk-its-budget-deficit-by-30m\/70828545007\"><span>factors<\/span><\/a> <a href=\"https:\/\/captimes.com\/news\/education\/mmsd-board-takes-leap-of-faith-with-8-wage-increase\/article_b1c60ba5-b4d3-56de-a931-cadf56720d63.html\"><span>contributed<\/span><\/a><span> to this problem, but Wisconsin schools<\/span><span> could confront between 1% and 4% holes in the <\/span><a href=\"https:\/\/dpi.wi.gov\/sfs\/statistical\/cost-revenue\/section-d\"><span>roughly $14 billion they spend<\/span><\/a><span> as a result. Schools\u2019 recent <\/span><a href=\"https:\/\/content.govdelivery.com\/accounts\/WIGOV\/bulletins\/3639e56\"><span>2-year, $1.2 billion<\/span><\/a><span> increase in spendable authority may disappear more quickly than anticipated. DPI could compute next year\u2019s fiscal cliff by subtracting relevant reimbursement receipts through June 30, 2023 from the $512 million.<\/span><\/li>\n<li><b>Construction is the 2nd-largest allocation category at 24%.<\/b><span> This $284 million could grow from inflation or supply chain delays, which is why the Biden administration \u201c<\/span><a href=\"https:\/\/oese.ed.gov\/files\/2022\/12\/ESSER-and-GEER-Use-of-Funds-FAQs-December-7-2022-Update.pdf\"><span>strongly discouraged<\/span><\/a><span>\u201d it.<\/span><\/li>\n<li><b>The Legislature must clarify whether they have funded training in the science of reading.<\/b><span> When legislators passed <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2023\/related\/acts\/20\"><span>Act 20<\/span><\/a><span>, landmark literacy legislation that could solve Wisconsin\u2019s <\/span><a href=\"https:\/\/www.nationsreportcard.gov\/profiles\/stateprofile\/overview\/WI?cti=PgTab_GapComparisons&amp;chort=2&amp;sub=RED&amp;sj=WI&amp;fs=Grade&amp;st=MN&amp;year=2019R3&amp;sg=National%20School%20Lunch%20Eligibility%3A%20Eligible%20vs.%20Not%20Eligible&amp;sgv=Difference&amp;ts=Single%20Year&amp;tss=2019R3&amp;sfj=NP\"><span>mediocre<\/span><\/a><span> national education ranking, they <\/span><a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2023\/07\/19\/gov-tony-evers-signs-sweeping-phonics-based-reading-bill-into-law\/70390981007\"><span>clearly intended<\/span><\/a><span> to fund training for Wisconsin\u2019s teachers. DPI read the final budget and <\/span><a href=\"https:\/\/dpi.wi.gov\/wi-reads\/act-20-faq\"><span>disagreed<\/span><\/a><span>. The Legislature must let districts know now if training will be funded. If not, ESSER III suits a 1-time cost like that.<\/span><\/li>\n<li><b>Many districts have allocated their funds.<\/b><span> IRG applauds the 244 districts that <\/span><span>have more than 98% of their dollars approved.<\/span><\/li>\n<li><b>DPI corrected and clarified issues that IRG raised.<\/b><span> Districts overrunning their total allotments fell from 14 districts going $1.37 million over budget to 3 districts breaching $278 thousand. DPI also clarified that funds labeled \u201cNone\u201d are overhead. IRG appreciates this transparency.<\/span><\/li>\n<\/ul>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-5836\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2024\/01\/Untitled-274x300-1.png\" alt width=\"274\" height=\"300\" \/><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-5837\" src=\"https:\/\/wifamily.news\/wp-content\/uploads\/2024\/01\/Untitled-1-300x246-1.png\" alt width=\"300\" height=\"246\" \/><\/p>\n<p><b>WHAT IS NEXT<\/b><\/p>\n<p><span>IRG strongly urges DPI to ensure 100% allocation as soon as possible, to focus districts on student-focused investments, and to communicate what the fiscal cliff means for kids. <\/span><b>IRG will update the dashboard through the ESSER III deadline, September 2024, as districts continue to allocate.
