{"id":9509,"date":"2024-03-14T17:15:56","date_gmt":"2024-03-14T18:15:56","guid":{"rendered":"https:\/\/wifamily.news\/?p=9509"},"modified":"2024-03-14T19:03:14","modified_gmt":"2024-03-14T19:03:14","slug":"milwaukees-list-of-half-used-school-buildings-rises-to-21","status":"publish","type":"post","link":"https:\/\/wifamily.news\/?p=9509","title":{"rendered":"Milwaukee\u2019s list of half-used school buildings rises to 21"},"content":{"rendered":"<p>This post originally appeared at <a href=\"https:\/\/www.badgerinstitute.org\/milwaukees-list-of-half-used-school-buildings-rises-to-21\/\">https:\/\/www.badgerinstitute.org\/milwaukees-list-of-half-used-school-buildings-rises-to-21\/<\/a><\/p>\n<h4 class=\"wp-block-heading\"><strong><em>Big high school using only 39% of its capacity<\/em><\/strong><\/h4>\n<p>The number of school buildings controlled by Milwaukee Public Schools that are most dramatically underutilized totals 21, a look at the district\u2019s complete filing with the state confirms.<\/p>\n<p>Among the buildings with enrollments that use less than half their capacity is the Washington High School of Information Technology, the massive facility on Milwaukee\u2019s prominent Sherman Boulevard. According to the district\u2019s own figures, the building last year could accommodate 1,294 students but was being used to educate only 511.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"614\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/03\/milwaukee-public-schools-washington-high-school-IT.jpg?strip=all&amp;lossy=1&amp;fit=388%2C614&amp;ssl=1\" alt=\"Washington High School in Milwaukee, WI\" class=\"wp-image-50856\" style=\"width:388px;height:auto\" \/><figcaption class=\"wp-element-caption\">Washington High School of Information Technology<\/figcaption><\/figure>\n<\/div>\n<p>The 39% utilization comes after similarly low utilization rates for the building \u2014 44% and 36% respectively \u2014 in MPS\u2019 pre-pandemic filings in 2016 and 2019.<\/p>\n<p>The district <a href=\"https:\/\/mps.milwaukee.k12.wi.us\/Schools\/WHS-of-Information-Technology.htm\" target=\"_blank\" rel=\"noreferrer noopener\">describes Washington<\/a> as a \u201cmagnet school\u201d despite the persistent low enrollment. According to district figures made public on the school\u2019s state report card, about 4% of its students were proficient in reading and about 91% were chronically absent in 2021-22, the most recent year available.\u00a0<a href=\"https:\/\/www.badgerinstitute.org\/many-mps-students-are-chronically-absent\/\" target=\"_blank\" rel=\"noreferrer noopener\">MPS\u2019 overall chronic absenteeism\u00a0rate<\/a> is 58%.<\/p>\n<p>The district\u2019s underutilization of school buildings has become an issue in an April 2 referendum, in which the district will ask voters for $252 million in annual revenue over its legal limit.<\/p>\n<p>The district\u2019s enrollment has declined about 40% in the past two decades, but its leaders have been slow to right-size its roster of buildings. MPS\u2019 superintendent Keith Posley has contended that closing underutilized schools wouldn\u2019t save much money. Critics, including retired long-time <a href=\"https:\/\/www.badgerinstitute.org\/former-mps-superintendent-critical-of-252-million-referendum\/\" target=\"_blank\" rel=\"noreferrer noopener\">superintendent Bill Andrekopoulos<\/a>, have said that the scale of MPS\u2019 underutilization over time shows the district is not properly planning the use of its resources.<\/p>\n<p>A district spokesman declined to respond to questions sent to him Thursday morning with a 3 pm Thursday deadline, and added that 3 pm Friday \u201cwould be ideal.\u201d<\/p>\n<p>MPS has also been slow to respond to earlier requests for information.<\/p>\n<p>The district is required by law to file a report on building usage with the state every summer. A 2023 report was filed with the Legislature\u2019s Joint Finance Committee last summer but the publicly available version posted on the Committee website <a href=\"https:\/\/web.archive.org\/web\/20240225095505\/https:\/docs.legis.wisconsin.gov\/misc\/lfb\/jfc\/200_reports\/2023_08_14_milwaukee_public_schools_building_inventory.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">was incomplete<\/a>, leaving off some of the district\u2019s schools.<\/p>\n<p>The Badger Institute filed an open records request with MPS on March 4 but was informed by the interim director of the Office of Board Governance, Jill Kawala, that the district\u2019s interpretation of state law is that while a requestor is entitled to a \u201ctimely response,\u201d he or she is not entitled to a response within \u201cany specific time.\u201d<\/p>\n<p>Kawala wrote that the Badger Institute could go to court but also noted that \u201cin the event a premature public records lawsuit is initiated, MPS may seek an award of costs, fees and other remedies associated with the burden and expense of responding to the action.