Mary Felzkowski, allows for the licensure of dental therapists\u2014mid-level practitioners with more training than dental hygienists but less than dentists\u2014to engage in a limited practice of dentistry. To obtain a dental therapist license, individuals must meet specific criteria, including completing a dental therapy program and passing required exams. Dental therapists operate under the general supervision of a dentist through collaborative management agreements, with defined services and procedures.<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">This change has had bipartisan support for many years. Legislative Republicans introduced a bill advocating for dental therapy <\/span><a href=\"https:\/\/docs.legis.wisconsin.gov\/2017\/related\/proposals\/ab945\"><span data-contrast=\"none\">in 2017<\/span><\/a><span data-contrast=\"none\">, and Governor Evers included a proposal to <\/span><a href=\"https:\/\/www.jsonline.com\/story\/money\/business\/health-care\/2019\/02\/18\/tony-evers-proposals-dental-care-access-wisconsin\/2845022002\/\"><span data-contrast=\"none\">allow dental therapists<\/span><\/a><span data-contrast=\"none\"> in his 2019 budget. WILL has supported this policy change since 2019\u2014<\/span><a href=\"https:\/\/will-law.org\/the-joint-finance-committee-debates-healthcare\/\"><span data-contrast=\"none\">joining a coalition<\/span><\/a><span data-contrast=\"none\"> with various groups in support\u2014and including it as part of our <\/span><a href=\"https:\/\/will-law.org\/will-releases-new-healthcare-agenda-to-policymakers\/\"><span data-contrast=\"none\">healthcare policy agenda<\/span><\/a><span data-contrast=\"none\">.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In Wisconsin, concerns about healthcare access extend beyond traditional medical services. Dental care is often overlooked but is crucial for overall well-being. According to the Kaiser Family Foundation, over <\/span><a href=\"https:\/\/www.kff.org\/other\/state-indicator\/dental-care-health-professional-shortage-areas-hpsas\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\"><span data-contrast=\"none\">1.6 million Wisconsinites<\/span><\/a><span data-contrast=\"none\"> lack access to dental care, posing risks for various adverse health outcomes. This issue is particularly pronounced in rural areas designated as <\/span><a href=\"https:\/\/bhw.hrsa.gov\/workforce-shortage-areas\/shortage-designation#hpsas\"><span data-contrast=\"none\">Healthcare Provider Shortage Areas<\/span><\/a><span data-contrast=\"none\"> (HPSAs), and for low-income and elderly individuals, as <\/span><a href=\"https:\/\/www.ada.org\/-\/media\/project\/ada-organization\/ada\/ada-org\/files\/resources\/research\/hpi\/hpibrief_1021_1.pdf\"><span data-contrast=\"none\">only a third<\/span><\/a><span data-contrast=\"none\"> of Wisconsin dentists accept Medicaid patients.<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Lack of dental care can lead to <\/span><a href=\"https:\/\/www.mainstreetdentalclinics.com\/blog\/2019\/03\/6-things-that-can-happen-when-you-dont-go-to-the-dentist#:~:text=You%20may%20suffer%20\"><span data-contrast=\"none\">severe consequences<\/span><\/a><span data-contrast=\"none\">, including tooth loss, gum disease, oral cancer, and has even been found to be correlated with heart disease and dementia. The situation is compounded in HPSAs, where the shortage of primary, dental, or mental healthcare providers is more severe. Wisconsin currently has 180 HPSA designations, which would require approximately 279 dentists to correct. Marquette University\u2014the only dental school in Wisconsin\u2014graduates around 100 dentists annually. However, they do <\/span><a href=\"https:\/\/www.milwaukeemag.com\/half-wisconsins-counties-considered-dental-deserts\/\"><span data-contrast=\"none\">not tend to practice<\/span><\/a><span data-contrast=\"none\"> in the areas most in need.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">To address this dental care gap, some states have embraced the role of dental therapists. These professionals can offer <\/span><a href=\"https:\/\/mn.gov\/boards\/assets\/DTScope_tcm21-363584.pdf\"><span data-contrast=\"none\">up to 30 dental services<\/span><\/a><span data-contrast=\"none\">, including placing temporary crowns, fabricating athletic mouthguards, and extracting primary teeth.\u00a0<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Minnesota<\/span><span data-contrast=\"none\"> provides a compelling example of successful dental therapy implementation. In 2009, the state created a dental therapy license. A 2020 <\/span><a href=\"https:\/\/www.chwsny.org\/wp-content\/uploads\/2020\/09\/CHWS_Contributions_of_DTs_ADTs_at_Apple_Tree_Dental_2020.pdf\"><span data-contrast=\"none\">study<\/span><\/a><span data-contrast=\"none\"> by the Center for Health Workforce Studies revealed that, since 2009, over 250,000 patients received care from dental therapists in Minnesota, and practices utilizing dental therapists experienced an increase in patient caseloads and gross revenue. This success demonstrates the potential for improving dental care accessibility and affordability through dental therapy.<\/span><span>\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Addressing dental care access disparities in Wisconsin requires innovative solutions, and dental therapy is one of them. We have learned from the success in Minnesota, the state will benefit from incorporating dental therapists into its healthcare system, offering increased provider numbers, lower costs, reduced wait times, and overall improved dental<\/span> <span data-contrast=\"none\">health outcomes.
