The News: The Wisconsin Institute for Law & Liberty (WILL) has announced Deputy Counsel, Dan Lennington, in addition to his litigation role, will assume the position of Managing Vice President and oversee day-to-day operations of WILL as we continue to expand our litigation and policy work beyond just Wisconsin.   

Additionally, WILL’s Development Director, Lesley Luehrs Quartana, is now recognized as the organization’s Chief Advancement Officer, emphasizing her pivotal role in the organization’s continued development.  

WILL Founder, Rick Esenberg, remains as President and General Counsel. He will focus on strategic planning, mission development, and other outward-facing activities.

Dan Lennington Background: Dan serves as Managing Vice President and Deputy Counsel. Dan joined WILL in 2021 and started the Equality Under the Law Project, which to date has represented over 80 clients from 25 states. During that time, WILL has expanded its nationwide reputation, filing 12 lawsuits against the Biden Administration and chalking up several groundbreaking victories.  Dan previously served as the Assistant Deputy Attorney General at the Wisconsin Department of Justice, and before that, as a federal prosecutor at the U.S. Department of Justice. He also teaches a course on Constitutional Litigation at the University of Wisconsin School of Law.  

Lesley Luehrs Quartana Background: Lesley serves as the Chief Advancement Officer for WILL. She came to WILL originally as a volunteer on the Professor McAdams case then assumed a full-time role at WILL in early 2019. Before starting her family, Lesley was the Early Talent Manager and a Staffing Team Leader at GE Healthcare IT. After the birth her son, she stayed home with him and pursued her master’s degree at Concordia University Wisconsin where she was then asked to serve on the executive team that implemented the School of Pharmacy at Concordia and worked full time as their first Director of Student Affairs. She completed her undergraduate work at Texas Woman’s University in Denton, Texas.
