Temper your hopes, says new survey<\/em><\/strong><\/h4>\n<p>You can manufacture lots of things in Wisconsin: motorcycles, cheese, tissue, pool cues, even the <a href=\"https:\/\/www.wsj.com\/articles\/kohler-co-unveiling-first-enhanced-showroom-in-new-york-1495376105\" target=\"_blank\" rel=\"noreferrer noopener\">kitchen sink<\/a>.\u00a0\u00a0<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"697\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/02\/Wisconsin-employer-pessimism-2024.jpg?strip=all&amp;lossy=1&amp;fit=352%2C697&amp;ssl=1\" alt=\"Wisconsin manufacturing workers, appearing distressed over survey data indicating poor economic indicators in the state.\" class=\"wp-image-50146\" style=\"width:352px;height:auto\" \/><\/figure>\n<\/div>\n<p>But you can\u2019t manufacture optimism.<\/p>\n<p>When Wisconsin Manufacturers and Commerce, the state\u2019s business chamber, last month put out the results of its <a href=\"https:\/\/www.wmc.org\/press-releases\/economic-optimism-drops-to-historic-low-in-latest-wisconsin-employer-survey\/\" target=\"_blank\" rel=\"noreferrer noopener\">semiannual survey of CEOs\u2019 sentiments<\/a>, the outlook was grim: 22% rated the Wisconsin economy as \u201cstrong.\u201d Only 10% said the same of the national economy, with 28% calling it \u201cweak.\u201d That\u2019s a gloomier number than the WMC found in summer 2020, amid lockdowns.<\/p>\n<p>Will things improve? No: 47% expect the national economy to \u201cremain flat\u201d over the next six months, and 20% \u2014 one in five \u2014expect it to \u201cdecline,\u201d as in recession.<\/p>\n<p>\u201cOptimism is falling,\u201d said WMC President Kurt Bauer, who quoted one captain of industry as saying, \u201cWe may not be in a recession, but we are certainly in something.\u201d<\/p>\n<p>The survey clarifies why many Wisconsinites feel a chill even as a happy chorus about the strongest economy ev-<em>err<\/em> burbles out from <a href=\"https:\/\/www.npr.org\/2024\/01\/25\/1226811891\/economy-gdp-recession-growth-interest-rates-inflation-federal-reserve\" target=\"_blank\" rel=\"noreferrer noopener\">NPR<\/a>, <a href=\"https:\/\/www.cnn.com\/2024\/01\/26\/economy\/us-gdp-other-countries\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">CNN<\/a>, <a href=\"https:\/\/www.reuters.com\/markets\/us\/investors-hope-strong-us-economy-can-insulate-stocks-yield-surge-2024-02-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">Reuters<\/a>, the <a href=\"https:\/\/www.nytimes.com\/2024\/02\/14\/briefing\/us-economy-inflation-covid.html\" target=\"_blank\" rel=\"noreferrer noopener\">New York Times<\/a>, <a href=\"https:\/\/www.npr.org\/2023\/10\/26\/1208676931\/the-u-s-economy-is-humming-so-why-are-americans-so-grumpy-about-it\" target=\"_blank\" rel=\"noreferrer noopener\">NPR<\/a> again, <a href=\"https:\/\/www.cnn.com\/2024\/02\/02\/politics\/economy-jobs-biden-what-matters\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">CNN<\/a> again, and <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2024\/01\/04\/america-success-economy-power-pessimism\/\" target=\"_blank\" rel=\"noreferrer noopener\">on<\/a> and <a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2024\/04\/consumer-sentiment-economy-inflation\/677440\/\" target=\"_blank\" rel=\"noreferrer noopener\">on<\/a>.<\/p>\n<p>The clarification lies in a question the WMC has previously asked:<\/p>\n<p><em>How much<\/em>, it asked the individuals responsible for keeping firms both staffed and afloat, <em>do you expect hourly wages to increase or decrease in your company in 2024?<\/em><\/p>\n<p>About 1 in 4 Wisconsin CEOs said they expect hourly wages to rise less than 3%. That\u2019s up from about 1 in 6 a year ago. Only 14% expect raises above 4%. That\u2019s down from 34% of CEOs a year ago.<\/p>\n<p>The most common expectation \u2014 this from 36% of CEOs \u2014 is that their company\u2019s hourly wages will rise an average 3% to 3.5% this year.