He also previously served as Deputy Legal Counsel at the Wisconsin Institute for Law &amp; Liberty (WILL), was a policy advisor to a state senator, and served as an elected County Supervisor. Jake serves in the Wisconsin Air National Guard and\u00a0 is a member of the Federalist Society.<\/p>\n<p><span>Curtis replaces Anthony LoCoco, <\/span><i><span>who left to work in his law practice full-time<\/span><\/i><span>, as the head of IRG\u2019s Center for Investigative Oversight.\u00a0 The CIO was launched in February 2023 with the goal of reinvigorating real oversight and accountability of government operations by highlighting \u2013 and taking action \u2013 on wasteful, illegal, and unconstitutional behavior.\u00a0 In a short period of time, IRG has shifted the paradigm on oversight, including:\u00a0<\/span><\/p>\n<ul>\n<li><span>Authored the first analysis in Wisconsin \u2013 if not the country \u2013 detailing exactly how state lawmakers can conduct oversight on the executive branch, and then worked to export the <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2021\/08\/IRG_Lawmakers-Manual-for-Legislative-Oversight_FINAL.pdf\"><i><span>Manual<\/span><\/i><\/a><span> to neighboring states. <\/span><i><span>We\u2019ve educated lawmakers about the tools they have to keep government accountable<\/span><\/i><\/li>\n<li><span>Discovered, through our <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2023\/06\/Shadow-Agency-6-26-23.pdf\"><span>own investigations<\/span><\/a><span>, that outside funding from the United Nations Foundation was funding staffers in Governor Evers\u2019 administration \u2013 <\/span><i><span>after the legislature refused to fund them.\u00a0<\/span><\/i><\/li>\n<li><span>Discovered, through our <\/span><a href=\"https:\/\/reforminggovernment.org\/wp-content\/uploads\/2023\/07\/Top-Down_-A-Report-By-IRGs-CIO.pdf\"><span>own investigations<\/span><\/a><span>, that University of Wisconsin \u2013 Madison was using unconstitutional, <\/span><a href=\"https:\/\/www.wsj.com\/articles\/affirmative-action-on-campus-goes-beyond-admissions-race-college-students-diversity-cdc99db6?mod=Searchresults_pos1&amp;page=1\"><span>race-based hiring<\/span><\/a><span> for its faculty members, <\/span><i><span>which was later dropped by UW-Madison in negotiations with Speaker Vos.\u00a0\u00a0<\/span><\/i><\/li>\n<li><span>Tracked where every single dollar for COVID relief was being spent in K-12 schools and created a <\/span><a href=\"https:\/\/reforminggovernment.org\/esser-funding-audit\/\"><span>dashboard<\/span><\/a><span> to educate lawmakers and the public on where their money is being spent. <\/span><i><span>First to discover that 426 of 450 school districts have created a fiscal cliff by using federal funds to fund full-time employees.<\/span><\/i><\/li>\n<li><span>Discovered, through our own investigations, that the Wisconsin Secretary of State was refusing to follow the law regarding open and transparent government.\u00a0 <\/span><i><span>Partnered with the Wisconsin Institute for Law &amp;