\u201d<\/p>\n<p>The Badger Institute chose not to file a lawsuit to obtain the record because it was able to obtain it from the Wisconsin Department of Public Instruction on March 13.<\/p>\n<div class=\"wp-block-image\">\n<figure data-wp-interactive class=\"alignright size-full is-resized wp-lightbox-container\"><img loading=\"lazy\" decoding=\"async\" width=\"752\" height=\"687\" data-wp-effect=\"effects.core.image.setButtonStyles\" data-wp-init=\"effects.core.image.initOriginImage\" src=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/03\/MPIS-building-inventory-buildings-half-full-report.jpg?strip=all&amp;lossy=1&amp;fit=435%2C687&amp;ssl=1\" alt=\"\" class=\"wp-image-50875\" style=\"width:435px;height:auto\" \/><button class=\"lightbox-trigger\" type=\"button\" aria-label=\"Enlarge image\"><\/p>\n<p>\t\t<\/button><figcaption class=\"wp-element-caption\">Click to expand<\/figcaption><div data-wp-body=\"\" class=\"wp-lightbox-overlay zoom\" data-wp-effect=\"effects.core.image.initLightbox\">\n                <button type=\"button\" aria-label=\"Close\" class=\"close-button\"><\/p>\n<p>                <\/button><\/p>\n<div class=\"lightbox-image-container\">\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized responsive-image\"><img decoding=\"async\" src=\"\" alt=\"\" class=\"wp-image-50875\" style=\"width:435px;height:auto\" \/><figcaption class=\"wp-element-caption\">Click to expand<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<div class=\"lightbox-image-container\">\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized enlarged-image\"><img decoding=\"async\" src=\"\" alt=\"\" class=\"wp-image-50875\" style=\"width:435px;height:auto\" \/><figcaption class=\"wp-element-caption\">Click to expand<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<div class=\"scrim\" style=\"background-color: #fff\" aria-hidden=\"true\"><\/div>\n<\/p><\/div>\n<\/figure>\n<\/div>\n<p><a href=\"https:\/\/e74sq7k37a8.exactdn.com\/wp-content\/uploads\/2024\/03\/MPS-building-inventory-table-240314.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">According to the list<\/a> MPS sent to DPI and then obtained by the Badger Institute, the tally of MPS schools that are less than half utilized according to the district\u2019s own calculation now includes two large high schools, Washington and Madison High School, where 762 students last spring used about 47% of the building\u2019s 1,629-student capacity. Like Washington, Madison High School was less than half-used not just in the latest figures but in 2019 and 2016 as well.<\/p>\n<p>Another large MPS high school for which 2023 figures previously hadn\u2019t been publicly available is Marshall. According to the list obtained from DPI, its 2023 enrollment of 968 students comes to 62% of the building\u2019s capacity of 1,566 students.<\/p>\n<p>There are a total of 141 schools listed in the MPS filing the Badger Institute secured from the Department of Public Instruction; after removing charter schools not controlled by MPS and schools with multiple sites, there are 129 \u2014 or 22 more than listed in the earlier version obtained from the Committee on Joint Finance.\u00a0Of those\u00a0 22 schools for which MPS\u2019 figures are newly available, five have enrollments less than two-thirds their stated capacity, while eight have enrollments greater than their stated capacity.<\/p>\n<p>In all, MPS\u2019 own figures show that 43 of its school buildings are less than two-thirds used. Thirty of them were less than two-thirds used not just in 2023 but in 2019 and 2016 as well. Seventeen of them are more than one-third <em>over<\/em> their stated capacities.<\/p>\n<p>The referendum will ask voters in the City of Milwaukee whether the district can override state limits on how much it collects, combined, in property taxes and state aid, which together constitute about 81% of the $18,822 per student in revenue available to MPS, <a href=\"https:\/\/dpi.wi.gov\/sfs\/statistical\/cost-revenue\/comparative-revenue-member\" target=\"_blank\" rel=\"noreferrer noopener\">according to the most recent state figures<\/a>. The district\u2019s per-pupil revenue is <a href=\"https:\/\/www.badgerinstitute.org\/as-milwaukee-public-schools-seek-252-million-more-from-taxpayers-a-look-at-districts-spending-enrollment-and-staffing-history\/\" target=\"_blank\" rel=\"noreferrer noopener\">about equal to the $18,035<\/a> it spent per pupil in 2021-22, the most recent figures available from the state. After adjusting for inflation, the spending figure is about equal to the district\u2019s peak of spending in 2010, before state public-sector labor reforms lowered benefits costs.<\/p>\n<p>If voters approve, the district has said, the property tax rate will rise $2.16 per $1,000 in assessed value, or about $324 a year on a $150,000 house. Property tax payers in Milwaukee <a href=\"https:\/\/city.milwaukee.gov\/assessor\/data\/TaxRates1984toPresen725\" target=\"_blank\" rel=\"noreferrer noopener\">now pay<\/a> about $9.55 per $1,000 of value for MPS, so the increase is considerable.
