IRG Names Courtney Mullen to Director of External Affairs Role
Delafield, WI – The Institute for Reforming Government (IRG) continues to expand internal capabilities as the organization has named Courtney Mullen to the role of Director of External Affairs. In her new role, Courtney will oversee IRG’s day-to-day external communications and marketing strategies and help build bridges throughout the state by promoting IRG as a trusted resource for solving problems.
IRG is proud to be one of the most recognized Wisconsin policy shops, with three features in the Wall Street Journal, regular appearances on talk radio that reaches conservatives, moderates, and liberals, and commentary in Wisconsin Public Radio, Milwaukee Journal Sentinel, and Wisconsin State Journal. In 2023, IRG and IRG Action staff:
- Appeared on radio 44 times
- Was featured over 40 times in print, digital, and tv outlets
- Published eight op-eds on Wisconsin policy issues
- Won a national award from State Policy Network for our communications efforts at IRG’s Center for Investigative Oversight

Mullen originally re-joined the IRG team in January 2023 as the Director of Outreach and Rural Coalitions:

About Courtney Mullen
Courtney re-joined the IRG team as the Director of Outreach and Rural Coalitions in 2023 after traveling Wisconsin statewide in 2022 as Communications Director with gubernatorial candidate Kevin Nicholson and as Deputy Campaign Manager and Communications Director for Attorney General candidate Eric Toney.
Prior to moving back to Wisconsin, she served for four years as a political appointee for President Trump at the White House in the Office of Presidential Personnel and at the Department of Energy in the Office of the Deputy Secretary.
During the 2016 election cycle, she worked at the political data firm, the Data Trust, after working on Governor Walker’s presidential campaign. Courtney earned her BA in Journalism from the University of Wisconsin-Madison and currently resides in Neenah.