\u00a0\u00a0<\/p>\n<p>That\u2019s not on top of inflation, said WMC spokesman Nick Novak. So when you consider that inflation last month came in sharply higher than expected, at <a href=\"https:\/\/www.wsj.com\/economy\/consumers\/what-to-watch-in-the-cpi-report-will-inflation-fall-below-3-ffc5859a\" target=\"_blank\" rel=\"noreferrer noopener\">a 3.1% annual rate<\/a>, this means the most common answer that Wisconsin employers \u2014 72% of whom said they\u2019re still having a hard time hiring enough people \u2014 can give to their staff is: You\u2019ll be running in place.<\/p>\n<p>This comes after <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/average-real-weekly-earnings-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin\u2019s average weekly earnings<\/a>, adjusted for inflation, had at last started to turn upward, following a long downward slide that began in early 2021, when inflation took off and began corroding earnings. The U.S. Bureau of Labor Statistics\u2019 most recent figures show average weekly earnings for all private-sector workers in Wisconsin at $1,067, up about 5% from the inflation-adjusted low last March \u2014 but still 3% under the inflation-adjusted figure of $1,101 in December 2020.<\/p>\n<p>Wisconsin employers had been doing what they could to keep talent, said Novak. \u201cWe saw raises that were 5%, 6% or higher.\u201d Now, the figures are returning to earth, even if inflation still isn\u2019t down to pre-2021 levels.<\/p>\n<p>\u201cThere are some economic realities out there,\u201d said Novak, who oversees WMC\u2019s survey. \u201cBusinesses are not the government \u2014 they can\u2019t write checks forever knowing they can just print money.\u201d<\/p>\n<p>\u201cBusinesses can only raise wages as fast as they can raise revenue.\u201d<\/p>\n<p>They could raise revenue if they invest in expansion, but among the people who must answer to investors for the results of such expansion plans, three times as many think the national outlook is weak as think it strong. \u201cIt\u2019s hard to pull the trigger on something when you\u2019re unsure of where the economy is going,\u201d said Novak.<\/p>\n<p>The gloom, while justified, is all so unnecessary. If you can\u2019t manufacture optimism, we know what corrodes prosperity.<\/p>\n<p>\u201cInflation is always and everywhere a monetary phenomenon in the sense that it is and can be produced only by a more rapid increase in the quantity of money than in output,\u201d Milton Friedman said in 1970 on his way to winning the Nobel Prize. Yet the federal government, after 38 years of low inflation, now rapidly increased the quantity of money by vomiting forth thousands of billions of newly printed dollars, so much that <a href=\"https:\/\/www.badgerinstitute.org\/tracking-the-trillions\/\" target=\"_blank\" rel=\"noreferrer noopener\">states and cities cannot spend it all<\/a>, touted as \u201cinvestment\u201d but really just adding new girth to bloated government.<\/p>\n<p>And, behold, groceries <a href=\"https:\/\/www.badgerinstitute.org\/numbers\/grocery-prices-in-the-midwest\/\" target=\"_blank\" rel=\"noreferrer noopener\">now cost 22% more<\/a> than they did in January 2021.<\/p>\n<p>Other fundamentals of good economic growth are just as well known: Taxes should be moderate and perceived as fair, especially by those who most easily can leave. Regulations should be stable and practicable rather than punitive. A legal environment should be predictable and moderate in cost. Civil order is preferable to seeing <a href=\"https:\/\/www.foxbusiness.com\/small-business\/rioters-destroy-kenosha-business-owners-family-store\" target=\"_blank\" rel=\"noreferrer noopener\">your store on the TV news going up in flames<\/a> \u2014 looking at you, summer of 2020.<\/p>\n<p>And while political choices affect these conditions, pursuing them shouldn\u2019t be political. Parties can compete with differing definitions of \u201cmoderate\u201d and \u201corder.\u201d\u00a0\u00a0<\/p>\n<p>What doesn\u2019t reassure anyone, however, is to deny that Wisconsin CEOs really are seeing storm clouds ahead.
